If you want to grow more woody shrubs in your garden or nursery, propagation is the skill you need. Whether you’re working with roses, azaleas, boxwood, or forsythia, knowing how to multiply these plants saves money and gives you control over the quality of your stock. Woody shrubs can be propagated through two broad approaches – sexual propagation (from seeds) and asexual propagation (from vegetative plant parts like stems, branches, and buds). Each method has its strengths, and the best choice depends on the species, your goals, and the resources you have available.

Sexual propagation: growing woody shrubs from seeds
Sexual propagation is the process of producing new plants from seeds formed through pollination and fertilisation. The offspring carry genetic material from both parent plants, which means they won’t be exact copies of either parent. This genetic variation can be beneficial – it increases adaptability and may even lead to new, desirable traits in the resulting plants.
For many ornamental shrubs, seed propagation is a cost-effective method, especially when you need to produce large numbers of plants. Seeds are lightweight, easy to store, and can remain viable for long periods if kept under the right conditions. Seed propagation also avoids the transmission of certain diseases, particularly viral ones, which can sometimes spread through vegetative methods.
Seed structure and germination basics
A seed is essentially a miniature plant (the embryo) enclosed in a protective covering called the seed coat, along with a food reserve called the endosperm. For germination to occur, three conditions must be met: the seed must be alive and viable, any internal dormancy barriers must be overcome, and the environment must provide adequate moisture, temperature, and oxygen. Some species also require exposure to light for germination to begin.
High-quality seeds from reliable sources give the best results. Store seeds in cool, dry conditions – an airtight jar in the refrigerator works well. Most seed packets include information about germination rates and any special treatment needed before sowing.
Breaking seed dormancy: scarification and stratification
Many woody shrub seeds don’t germinate immediately after collection. They have built-in dormancy mechanisms that prevent sprouting until conditions are favourable. Two key techniques are used to break this dormancy:
Scarification is the process of weakening or breaking the hard seed coat so that water and air can reach the embryo. In nature, this happens when seeds pass through an animal’s digestive system or are exposed to freeze-thaw cycles. Gardeners can replicate this by nicking the seed coat with a knife or nail clipper, rubbing seeds on sandpaper, or soaking them in hot water. The goal is to create small openings in the coat without damaging the embryo inside.
Stratification uses temperature to break dormancy. Most commonly, seeds are exposed to cool, moist conditions (1-3ยฐC) for a period of 30 to 90 days. This mimics the cold of winter and signals the embryo that spring – and favourable growing conditions – is approaching. You can stratify seeds at home by mixing them with damp sphagnum moss or vermiculite in a sealed plastic bag and placing it in the refrigerator. Some species require warm stratification before cold stratification, so always check species-specific requirements before starting.
Sowing and growing seedlings
Once dormancy is broken, seeds can be sown in a sterile growing medium. A mix of peat moss, perlite, and vermiculite works well – avoid heavy garden soil, which compacts easily and can harbour disease. Sow seeds at the depth recommended for the species, keep the medium consistently moist, and maintain the appropriate temperature. Once seedlings develop their first set of true leaves, they can be transplanted into individual containers for further growth.
Asexual propagation: creating genetic clones
Asexual or vegetative propagation produces new plants from parts of an existing plant – stems, roots, buds, or branches. The key advantage here is that every offspring is a genetic clone of the parent. This means if you have a shrub with an exceptional flower colour, growth habit, or disease resistance, asexual propagation lets you reproduce that exact plant over and over. The main asexual methods for woody shrubs include cuttings, layering, budding, and grafting.
Propagation by cuttings
Taking cuttings is the most commonly used method for propagating woody ornamental shrubs. A cutting is simply a piece of stem removed from the parent plant and encouraged to develop its own roots. There are three main types of stem cuttings, classified by the maturity of the wood.
Softwood cuttings
Softwood cuttings are taken from new, succulent growth in spring or early summer. The stems should be flexible enough to snap when bent sharply but not so young and tender that they wilt immediately. Shrubs like forsythia, lilac, hydrangea, and crape myrtle respond well to softwood cuttings. They root quickly – often within a few weeks – making them the easiest type for beginners.
To take a softwood cutting, select a healthy 4-6 inch stem from the upper portion of the plant, cut just below a node at a slight angle, remove leaves from the lower half, and dip the base in a rooting hormone. Insert the cutting into a moist, sterile medium such as a perlite-peat mix, and keep humidity high using a plastic cover or misting system.
Semi-hardwood cuttings
Semi-hardwood cuttings are taken in late summer from partially matured stems of the current season’s growth. The wood is firmer and more resistant to wilting than softwood. This method works well for broad-leaved evergreens like holly, azalea, euonymus, and boxwood. Semi-hardwood cuttings take somewhat longer to root but are more resilient during the process.
Hardwood cuttings
Hardwood cuttings are taken during the dormant season – typically late autumn through winter – from fully mature, woody stems. They are the most durable type but also the slowest to root. Deciduous shrubs such as privet, spirea, rose, and honeysuckle can be propagated this way. Cuttings are usually 8-10 inches long and may be bundled and stored in slightly moist conditions over winter before being planted out in spring.
Narrow-leaved evergreens like junipers and yews are also propagated through hardwood cuttings. These are taken from terminal shoots of the previous season’s growth and should include a small portion of older wood at the base.
Rooting environment and aftercare
Regardless of the cutting type, the rooting medium must be clean, well-drained, and free of fertiliser. Coarse sand, perlite, or a perlite-peat mix are all suitable options. Cuttings need consistent moisture and high humidity since they have no root system to absorb water. Commercial nurseries use intermittent misting, but home growers can improvise with clear plastic bags or small greenhouse enclosures. Once roots are at least an inch long, cuttings can be transplanted into individual containers and gradually hardened off before moving to their permanent location.
Propagation by layering
Layering is a technique where a stem develops roots while still attached to the parent plant. This means the developing new plant continues to receive water and nutrients from the parent during the rooting process, which often results in a higher success rate than cuttings – especially for species that are difficult to root on their own.
Simple layering
In simple layering, a low-growing, flexible branch is bent to the ground and a portion is buried in the soil while the tip remains exposed. A small wound or scrape on the buried section encourages root formation. Once roots have developed – which may take several months to a full growing season – the new plant is severed from the parent and transplanted. This method works well for shrubs like azalea, forsythia, and magnolia.
Air layering
Air layering is used when stems cannot be bent to the ground. A section of bark is removed or wounded on a stem, and the area is wrapped with moist sphagnum moss enclosed in plastic film. The moss is checked regularly for moisture, and once a healthy root mass has formed, the stem is cut below the roots and potted as an independent plant. This technique is particularly useful for houseplants like rubber trees, but also works well for ornamental shrubs like azaleas, rhododendrons, and camellias.
Other layering methods
Tip layering involves burying the tip of a growing stem, which then produces roots and a new shoot. It is commonly used for plants like blackberries and raspberries. Mound layering (or stool layering) works for shrubs that produce multiple stems from the base – soil is mounded around the base of the stems to encourage rooting, and individual rooted stems are then separated.
Propagation by budding
Budding is a specialised form of grafting in which the scion – the piece from the desired variety – is a single bud rather than a whole twig or branch. It is one of the most efficient methods for producing ornamental shrubs, roses, and fruit trees, because you can generate many new plants from just a few buds.
T-budding
The most common technique is T-budding. A T-shaped cut is made in the bark of the rootstock plant, and a single bud – along with a small shield of bark and wood – is slipped into the opening. The bud is then wrapped tightly with grafting tape or a rubber budding strip. Timing is critical: budding is typically done from late July to early September when the bark of the rootstock separates easily from the wood beneath. Buds set during this period remain dormant through winter and begin growing the following spring.
With practice and good technique, experienced budders can achieve success rates of 90 to 100 percent. Even beginners tend to have higher success with T-budding compared to other grafting methods.
Chip budding
Chip budding is another widely used method, particularly for ornamental trees and shrubs. Unlike T-budding, chip budding does not require the bark to be actively slipping, which gives propagators a wider window of time to work. A small chip of bark and wood containing the bud is removed from the scion and fitted into a corresponding notch cut in the rootstock. The cambium layers of both pieces must align for the graft to take. Chip budding is commonly used for producing named cultivars of ornamental trees and shrubs.
Propagation by grafting
Grafting involves joining a shoot or twig (the scion) from one plant to the root system (the rootstock) of another compatible plant. The two parts fuse together and grow as a single organism. Grafting is widely used in commercial horticulture to combine the desirable flowering or growth characteristics of one variety with the vigour, hardiness, or disease resistance of another.
Common grafting methods
Several grafting techniques are used for woody shrubs and trees. Whip-and-tongue grafting works best when the scion and rootstock are similar in diameter. Both pieces are cut at matching angles and interlocked for a strong union. Cleft grafting is used for larger rootstocks – the stock is split and a wedge-shaped scion is inserted. Side-veneer grafting is popular for evergreen ornamentals like conifers and Japanese maples, typically performed indoors during winter months.
For grafting to succeed, three conditions must be met: the scion and rootstock must be compatible (usually the same genus), the cambium layers must be in close contact, and the graft union must be protected from drying out until it heals. Callus tissue forms at the junction and eventually fuses the two parts into a continuous vascular system.
Choosing the right propagation method
The ideal method depends on several factors. Seed propagation is the go-to option when you need large quantities of plants at low cost, when genetic diversity is acceptable, or when a species cannot be easily propagated by other means. Cuttings are the most practical choice for most ornamental woody shrubs, offering a good balance of simplicity and speed. Layering is ideal for plants that are hard to root from cuttings or when only a few new plants are needed. Budding and grafting are best reserved for situations where you want to combine specific traits – like a desirable flower form on a disease-resistant rootstock – or when working with varieties that don’t root well on their own.
Whatever method you choose, success depends on a few universal principles: use healthy, disease-free parent material, maintain the right temperature and moisture levels, practice good hygiene with your tools and growing media, and be patient. Some cuttings may root in weeks, while layered branches or grafted unions may take months to establish.
Practical tips for better results
Rooting hormones can significantly improve success rates when propagating by cuttings. Products containing indole-3-butyric acid (IBA) are widely available at garden supply stores and are applied by dipping the cut end before inserting it into the medium. Use the concentration recommended for the cutting type – softwood cuttings generally need lower concentrations than hardwood.
Timing matters. Take softwood cuttings in the morning when stems are well-hydrated. Take hardwood cuttings after the plant has gone fully dormant. Perform budding when bark is actively slipping. Each method has a seasonal window, and working within that window makes a noticeable difference.
Hygiene is non-negotiable. Sterilise cutting tools, containers, and growing media to prevent the spread of disease. Diseases are one of the most common reasons for propagation failure, and prevention is far easier than treatment.
