India is home to the world’s largest livestock population – a massive resource base that underpins the agricultural economy and sustains millions of rural households. From cattle and buffaloes to sheep, goats, pigs, and poultry, livestock wealth in India is not just about numbers. It directly impacts income, employment, nutrition, and food security for a vast section of the population, especially small and marginal farmers. Understanding the scale and significance of this sector is essential for anyone studying Indian agriculture.

Why livestock matters to India’s economy

The livestock sector is one of the fastest-growing segments within Indian agriculture. According to India’s Department of Animal Husbandry and Dairying, the sector grew at a compound annual growth rate (CAGR) of 12.99% from 2014-15 to 2022-23 at current prices. Its contribution to the total agriculture and allied sector Gross Value Added (GVA) has risen steadily – from 24.38% in 2014-15 to over 30% in recent years. In absolute terms, the livestock sector contributed about 5.50% of India’s total GVA in 2022-23.

These are not just abstract figures. They mean that nearly one-third of all value generated by Indian agriculture now comes from livestock activities. For a country where agriculture provides livelihoods to close to 46% of the population, this share is significant. The sector provides regular cash income to rural families – something that seasonal crop farming alone cannot guarantee.

A snapshot of India’s livestock population

The 20th Livestock Census, conducted in 2019 by the Ministry of Fisheries, Animal Husbandry and Dairying, provides the most comprehensive picture of India’s livestock wealth. It covered 16 species of domesticated animals and poultry birds across all states and union territories.

Key population figures from the 20th livestock census

The total livestock population in India stood at 536.76 million, an increase of 4.8% over the 2012 census. The total bovine population – including cattle, buffalo, mithun, and yak – was 303.76 million, up 1.3% from the previous census. India had 193.46 million cattle, with exotic and crossbred cattle numbers increasing by 29.3%, while indigenous cattle saw a 6% decline. The total buffalo count was 109.85 million, showing a 1.1% increase.

Among smaller ruminants, the sheep population reached 74.26 million (up 14.1%), and the goat population was 148.89 million (up 10.1%). India’s pig population stood at 9.06 million, though it declined by about 12%. On the poultry front, the total count was 851.81 million birds, a notable 16.8% increase, with backyard poultry alone growing by 45.8%.

These figures confirm India’s position as the country with the largest livestock population in the world. The 21st Livestock Census was launched in October 2024 and is currently under way across all states.

Major livestock products: milk, eggs, meat, and wool

The economic value of livestock comes from the wide range of products it generates. India’s output across all four major livestock products – milk, eggs, meat, and wool – has seen consistent growth over the past decade.

Milk production

India is the world’s largest milk producer, contributing about 25% of global output. As per Basic Animal Husbandry Statistics (BAHS) 2025, milk production reached 247.87 million tonnes in 2024-25, growing at a CAGR of 5.41% over the past 11 years. The per capita availability of milk stands at 485 grams per day – well above the world average of about 328 grams per day. Uttar Pradesh, Rajasthan, Madhya Pradesh, Gujarat, and Maharashtra are the top milk-producing states, together accounting for over half of the national output.

The dairy sector is the single most valuable component of Indian livestock. It employs over 8 crore (80 million) farmers directly, and programmes like the Revised National Programme for Dairy Development (NPDD) and the Rashtriya Gokul Mission continue to strengthen processing, procurement, and breed improvement infrastructure.

Egg production

India ranks second globally in egg production, after China. Total egg output in 2024-25 reached approximately 149.11 billion eggs, with a CAGR of 6.63% over the past decade. Per capita availability has improved from 62 eggs per year in 2014-15 to 106 eggs in 2024-25. Andhra Pradesh leads national egg production, followed by Tamil Nadu.

Meat production

India ranks fourth in the world for meat production. Output reached 10.50 million tonnes in 2024-25, growing at a CAGR of 4.61%. Buffalo meat (carabeef) is the primary red meat product – India accounts for about 43% of global buffalo meat production and is a major exporter. West Bengal and Uttar Pradesh are the leading meat-producing states.

Wool production

India produced 34.57 million kg of wool in 2024-25, with Rajasthan alone contributing nearly 48% of national output. While wool production volumes are modest compared to milk or meat, it remains an important livelihood source for pastoralist communities, particularly in arid and semi-arid regions.

Livestock and rural livelihoods

One of the most important functions of the livestock sector is its role in rural employment and poverty reduction. According to the Economic Survey of India, about 8.8% of the country’s workforce is employed in livestock-related activities. Around 80 million households depend on dairy farming alone for their livelihood. Livestock rearing provides a major source of supplementary income for small and marginal farmers, many of whom own less than 2 hectares of land.

Importantly, livestock distribution is more equitable than land distribution. While 85% of small and marginal farmers own only 45% of cultivable land, they hold about 75% of the country’s bovine population. This makes livestock a powerful tool for inclusive economic growth. Women play a particularly prominent role – around two-thirds of the workforce engaged in livestock rearing are rural women, making it a significant driver of women’s empowerment in villages.

Livestock also acts as a buffer against agricultural risk. Unlike crops, which are seasonal and highly weather-dependent, animals provide year-round income through milk, eggs, and other products. In drought-prone areas, owning goats or cattle can mean the difference between financial stability and distress.

Contribution to food and nutritional security

Beyond economics, livestock products are critical for nutritional security. Milk, eggs, and meat are rich in protein, essential vitamins, and minerals that are crucial for combating malnutrition – especially among children and women. India’s National Institute of Nutrition recommends a per capita daily milk consumption of 280 grams; the current availability of 485 grams per day exceeds this target at the aggregate level.

However, per capita egg and meat availability still falls short of recommendations. The ICMR recommends 182 eggs per person per year, while current availability is 106. Similarly, meat availability is about 7.50 kg per person per year against a recommendation of 11 kg. Bridging these gaps will require continued growth in poultry and small ruminant farming.

Other roles of livestock in agriculture

Livestock contributes to the farming system in ways that go beyond producing food. Draught animals – mainly bullocks and buffaloes – are still used for ploughing, transportation, and other farm operations in many parts of rural India. Though mechanisation is increasing, animal power remains relevant in hilly terrain, small holdings, and regions with poor infrastructure.

Organic manure from livestock is a valuable input for crop production. Farmyard manure and compost improve soil structure, enhance fertility, and reduce dependence on chemical fertilisers. This integration between crop and livestock farming supports more sustainable agricultural practices. Additionally, by-products like hides, skins, bones, and horns support leather, handicraft, and industrial sectors, generating further employment and income.

Government initiatives for the livestock sector

The Indian government has launched multiple schemes to strengthen livestock health, productivity, and market access. Some of the key initiatives include:

Rashtriya Gokul Mission (RGM) – focused on conservation and genetic improvement of indigenous cattle breeds through selective breeding and artificial insemination.

National Livestock Mission (NLM) – aimed at boosting entrepreneurship, increasing per-animal productivity, and generating employment in poultry, sheep, goat, and pig farming. Since 2024, it also covers camels, horses, donkeys, and mules.

Animal Husbandry Infrastructure Development Fund (AHIDF) – facilitates investment in dairy processing, meat processing, animal feed plants, and breed improvement technology. The government provides a 3% interest subvention to borrowers under this scheme. As of recent data, over โ‚น13,000 crore in investment has been leveraged through AHIDF-approved projects.

National Animal Disease Control Programme (NADCP) – the world’s largest animal vaccination programme, targeting the eradication of Foot and Mouth Disease (FMD) and Brucellosis by 2030. Over 99 crore FMD vaccinations have been administered so far.

Livestock Insurance – the government has streamlined premiums, reducing the beneficiary’s share to 15%, down from 20-50% earlier, to encourage wider coverage.

Challenges facing India’s livestock sector

Despite impressive numbers, the sector faces several hurdles that limit its full potential.

Low productivity remains a persistent problem. India’s average cattle milk yield is significantly lower than the global average – around 1,777 kg per animal per year compared to the world average of over 2,600 kg. This is largely due to poor breed quality, inadequate nutrition, and limited access to veterinary care.

Fodder shortage is a chronic issue. India faces a deficit of both green and dry fodder, which affects animal health and productivity. Expansion of fodder cultivation on common pasture lands and degraded forests is being encouraged, but progress has been slow.

Animal diseases cause heavy economic losses every year. Diseases like Foot and Mouth Disease, Haemorrhagic Septicaemia, Brucellosis, and emerging threats like Lumpy Skin Disease affect millions of animals. While vaccination drives have made progress, veterinary infrastructure – including the shortage of veterinary colleges and trained professionals – remains inadequate in many states.

Limited processing and value addition is another major gap. A large share of milk still moves through informal, unorganised channels where quality control is weak. Meat processing levels for poultry and buffalo are still in single digits and low double digits respectively. Expanding cold chain infrastructure and processing capacity is essential for improving farmer incomes and reducing wastage.

The way forward

India’s livestock sector is at a turning point. With the right investments in breed improvement, veterinary services, digital infrastructure, and market linkages, the sector can substantially raise farmer incomes and improve nutritional outcomes. Programmes like the Pashu Aadhaar system – which has already registered over 36 crore livestock on the Bharat Pashudhan Portal – show how technology can bring transparency and efficiency. Integrated livestock-crop farming systems, better insurance coverage, and region-specific policies will be key to building a more resilient and productive livestock economy.
