Imagine a farmer in Bihar watching his crops wither during unpredictable droughts, while another farmer in Punjab struggles with depleted groundwater and contaminated soil despite abundant harvests. Both farmers face very different challenges, yet they share a common problem-India’s agricultural landscape is increasingly vulnerable to environmental and socio-economic stresses. This is precisely why agricultural-based schemes have become not just beneficial, but absolutely essential for India’s rural communities and food security.

Agriculture remains the backbone of India’s economy, supporting more than 50 percent of the population as their primary source of livelihood. But this vital sector faces mounting pressures from multiple directions-climate change is altering rainfall patterns and temperatures, decades of intensive farming have degraded soil health, and the uneven benefits of past agricultural revolutions have left many regions struggling to keep pace. Without comprehensive support programs, these challenges threaten not just farmers’ incomes, but the nation’s food security and rural stability.

Climate change is reshaping Indian agriculture in alarming ways

Walk through any farming village today, and you’ll hear stories that would have seemed unbelievable just twenty years ago. Unseasonal rains destroying standing crops. Heatwaves scorching wheat fields at critical flowering stages. Floods sweeping away months of hard work. These aren’t isolated incidents-they’re becoming the new normal as climate patterns shift dramatically across the country.

The numbers tell a sobering story. Government research projects that without adaptation measures, rainfed rice yields could decline by 20 percent by 2050 and a staggering 47 percent by 2080. Wheat yields face similar threats, with projected reductions of nearly 20 percent by mid-century. These aren’t just statistics-they represent millions of farmers watching their traditional farming methods become less viable with each passing season.

Consider what happens during a single crop cycle. Rising temperatures stress plants during critical growth stages, disrupting flowering and pollination. Erratic monsoons mean farmers can’t predict when to plant, risking either waterlogged fields or parched soil. Extended dry spells force crops to mature poorly, while unseasonal rains damage grains just before harvest. Temperature increases could slash wheat yields by 41 to 52 percent and rice yields by 32 to 40 percent if these trends continue unchecked.

The ripple effects extend far beyond the farm gate. When crop yields fall, food prices spike, pushing more families toward hunger and malnutrition. The changing climate also affects nutritional quality-increased carbon dioxide levels are actually reducing protein, iron, and zinc content in staple crops like rice and wheat. For a country where malnutrition remains a persistent challenge, this hidden impact of climate change poses an additional threat to public health.

The unfinished business of the Green Revolution

To understand why India needs targeted agricultural schemes today, we must look back at the Green Revolution of the 1960s and 70s. This transformative period introduced high-yielding varieties of wheat and rice, chemical fertilizers, improved irrigation, and mechanization. The results were dramatic-India went from a food-deficit nation dependent on imports to achieving self-sufficiency in food grains. States like Punjab and Haryana became agricultural powerhouses, their golden wheat fields symbolizing prosperity and progress.

But this success story had an uneven distribution and came with hidden costs that are now demanding attention. The Green Revolution primarily benefited regions with existing irrigation infrastructure and favorable conditions. Punjab, Haryana, and western Uttar Pradesh saw tremendous gains, while eastern states like Bihar, Odisha, and Assam were largely left behind. This created stark regional disparities that persist today.

Think of it like this: by 1960, Punjab and Bihar had similar agricultural output. Three decades later, Punjab had surged far ahead with early access to high-yielding seeds, irrigation, and capital. Meanwhile, Bihar and similar regions remained trapped in traditional, low-productivity farming. This widening gap meant that prosperity concentrated in certain pockets while vast swathes of rural India struggled to benefit from agricultural modernization.

Environmental costs that are now coming due

The intensive farming practices introduced during the Green Revolution solved immediate food security problems but created long-term environmental challenges. The heavy use of chemical fertilizers and pesticides seemed like a miracle solution initially-crops grew faster and yields multiplied. However, decades of continuous chemical application have taken a toll on soil health, depleting essential micronutrients and organic matter that crops need for sustainable growth.

Waterlogging and soil salinization emerged as serious problems in irrigated areas. When fields are continuously flooded for rice cultivation without proper drainage, excess water raises the groundwater table. If this groundwater contains salts, it brings those salts closer to the surface, eventually making land infertile. Parts of Punjab and Haryana, once the crown jewels of the Green Revolution, now struggle with groundwater depletion-the water table has dropped alarmingly as tube wells extract water faster than monsoons can replenish it.

The health consequences have been particularly disturbing. Punjab’s Malwa region has earned the tragic nickname “Cancer Belt” due to high cancer rates linked to pesticide contamination. These are the hidden costs of intensive agriculture that went unaddressed for too long-costs now being paid by farming communities in the form of degraded land, depleted water resources, and health problems.

Why comprehensive agricultural schemes matter now more than ever

Given these layered challenges-climate change impacts, regional disparities, environmental degradation, and socio-economic vulnerabilities-agricultural schemes serve as essential support systems. They’re not simply about providing subsidies or distributing seeds. Well-designed schemes address systemic problems that individual farmers cannot solve alone.

Take the reality faced by smallholder farmers, who form more than 85 percent of India’s farming population. Most depend on rainfed agriculture, have poor access to irrigation, lack adequate credit or insurance, and are excluded from formal market systems. When drought strikes or pests attack, these farmers have little cushion to fall back on. Agricultural schemes provide the safety nets and support infrastructure that help farmers weather these shocks.

Consider water management as an example. Individual farmers cannot build canal systems or implement watershed management projects. But government schemes can coordinate such efforts, upgrading irrigation infrastructure in drought-prone regions and promoting water-efficient technologies like drip irrigation. Parliamentary committees have emphasized the need for upgraded irrigation infrastructure, especially in northwestern India, recognizing that water conservation requires coordinated policy action.

Building climate resilience through institutional support

Climate resilience doesn’t happen automatically-it requires deliberate investment in research, technology development, and farmer support systems. The government’s National Innovations in Climate Resilient Agriculture program, launched in 2011, represents exactly this kind of systematic approach. Since 2014, this initiative has developed 1,888 climate-resilient crop varieties and 68 location-specific technologies to help farmers cope with extreme weather conditions like droughts, floods, and heat waves.

These aren’t generic solutions imposed top-down. Researchers work to understand the specific vulnerabilities of different districts-whether they face recurrent droughts, unexpected floods, or temperature extremes-and develop appropriate responses. For instance, farmers in flood-prone areas receive guidance on submergence-tolerant rice varieties, while those in drought-affected regions learn about crops that require less water.

Crop diversification offers another path toward resilience. The Green Revolution’s focus on wheat and rice meant traditional crops like millets, pulses, and oilseeds were neglected. Yet these forgotten crops often handle climate stress better than rice or wheat. Millets, for example, grow well in dry conditions, require less water, and provide superior nutrition. Agricultural committees have called for greater policy support to help farmers diversify their crops, recognizing that monoculture increases vulnerability to climate shocks.

Addressing regional disparities requires targeted interventions

Not all regions face the same challenges, so one-size-fits-all programs rarely work effectively. Eastern India needs different support than northwestern states. Rainfed areas require different interventions than irrigated zones. This is where thoughtfully designed agricultural schemes become crucial-they can target resources where they’re needed most.

States left behind during the Green Revolution need catch-up support. This means building basic irrigation infrastructure, improving soil health through organic matter addition, providing access to quality seeds and credit, and creating market linkages so farmers can sell their produce fairly. Without such targeted programs, regional disparities will continue widening, creating economically stagnant pockets that miss out on overall development.

Mountain states present unique challenges. In places like Uttarakhand, farmers often work marginal plots with poor irrigation and limited market access. Government schemes promoting high-value crops like kiwi sometimes fail because the infrastructure costs-around 40,000 rupees just for basic setup-exceed what small farmers can afford. Understanding these ground realities helps design more practical support programs that match farmers’ actual capabilities and constraints.

Sustainable agriculture needs long-term institutional backing

Shifting toward sustainable farming practices requires more than individual farmer initiative-it demands institutional support and policy coordination. Organic farming reduces chemical inputs and improves soil health, but transitioning from chemical-intensive methods to organic practices involves risk and learning. Farmers need technical guidance, market connections for organic produce, and sometimes financial support during the transition period when yields might temporarily dip.

Knowledge centers like Krishi Vigyan Kendras play vital roles in spreading agricultural innovations. These local institutions serve as bridges between research institutions and farming communities, offering practical training and demonstrations. Strengthening such knowledge networks ensures that new technologies and practices actually reach farmers who can benefit from them.

Agricultural schemes also address market failures and coordination problems. Insurance programs protect farmers against crop losses from weather extremes. Minimum support prices provide income stability. Credit schemes ensure farmers aren’t forced to borrow from informal lenders at crushing interest rates. Storage infrastructure prevents harvested grain from rotting due to inadequate facilities. Each element addresses a specific bottleneck that markets alone don’t solve efficiently.

Looking ahead with institutional support

The need for agricultural schemes in India ultimately stems from the complexity and scale of challenges facing the sector. Climate change requires coordinated research and technology development. Environmental damage from past practices needs systematic remediation. Regional disparities demand targeted interventions. Small farmers need support systems that help them manage risks and access opportunities.

No individual farmer can breed drought-resistant crops, build irrigation canals, establish market linkages, or negotiate fair prices alone. But comprehensive agricultural schemes can enable all these things by providing the institutional framework, technical knowledge, financial support, and policy coordination that sustainable, resilient agriculture requires. As climate patterns continue shifting and environmental pressures mount, such institutional support becomes not optional but essential for ensuring both food security and rural prosperity.
