India’s livestock sector is one of the largest in the world, supporting the livelihoods of hundreds of millions of rural households. At the heart of this sector lies a sprawling network of livestock markets – physical trading spaces where animals change hands, prices are negotiated, and rural economies are shaped. Yet despite the scale of activity, these markets remain largely underdeveloped, operating much as they have for decades. Understanding the challenges they face – and the real opportunities available – is essential for anyone working in or studying animal agriculture in India today.

The scale of India’s livestock market network

India operates more than 2,000 established livestock markets spread across rural and semi-urban areas. These markets facilitate the trading of cattle, buffalo, goats, sheep, and poultry, ranging from small village haats (weekly gatherings) to large regional trading centres. According to the Department of Animal Husbandry and Dairying, the livestock sector grew at a CAGR of 12.99% from 2014-15 to 2022-23 and now contributes 30.23% to the total agriculture and allied sector GVA. With such rapid growth in production, the pressure on market infrastructure has never been higher.

Most livestock markets are situated near slaughterhouses, which reflects their primary purpose – connecting animal sellers with buyers in the meat supply chain. However, markets also serve as crucial hubs for breeding stock sales, draught animal trading, and the movement of live animals across regions. Their economic and social importance to rural communities far exceeds their modest physical appearance.

Infrastructure gaps holding markets back

The most visible problem with India’s livestock markets is poor physical infrastructure. Research on the structural profile of livestock markets in India confirms that these markets are largely unorganized, dominated by informal traders, and lacking in basic facilities. The issues are interconnected and compound one another.

No separation between species

One of the most fundamental problems is the absence of separate enclosures for different animal species. Cattle, buffalo, goats, sheep, and sometimes poultry are housed in the same general area without proper segregation. Each species has different space requirements, feeding needs, and behavioural patterns. Mixing them together increases disease transmission risk, causes stress and injuries, reduces animal welfare, and ultimately lowers the market value of the animals being traded.

Lack of basic amenities

Beyond species separation, most markets lack functional drainage systems, reliable water supply, covered shelter, veterinary facilities, and waste management. During monsoon seasons, poor drainage turns market grounds into unsanitary, waterlogged areas that harm animal health and deter traders. The absence of covered areas exposes both animals and people to extreme heat or heavy rains. Studies on Karnataka and Tamil Nadu markets have highlighted how high transportation costs and underfed animals – due to inadequate feed and fodder at market sites – directly reduce the pricing value and marketing efficiency of livestock.

No scientific management practices

Most markets continue to operate using traditional methods that have remained unchanged for generations. There is minimal adoption of systematic record-keeping, quality grading, animal health certification, or technology-assisted pricing. As documented in assessments of India’s livestock sector, markets for livestock and livestock products remain underdeveloped, irregular, uncertain, and lack transparency – except in relatively organised sectors like poultry and dairy. The absence of scientific management also means that disease outbreaks can spread rapidly through markets before they are detected and controlled.

The broker system and high marketing margins

Livestock trading in India is heavily dependent on intermediaries – locally known as dalals or brokers. These individuals connect buyers and sellers, facilitate price negotiation, and help farmers who may be unfamiliar with market conditions find appropriate buyers. Research shows that brokers professionally perform price negotiation and settle prices in cattle markets, and farmers depend on them due to a lack of marketing knowledge, unscientific price fixation, and the absence of regulated market alternatives.

However, this dependence comes at a cost. Marketing and transaction costs of livestock products in India are high, absorbing around 15-20% of the sale price. The major share of animal value is often captured by intermediaries rather than the primary producer. Research from wholesale markets in Uttarakhand found that regulations on broker margins are largely ineffective, with most brokers charging rates that significantly exceed regulated levels.

It is worth noting that brokers are not purely extractive actors. They provide real services – market intelligence, credit facilities, transportation arrangements, and buyer networks that individual small-scale farmers simply cannot access on their own. The problem is structural: when farmers have no access to price information, no alternative buyers, and an urgent need for cash (for medical expenses, school fees, or loan repayments), their bargaining power collapses and they become price takers rather than price setters.

Disease risk and animal welfare concerns

Livestock markets are not just economic spaces – they are also significant points of disease transmission. When animals from diverse farms and regions converge in crowded, poorly ventilated, and unsanitary conditions, the risk of spreading infections rises sharply. A review of challenges in the Indian livestock sector identified disease outbreaks – including foot-and-mouth disease, haemorrhagic septicaemia, and brucellosis – as among the most serious threats to productivity and farmer income.

The lack of quarantine areas, veterinary inspection stations, and health certification protocols at most markets means that sick animals can be sold and transported across long distances before any illness is identified. This not only harms individual farmers and buyers but poses risks to entire regional livestock populations. The government’s National Animal Disease Control Programme (NADCP), launched in 2019 and described as the largest of its kind globally, has administered over 99.71 crore FMD vaccinations – but controlling disease at source in unregulated markets remains a persistent gap.

Opportunities for improvement

Despite these challenges, India’s livestock markets hold genuine potential for transformation. The sector’s economic momentum, combined with rising domestic demand for meat and animal products, creates strong incentives for investment and reform.

Upgrading physical infrastructure

The most immediate opportunity lies in improving market facilities. Constructing species-specific enclosures, installing drainage and water systems, building covered areas for weather protection, and adding parking infrastructure for livestock transport vehicles would directly address the most damaging physical constraints. Markets can also be equipped with quarantine zones for newly arrived animals and on-site veterinary examination stations. Strengthening farmer producer organisations (FPOs) for better market access and fair pricing is another avenue recommended by agricultural economists and international bodies alike.

Reducing dependence on intermediaries through information access

A large part of broker dominance is sustained by information asymmetry – farmers simply don’t know what their animals are worth in other markets. Digital platforms that provide real-time price data and connect farmers directly to buyers are already transforming crop markets and can be extended to livestock. When farmers have access to current market prices, their negotiating position improves substantially, even within the existing broker system. Government portals like Agmarknet and platforms like the e-Gopala app – which covers animal health, nutrition, and breeding services – are early steps in this direction.

Digital tools and traceability

In October 2024, the government launched a Traceability Platform for Livestock Products from Gujarat, enabling digital tracking of animal records across the supply chain. The Bharat Pashudhan Data Stack, launched in March 2024, has enabled real-time tracking of over 15.5 crore animal records – a development with major implications for market transparency, disease surveillance, and quality assurance. Digital weighing systems, transparent auction platforms, and blockchain-based transaction records are all tools that can reduce the scope for price manipulation and bring accountability to livestock trading.

Policy reform and regulated markets

The Agricultural Produce and Livestock Marketing (Promotion and Facilitation) Act, 2017 represents a legislative effort to reform trading systems by providing farmers with more marketing options and encouraging private investment in market infrastructure. State governments, which hold jurisdiction over most livestock markets, have a direct role to play in regulating broker commissions, enforcing basic infrastructure standards, and licensing market operators. Where the dairy sector has successfully used cooperative models to give farmers bargaining power and market access, similar structures could be applied in live animal markets – particularly for sheep and goat farmers who remain among the most underserved.

Why market reform matters beyond the farm gate

Improving livestock markets is not just about making trading easier – it has wide-ranging consequences for food safety, rural incomes, and public health. The International Livestock Research Institute (ILRI) has highlighted that nearly 75% of animals in India originate from marginal and unorganised sectors, making smallholders particularly vulnerable. When markets are inefficient and opaque, these farmers bear the greatest cost.

Better markets mean more predictable income for livestock keepers, higher quality and safer animals entering the meat supply chain, and reduced disease risk for the broader sector. India’s livestock exports reached USD 3.64 billion during April-December 2024 – a figure that reflects both the sector’s commercial potential and how much more it could achieve with stronger market infrastructure supporting it from the ground up.
