Every piece of meat that reaches a consumer’s plate starts its safety journey long before the slaughterhouse floor. The ante-mortem examination – conducted on live animals before slaughter – is the first and one of the most critical checkpoints in the entire meat safety chain. It determines which animals are fit for human consumption and which must be removed from the process entirely. Understanding exactly how this examination is carried out helps explain why regulated meat is as safe as it is, and what happens when an animal falls short of the required health standards.

What is ante-mortem examination?

Ante-mortem inspection is defined as the examination of livestock prior to slaughter to ensure public health safety, prevent disease spread, assess animal welfare, and ensure meat quality by identifying issues that may affect inspection outcomes. The term “ante-mortem” simply means “before death.” Every animal destined for slaughter must pass through this process – no animal may enter any slaughter area, carcass dressing zone, or edible product handling space until it has been inspected and cleared.

Crucially, this examination captures clinical signs that can disappear entirely after slaughter. Conditions like neurological symptoms, labored breathing, lameness, and fever are only visible in a living animal. According to the MSD Veterinary Manual, inspectors conduct ante-mortem procedures specifically to identify and condemn animals unfit for slaughter, and to note signs of disease that may not be apparent after slaughter – making this step irreplaceable.

The two-phase inspection timeline

Ante-mortem examination does not happen at a single point in time. It follows a deliberate two-phase approach designed to catch health problems that stress and transit conditions might initially mask.

Phase 1: Examination on arrival

The first examination takes place immediately when animals arrive at the abattoir. Inspectors assess the general condition of the animals as they are unloaded, looking for obvious signs of injury, distress, or serious illness. Animals that are visibly unfit – dead on arrival, severely injured, or plainly diseased – are immediately identified and segregated.

Phase 2: Examination 12 to 24 hours before slaughter

The second and more thorough examination is conducted 12 to 24 hours before scheduled slaughter. This interval is not arbitrary. Transport stress can temporarily suppress the immune system and mask symptoms of illness. Allowing animals to rest in lairage gives underlying conditions time to surface and allows inspectors to observe eating, drinking, and resting behaviors – all reliable indicators of health status.

The FAO’s Manual on Meat Inspection for Developing Countries specifies that ante-mortem examination should be done within 24 hours of slaughter, and must be repeated if slaughter has been delayed by more than a day. This repeat requirement ensures that no animal passes through on an inspection that no longer reflects its current condition.

Observation at rest and in motion

A fundamental requirement of ante-mortem inspection is that both sides of every animal must be examined at rest and in motion. Observing an animal only while it stands still can miss critical signs that only appear during movement.

Observation at rest

When animals are resting, inspectors assess general appearance and alertness. Eyes should be clear and bright – not sunken, cloudy, or discharging. The nose and mouth are checked for abnormal secretions, sores, or unusual odors. The body surface is examined for swellings, wounds, skin abnormalities, or unusual coloration. Posture is noted: an arched back, extended head, or tucked-up abdomen can all point to pain or internal disease.

Behavioral cues at rest are equally telling. According to FAO meat inspection guidelines, abnormal behavior at rest can include an animal pushing its head against a wall, showing aggression toward objects, displaying a dull and anxious expression in the eyes, or lying with its head turned along its flank and unable to rise – a “downer” situation that requires immediate attention.

Observation in motion

Inspectors observe animals from both sides while moving. This reveals abnormalities in gait – an uneven, limping, or stumbling walk that may indicate pain in the legs, chest, or abdomen, or point to a nervous system disorder. The MSD Veterinary Manual notes that inspectors observe animals both at rest and in motion specifically because some disease signs, such as lameness and neurological signs, are only detectable when the animal moves.

Key checks during physical examination

Once general observation is complete, inspectors move to a more detailed physical examination. This covers several specific parameters that together give a complete clinical picture of the animal’s health.

Signs of disease, injury, and abnormal discharges

Inspectors look systematically for visible physical abnormalities – swellings, abscesses (particularly common in swine), enlarged joints, umbilical hernias, bloated abdomen, and enlarged jaw (“lumpy jaw” in cattle). The FAO inspection manual lists a detailed set of abnormalities that must be checked, including abnormal discharges or protrusions from body openings: nasal discharge, excessive salivation, bloody diarrhea, prolapsed rectum or uterus, and growths on the eye.

Abnormal color and odor are also part of this check. Dark blue areas on skin or udder may indicate gangrene. Red areas on light-colored skin suggest inflammation. An acetone odor may point to ketosis, while a medicinal smell can signal recent antibiotic treatment – an important consideration for residue safety.

Vital signs: temperature, respiration, and pulse

Measuring vital signs is a key diagnostic step, particularly for animals flagged as suspects during visual observation. Body temperature is one of the most reliable fever indicators. Animals with a body temperature of 41ยฐC (106ยฐF) or higher in swine, or 40.5ยฐC (105ยฐF) or higher in cattle, sheep, and goats, are automatically condemned under USDA FSIS regulations.

Respiration is assessed for rate and pattern. Labored or rapid breathing, coughing, and sneezing are signs commonly associated with lung disorders such as pneumonia. Pulse rate, while more challenging to measure in large animals, provides information about cardiovascular health. Abnormally fast or slow heart rates can indicate various underlying conditions. These three vital parameters – temperature, respiration, and pulse – are collectively evaluated to assess whether the animal’s physiology is within normal range.

Lymph node palpation

Lymph node palpation is a critical and revealing part of the physical exam. Lymph nodes are part of the immune system and respond to infection by enlarging, hardening, or becoming painful. Inspectors systematically palpate accessible lymph nodes, particularly in the head, neck, and shoulder regions. Research published in PMC confirms that lymph node assessment during ante-mortem inspection is strongly correlated with post-mortem findings, making it a valuable early indicator of systemic disease. Enlarged or hardened nodes can signal local infection, or if widespread, a generalized disease condition that may disqualify the entire carcass.

Documentation of inspection findings

Every ante-mortem examination must be formally documented. FAO guidelines specify that inspection records must include the owner’s name, number of animals and arrival time, species and sex, time and date of inspection, clinical signs and body temperature where relevant, reason any animal was held, and the signature of the inspector. These records travel with the animal through the slaughter process, ensuring that post-mortem inspectors have full context when examining the carcass.

Classification outcomes: fit, unfit, or suspect

Based on all findings, every animal is assigned one of three outcomes. This classification is the final decision that determines what happens next.

Passed for normal slaughter (fit)

Animals showing no signs of disease, injury, or abnormal behavior are cleared to proceed to slaughter without restriction. They are considered fit for human consumption at this stage, pending post-mortem examination of the carcass.

Condemned (unfit)

Animals that clearly exhibit signs of serious disease or conditions that would make their meat unsafe or unwholesome are condemned. This includes animals that are dead, moribund, or displaying overt signs of CNS disease, severe fever, or any condition listed in the applicable regulations. In the United States, all non-ambulatory cattle are automatically eliminated from consideration for slaughter for human food, due to concerns about bovine spongiform encephalopathy (BSE). Condemned animals must be properly disposed of and cannot enter the food chain.

Suspect (special handling or further observation)

The third category covers animals with clinical signs or lesions that do not warrant immediate condemnation but require further evaluation. These are tagged as “suspects” and slaughtered separately, with their carcasses and viscera inspected individually. The MSD Veterinary Manual notes that animals that have reacted to tests for anaplasmosis, leptospirosis, or tuberculosis but show no clinical signs can also be tagged as suspects. In some cases, animals may be held for a period to allow recovery from minor conditions or to permit depletion of drug or chemical residues before any slaughter decision is made.

Animals suspected of carrying a foreign animal disease or exotic parasite must be immediately held and reported to the nearest federal or state animal health official – not processed until the condition is assessed at a regulatory level.

Facility requirements for effective examination

The physical environment where ante-mortem examination takes place directly affects its accuracy. Inspection facilities must have adequate lighting so that abnormalities in skin color, discharge, and conformation are visible. Gates, chutes, and handling equipment must be present to move animals safely and to segregate suspects from healthy animals for closer examination. FAO guidelines emphasize that animals must be observable both collectively and individually, and from both sides, which requires appropriate pen design and space. Without these infrastructure elements, even an experienced inspector cannot carry out an effective examination.
