India is one of the world’s largest producers of coconut, with the crop supporting the livelihoods of millions of smallholder farmers across its coastal and tropical regions. Yet for decades, a significant portion of this potential went untapped – yields were low, post-harvest losses were high, and product diversity was limited. To address this, the Government of India created a dedicated institution to steer the coconut sector toward structured, science-backed growth. The Coconut Development Board (CDB) is that institution, and its work spans everything from helping a farmer plant a better seedling to facilitating exports of coconut-based products to global markets.

What is the Coconut Development Board?

The Coconut Development Board is a statutory body established by the Government of India under the Coconut Development Board Act, 1979, and came into existence on 12 January 1981. It functions under the administrative control of the Ministry of Agriculture and Farmers Welfare, with its headquarters in Kochi, Kerala – strategically located in India’s foremost coconut-producing state. Regional offices operate in Bengaluru, Chennai, Guwahati, and Patna, while six state centres extend the Board’s reach to Maharashtra, Odisha, West Bengal, Andhra Pradesh, Gujarat, and the Andaman & Nicobar Islands.

The Board also maintains 11 Demonstration cum Seed Production (DSP) Farms across the country, a Technology Development Centre at Vazhakulam (near Aluva, Kerala), and a Market Development cum Information Centre in Delhi – building a comprehensive operational network that connects research with the farm.

Core objectives of the CDB

The CDB’s mandate is broad but focused. As outlined in the Coconut Development Board Act, the Board is tasked with the integrated development of coconut cultivation and industry, with particular attention to productivity improvement and product diversification. Its core statutory objectives include:

  • Area expansion and replanting: Providing financial assistance for bringing new land under coconut cultivation and replacing old or diseased palms with high-yielding varieties.
  • Technical advice and capacity building: Imparting guidance to farmers, processors, and marketers engaged in the coconut value chain.
  • Marketing support: Recommending and implementing measures to improve domestic and international marketing of coconut and its products.
  • Farmer-centric development: Ensuring that smallholder farmers are active participants in and beneficiaries of industry growth.

Boosting productivity: key programmes and schemes

One of the CDB’s most critical functions is raising per-hectare productivity, which has historically been constrained by aging palm populations, pest pressure, and inadequate inputs. The Board addresses this through targeted schemes backed by direct financial assistance.

Area Expansion Programme (AEP)

The Area Expansion Programme incentivises farmers to bring new land under coconut cultivation. According to a 2024 press release from the Press Information Bureau, farmers with a minimum of 0.1 hectares (25 cents) and at least 10 coconut palms can receive subsidies ranging from Rs. 6,500 to Rs. 15,000 per hectare, disbursed over two annual instalments. The subsidy amount varies by variety of seedling and location, encouraging farmers to choose high-yielding hybrid varieties suited to local conditions.

Replanting and rejuvenation scheme

Senile and disease-affected palms significantly drag down national productivity. The Replanting and Rejuvenation (R&R) Scheme covers the cutting and removal of old palms, replanting with quality seedlings, and integrated management practices for the remaining palms. Financial assistance under this scheme is provided at Rs. 53,500 per hectare – structured across components including palm removal, replanting, and productivity management. Between 2014-15 and 2023-24, this scheme covered over 19,925 hectares with expenditure exceeding Rs. 53.55 crore in Andhra Pradesh alone, reflecting its nationwide scale.

Coconut Producer Societies (CPS)

The Board has actively promoted the formation of Coconut Producer Societies (CPS) by bringing together 40-100 coconut growers in contiguous areas with a consolidated minimum of 4,000-5,000 palms. These societies aim at the socio-economic upliftment of farmers through collective productivity improvement, cost reduction, and efficient marketing and processing – reducing the isolation of individual smallholders in a fragmented market.

Technology mission on coconut: driving processing and value addition

Beyond cultivation, the CDB has invested significantly in transforming raw coconuts into higher-value products. The Technology Mission on Coconut (TMOC) is the cornerstone of this effort, covering four major programme areas: pest and disease management, processing and product diversification, research and development, and infrastructure development.

Processing and product diversification

Under Programme II of the Technology Mission, the CDB provides financial assistance of 25% of project cost for setting up or modernising units that produce value-added goods such as virgin coconut oil, desiccated coconut, coconut water-based beverages, coconut flour, and coir geotextiles. Support is enhanced to 33% or 50% for small-scale units, women entrepreneurs, and SC/ST beneficiaries, with a ceiling of Rs. 50 lakhs per project.

A notable technology transfer example is the CDB-CFTRI collaboration for Virgin Coconut Oil (VCO) production. VCO is produced from fresh coconut meat using a cold wet-milling process – without heating or chemical treatment – preserving its lauric acid and Vitamin E content. This technology is transferred to eligible entrepreneurs, enabling a market for premium health-focused coconut products both domestically and in export markets.

Quality standards and certification

The CDB assists producers in obtaining key quality certifications such as Good Handling Practices (GHP), HACCP (Hazard Analysis and Critical Control Points), and organic labels. These certifications are critical for accessing premium domestic and international markets, and the Board’s guidance in this area directly supports the competitiveness of Indian coconut products globally.

Research and development: building a knowledge base

The CDB’s long-term impact depends substantially on its research pipeline. The Board invests in developing high-yielding, disease-resistant coconut varieties in collaboration with institutions like the ICAR-Central Plantation Crops Research Institute (CPCRI). Research also extends to innovations in processing, pest management using bio-agents such as neem-based formulations and pheromone traps, and post-harvest technologies.

The CDB also conducts annual surveys in collaboration with state horticulture departments to compile comprehensive cultivation data. As of 2023-24, India’s surveyed coconut area stands at approximately 2.17 million hectares, with total production reaching 21.37 billion nuts and an average productivity of 9,871 nuts per hectare. These data-driven assessments identify gaps, guide resource allocation, and inform policy adjustments at the national level.

Farmer welfare and insurance schemes

The CDB recognises that farming is a risk-intensive activity, and has put in place safety nets to protect coconut growers from climate, pest, and accident-related losses.

Coconut Palm Insurance Scheme (CPIS)

The Coconut Palm Insurance Scheme helps growers insure their palms against natural disasters, pests, and disease. Premium subsidies are shared: 50% is borne by the CDB, 25% by the state government, and 25% by the farmer. For palms between 4 and 15 years of age, the total premium is just Rs. 9 per palm per year – making insurance accessible even to small and marginal farmers.

Kera Suraksha insurance scheme

The Kera Suraksha Scheme extends protection to coconut tree climbers, neera technicians, and harvesters – a workforce that faces significant occupational risk. Implemented in association with The New India Assurance Company Ltd., the scheme provides a sum assured of Rs. 5 lakh against 24-hour accident risk including death. The CDB bears Rs. 281 out of the annual premium of Rs. 375, leaving only Rs. 94 as the beneficiary’s share.

Marketing, exports, and the CDB as an export promotion council

Since April 2009, the CDB has been designated as an Export Promotion Council (EPC) for all coconut products (other than those made from coconut husk and fibre) by the Department of Commerce, Ministry of Commerce and Industry. This dual role as both a developmental body and an export promoter allows the CDB to align production standards with international market requirements.

The Board collaborates with APEDA (Agricultural and Processed Food Products Export Development Authority) to offer exporters guidance on compliance, packaging, and market intelligence. It also organises domestic trade fairs, buyer-seller meets, and participates in international exhibitions. The CDB’s annual Export Excellence Awards recognise outstanding performers across categories such as kernel-based, shell-based, and water-based coconut products – incentivising quality and competitive exports. In 2024, companies including Marico Ltd. and Sakthi Coco Products were among the recognised awardees.

Impact and growth trajectory

The CDB’s cumulative interventions have produced measurable results. India’s coconut production has grown from approximately 5.94 billion nuts in 1981-82 to 21.37 billion nuts in 2023-24 – a near fourfold increase over four decades. India today accounts for roughly 31% of global coconut production, positioning it alongside the Philippines and Indonesia as a leading coconut economy.

Gender inclusion is also a growing focus. The CDB mandates at least 30% female participation in training programmes, with Self-Help Groups (SHGs) forming a significant share of training cohorts, particularly for product diversification and microenterprise management. Post-training support has enabled women-led groups to expand incomes through coconut-based ventures, with linkages to cooperatives and trade expos facilitating market entry.

In a recent milestone, the CDB launched a revised suite of schemes on World Coconut Day, with a significantly enhanced budget and increased subsidy rates – including raising the seedling production subsidy from Rs. 8 to Rs. 45. The Board’s chairman reiterated a commitment to building a climate-resilient coconut economy through value addition, skill development, and market competitiveness.

Challenges ahead

Despite its achievements, the CDB operates in a sector facing real headwinds. Climate variability, the spread of pests like the rhinoceros beetle and red palm weevil, and the persistence of low-productivity senile gardens continue to challenge output growth. Price volatility in coconut oil markets and the need to expand coconut cultivation into non-traditional states also demand sustained attention. The Board’s ongoing emphasis on integrated pest management, high-yielding variety development, and farmer producer organisations reflects its strategy to address these issues systematically rather than reactively.
