India is fundamentally an agrarian nation. Despite decades of industrialization and a booming services sector, agriculture remains the primary source of livelihood for a vast majority of its people. Agriculture provides livelihoods for approximately 58% of India’s population and continues to be the bedrock of the rural economy. Understanding the current status of Indian agriculture – its economic contribution, structural challenges, and the urgent need for reform – is essential for anyone seeking to grasp India’s development story.

Agriculture’s role in India’s economy
Agriculture is far more than a sector in India’s GDP calculation. Nearly three-quarters of India’s families depend on rural incomes, and the majority of India’s poor are concentrated in rural areas. This makes agriculture a direct lever for poverty reduction, food security, and rural development – not merely an economic category.
India is also a formidable force in global agricultural production. It is the world’s largest producer of milk, pulses, and spices, and the second largest producer of rice, wheat, cotton, sugarcane, farmed fish, and tea. With approximately 195 million hectares under cultivation, India commands one of the largest agricultural footprints in the world.
Gross Value Added (GVA) by agriculture and allied sectors
The Gross Value Added (GVA) is the standard measure used to assess agriculture’s economic contribution. It captures the value generated by farming, forestry, and fisheries after deducting input costs – and it paints a nuanced picture of the sector’s performance.
According to the Economic Survey 2024-25, the GVA of agriculture and related sectors improved from 24.38% in FY15 to 30.23% by FY23. In absolute terms, nominal GVA from agriculture, forestry, and fishing reached โน53.85 lakh crore in FY 2024-25, growing 10.4% over the previous year. For FY 2024-25, real GVA from the sector was recorded at โน24.77 lakh crore, reflecting a steady 4.6% growth.
Contribution of crops, livestock, and fisheries
The agriculture sector is not just about food crops. Allied sectors – livestock and fisheries – have become increasingly important drivers of growth. The share of livestock in agriculture GVA rose from 24.38% in 2014-15, while the crops sector’s share fell to 55.28% at current prices in 2022-23, down from 61.75% in 2014-15.
The livestock sector alone represented 5.5% of total GVA, reflecting a robust compound annual growth rate (CAGR) of 12.99%. Fisheries and aquaculture have similarly expanded. This diversification within the agricultural sector is a positive structural shift, reducing dependence on the traditional crop economy and offering farmers broader income opportunities.
Decline in agriculture’s share of GDP
One of the defining features of India’s economic transformation is the steady decline in agriculture’s share of total GDP – even as its absolute output has grown. The agriculture sector’s contribution to GDP decreased from 54% in 1950-51 to 15.4% by 2015-16, as the manufacturing and services sectors expanded rapidly.
Today, agriculture and allied sectors account for approximately 17.94% of India’s total GVA at current prices in 2024-25. Agriculture’s share of GDP averaged around 26.9% from 1961 to 2025, hitting a high of 42.75% in 1968 and a record low of 16.03% in 2019. This structural shift is typical of developing economies – but the critical problem in India’s case is that while agriculture’s share in GDP has shrunk, its share in employment has not declined at the same pace.
Agriculture employs about 42% of India’s workforce, a figure that has declined from 81% in 1983 but remains strikingly high relative to the sector’s economic output. This gap – large workforce, small GDP share – points to persistently low agricultural productivity and incomes per farmer.
Socio-economic significance of agriculture
Beyond GDP numbers, agriculture in India carries deep socio-economic weight. It is the foundation of food security for a population exceeding 1.4 billion people. With over 60% of India’s population depending on agriculture for their livelihoods, the sector is critical for both the economy and food security.
Agriculture also acts as a supplier of raw materials to industry – cotton for textiles, sugarcane for sugar mills, oilseeds for refineries – and is a significant contributor to export earnings. In FY24, agri-food exports reached USD 46.44 billion, constituting roughly 11.7% of India’s total exports. Rural consumption, driven by farm incomes, also sustains demand for manufactured goods, making agriculture a key driver of the broader economy.
Key challenges facing Indian agriculture
Despite its importance, the sector is weighed down by a cluster of persistent structural and environmental challenges.
Low productivity and fragmented landholdings
Low productivity is one of the primary issues, further worsened by fragmented land holdings and inadequate marketing infrastructure. India’s rice yields are far lower compared to China’s, and similarly trail other major producers across most crops. The traditional practice of dividing farmland among heirs has resulted in plots too small for efficient mechanized farming or bulk market access.
Rainfall dependence and climate vulnerability
About 63% of India’s cultivated land is rainfed, making farming highly vulnerable to monsoon variability. Agricultural growth fell sharply to 1.4% in 2023-24 from 4.7% in 2022-23, primarily due to a drop in foodgrain production caused by delayed monsoons from the El Niรฑo effect. Climate projections indicate a potential reduction in rainfed rice yields by 20% by 2050 and 47% by 2080, underscoring the urgency of climate adaptation measures.
Soil degradation and overuse of inputs
Extensive use of chemical fertilizers and pesticides has significantly reduced soil fertility over time. Continuous monoculture – growing the same crop year after year – depletes nutrients and increases pest resistance. The resulting land degradation is a serious long-term threat to the sector’s productivity base.
Market access and price realization
Farmers typically receive only 15-20% of the retail price of their produce due to long intermediary chains. The average area served by each agricultural market (mandi) is 434.48 sq. km – far exceeding the recommended market within a 5 km radius, leaving millions of farmers without convenient market access.
Credit access for small and marginal farmers
Small landholders constitute about 89.4% of farm households and still face difficulties in accessing affordable and timely credit. Without adequate institutional finance, farmers often rely on informal moneylenders at high interest rates, pushing many into cycles of debt.
Agricultural productivity, competitiveness, and sustainability
Three priorities define the path forward for Indian agriculture: raising productivity, building competitiveness, and ensuring sustainability.
On productivity, the focus must shift toward high-yielding varieties, precision farming, and better irrigation management. Government initiatives like the Per Drop More Crop (PDMC) scheme under Pradhan Mantri Krishi Sinchayee Yojana have covered 95.58 lakh hectares with micro-irrigation support from FY16 to December 2024.
On competitiveness, digital tools and market reforms are key. The Digital Agriculture Mission and the e-National Agriculture Market (e-NAM) have been launched to improve price discovery mechanisms and encourage adoption of agricultural technologies. Reducing dependence on intermediaries and connecting farmers directly to buyers can significantly improve income realization.
On sustainability, the shift toward organic farming, reduced chemical inputs, and crop diversification is critical. Overexploitation of natural resources, soil degradation, and adverse climate impacts threaten the long-term productivity of agricultural lands – and addressing these issues cannot be deferred. Allied sectors like livestock and fisheries also offer significant scope for diversification, income growth, and resilience.
India’s agricultural output has grown steadily – the sector averaged 5% annual growth from FY17 to FY23 and agricultural income has increased at 5.23% annually over the past decade – but unlocking the full potential of Indian agriculture requires closing the wide gap between production growth and farmer welfare. The sector’s transformation from a subsistence base into a productive, market-linked, and sustainable enterprise is not optional; it is central to India’s development ambitions.
