India holds one of the world’s largest livestock populations, yet its meat production tells a story of untapped potential. The country ranks fifth globally in meat production, even as it leads in milk output and holds the second position in egg production. This contrast – enormous animal wealth on one hand and a production system that has historically lagged behind demand on the other – defines the current status and future potential of India’s meat sector.

Meat production as a byproduct of dairying
One of the most distinctive features of India’s meat production system is that it is largely a byproduct of the dairy and draught animal economy. Most large animals that enter the slaughter chain are not raised specifically for meat. As the ICAR National Research Centre on Meat documents, the majority of buffaloes and cattle utilized for meat are aged or spent animals that have completed their productive and reproductive life. Only small ruminants – goat, sheep, and pig – along with broiler poultry are reared primarily for meat purposes.
This byproduct model has significant implications. It means that slaughter numbers are tied directly to the productivity cycle of the dairy sector rather than to dedicated meat-breeding programs. When a buffalo stops producing milk economically, or when a bullock is no longer fit for draught work, it moves toward the slaughter chain. This is economically rational for small farmers – they extract multiple uses from a single animal – but it places a ceiling on both the volume and consistency of meat supply.
How far has production grown?
The growth trajectory of India’s meat output has been substantial over the past two decades. According to data from India’s Ministry of Fisheries, Animal Husbandry and Dairying, meat production rose from approximately 2.3 million metric tonnes in FY 2006 to around 9.77 million metric tonnes by FY 2023 – a more than four-fold increase in roughly seventeen years. The most recent official figures, published in the Basic Animal Husbandry Statistics 2024, put total meat production at 10.25 million tonnes for 2023-24, reflecting a 4.95% growth over the previous year.
Back in 2004, India’s meat production stood at around 6.03 million tonnes, against an estimated domestic demand of 8.68 million tonnes – a gap that underscored the structural shortfall between supply and consumption. That gap has narrowed considerably, but the sector’s potential remains far from fully realized given the scale of India’s livestock base.
The buffalo’s central role
Among all livestock species, the water buffalo is India’s most significant meat animal – not because it is raised for slaughter from birth, but precisely because of its triple-purpose utility for milk, meat, and draught power. India accounts for approximately 43% of the world’s buffalo meat production, making it the largest producer globally in this category.
The meat derived from water buffalo – internationally called carabeef – is overwhelmingly sourced from spent dairy buffaloes. According to the USDA Foreign Agricultural Service, India’s carabeef production was estimated at 4.61 million metric tonnes (on a carcass-weight-equivalent basis) in 2024, up about 3% from 2023. Domestic consumption alone accounts for nearly 2.97 MMT, with the remainder exported to markets like Vietnam, Malaysia, Egypt, Iraq, and the UAE.
Buffalo meat has notable nutritional advantages over other red meats – it is lean, lower in calories and cholesterol, and offers a cost advantage of nearly two to three times compared to mutton and goat meat. Despite this, India has not yet moved aggressively into rearing male buffalo calves for dedicated meat production. A central government program called Salvaging and Rearing of Male Buffalo Calves (SRMBC), launched in 2010 to subsidize male calf rearing for slaughter, never gained momentum. This represents one of the sector’s most visible missed opportunities.
Sheep, goat, and pig meat: domestic consumption drives the market
Unlike buffalo meat, which has a strong export orientation, sheep, goat, and pig meat are produced almost entirely for domestic consumption. Goat and mutton are high-value proteins deeply embedded in India’s food culture, consumed across virtually all regions and religious communities that include non-vegetarian food in their diet. India is, in fact, the world’s largest exporter of sheep and goat meat, with the UAE, Qatar, Kuwait, Maldives, and Bahrain as the leading destinations in 2023-24 – though volumes here are smaller than buffalo meat exports.
Pig rearing in India is concentrated primarily among weaker socioeconomic sections, tribal communities, and specific regions of the northeast. Pig is considered a purely meat animal in the Indian livestock system, without the dual-purpose function that characterizes cattle and buffalo. The sector is organized at a smaller scale compared to buffalo or poultry, and its growth potential is constrained by religious dietary restrictions that limit its consumer base to a subset of the non-vegetarian population.
Poultry meat: the organized sector’s success story
If buffalo meat dominates India’s export earnings from animal products, poultry has become the backbone of domestic meat consumption. Poultry contributes approximately 51% of India’s total meat production – the single largest share of any species. As of 2024, India produces approximately 4.5 million tonnes of broiler meat per year and ranks among the top five global producers.
Poultry’s rise has been driven by the organized commercial sector, which transformed from traditional backyard farming into an integrated industry with large-scale farms, hatcheries, feed mills, and processing units. Since the 1990s, economic liberalization and rapid urbanization shifted dietary patterns, and chicken became the most accessible and affordable source of animal protein for urban consumers. Between 2017 and 2022, poultry meat production grew by over 30%, though the pace moderated to around 12.48% in 2023 due to rising feed costs and disease pressures like avian influenza.
The processing gap in poultry
Despite its scale, the poultry sector has a significant structural weakness: it remains largely unprocessed. Only 6% of poultry production is currently processed in India (compared to 21% for meat overall). Around 91% of poultry meat is still sold through open, traditional wet markets, where hygiene and cold-chain management are often inadequate. This stands in sharp contrast to the sector’s ambitions and consumer expectations in urban India, where demand for chilled, packaged, and ready-to-cook formats is rising steadily.
The transition is underway, but slowly. Investment in cold storage, automated processing lines, and modern packaging is gradually shifting the poultry retail landscape, particularly in metro cities and tier-2 towns. The Ministry of Food Processing Industries is actively incentivizing cold chain development through schemes like the Pradhan Mantri Kisan Sampada Yojana (PMKSY) and the Animal Husbandry Infrastructure Development Fund (AHIDF).
Infrastructure, slaughterhouses, and the modernization challenge
The wider meat processing sector faces the same infrastructure deficit. According to APEDA, approximately 4,000 slaughterhouses are registered with local bodies in India, while more than 25,000 unregistered premises continue to operate. Most registered slaughter facilities in the domestic market handle animals on the day of slaughter, and the meat is sold as fresh or “hot meat” without any chilling, which limits shelf life and raises food safety concerns.
On the export side, the picture is more modern. As of 2023-24, APEDA has 73 registered integrated abattoirs-cum-meat-processing plants and 11 standalone meat processing plants. These export-oriented facilities are equipped with HACCP and ISO 22000 certifications, blast freezing, deboning lines, and effluent treatment systems. Uttar Pradesh, which holds the largest share of the buffalo herd, accounts for the bulk of this export-oriented capacity. However, the potential for value-added processed meat products – for both export and domestic markets – remains significantly underexploited.
For domestic consumption, the Food Safety and Standards Act 2006 (FSSAI) mandates hygienic production standards, but implementation across thousands of small and municipal slaughterhouses is uneven. Modernizing these facilities is considered a priority for improving food safety, reducing post-slaughter losses, and meeting rising consumer expectations.
The demand-supply equation and the path forward
India’s non-vegetarian population is large and growing. According to the National Family Health Survey (NFHS-5), 84% of men and 70.6% of women consume non-vegetarian food. Rising incomes, urbanization, and a growing middle class are all pushing per capita meat demand upward. The Indian meat market was valued at USD 55.3 billion in 2024 and is projected to more than double by 2033.
The livestock sector’s compound annual growth rate of 7.38% between 2014-15 and 2022-23 is encouraging. But to convert this growth into a modern, efficient, and food-safe meat supply chain, India needs to move beyond its dependence on spent animals for large-animal slaughter, invest in dedicated meat-breed development programs, scale up cold chain and processing infrastructure across all species, and bring the vast unorganized slaughter capacity into a regulated framework.
The foundational resource is already in place – India houses some of the world’s largest populations of buffalo, cattle, goat, and poultry. The challenge is not availability of animals but the efficiency and organization with which their productive potential is converted into safe, quality meat for a population that clearly wants more of it.
