Coconut is not just a tropical crop – it is a lifeline for millions of smallholder farmers across Asia and the Pacific. The coconut palm generates income for an estimated 11 million small farm-holders worldwide and produces roughly 61,165 million nuts annually. To coordinate and strengthen the coconut sector across this vast region, two organizations play a defining role: the Asian and Pacific Coconut Community (APCC) and the Coconut Genetic Resources Network (COGENT). Together, they address everything from farming technology and product marketing to the long-term conservation of coconut genetic diversity.

Origins and formation of the APCC
The story of the APCC begins in Bangkok on 12 December 1968, when the founding agreement was concluded and signed by just three countries – India, Indonesia, and the Philippines. The Asian Coconut Community formally came into existence on 9 September 1969, with its headquarters established in Jakarta, Indonesia. As Pacific island nations joined, the organization was renamed the Asian and Pacific Coconut Community to reflect its broader geographic scope.
The APCC was organized under the aegis of the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP), making it the first commodity-based intergovernmental organization established under UN-ESCAP’s umbrella. What began with a handful of founding members has grown into a substantial multilateral body. The APCC now has 18 full coconut-producing member countries, along with Jamaica and Kenya as associate members, collectively accounting for over 90% of world coconut production and exports.
Core mandate and objectives
The APCC’s mandate is clear and focused. Its primary task is to promote, coordinate, and harmonize all activities of the coconut industry in ways that sustain the lives of millions of coconut farmers, as well as those engaged in processing, marketing, and other sectors. The organization’s work is organized around five interconnected pillars: technology transfer, production improvement, processing, marketing, and information networking.
The APCC was originally established in 1969 and changed its name in 1975 from the Asian Coconut Community to the Asian and Pacific Coconut Community. Over the decades, the organization has held annual COCOTECH (Coconut Technology) conferences, bringing together researchers, policymakers, and industry professionals to exchange knowledge. These meetings have addressed topics ranging from coconut-based farming systems and small-scale processing to global competitiveness and product diversification strategies.
Five pillars of APCC’s work
Technology transfer
Sharing knowledge across borders is a cornerstone of the APCC’s work. The APCC supports technology transfer through trainings, field visits, seminars, workshops, publications, and video documentaries, covering everything from planting to post-harvest operations. Member countries gain access to improved cultivation methods, pest and disease management protocols, and innovations in coconut palm care.
A concrete example is the spread of improved irrigation techniques and pest monitoring methods among smaller farming communities in South and Southeast Asia. APCC’s COCOTECH meetings have documented field-level experiences of technology transfer initiatives across major coconut-growing countries, helping to scale up successful practices from one country to another through structured knowledge exchange.
Production improvement
Low and inconsistent yields remain a key challenge for coconut farmers across the region. The APCC promotes best practices in coconut cultivation – from planting density and fertilization schedules to intercropping systems – to help farmers increase productivity. Of an estimated 11.5 million hectares planted to coconut globally, 10.49 million hectares are found in APCC member countries, underscoring the scale of production the organization must support and improve.
Research undertaken under the APCC framework has also tackled the serious problem of coconut pests. The coconut rhinoceros beetle (Oryctes rhinoceros) is considered the most destructive pest for coconut palms, first discovered in Samoa and now spreading across Pacific and Indian Ocean countries, destroying approximately 60% of Pacific Islanders’ livelihoods annually. The APCC, working with regional bodies like the Pacific Community, has promoted community-based pest management responses to contain the spread of this beetle.
Processing and value addition
The coconut palm is often called the “tree of life” because almost every part of it has a use. The APCC encourages member countries to move beyond raw nut exports and develop higher-value products. These include coconut oil, desiccated coconut, coconut milk, virgin coconut oil (VCO), coir fibre, activated carbon, and coconut-based cosmetics.
The APCC and its successor organization have conducted training programs on coconut processing techniques, such as the production and marketing of nata de coco, drawing participants from across member countries. This kind of direct capacity-building helps processors in developing countries adopt proven technologies and understand market demands for value-added coconut products.
Marketing and trade promotion
Even well-produced coconut products can fail to reach their potential if marketing is weak. The APCC helps member countries develop trade strategies, build product standards, and engage with international markets. APCC’s COCOTECH conferences have specifically addressed coconut trade and marketing themes, as well as product diversification strategies for market development, providing a platform for industry stakeholders to align on approaches to boost exports.
The organization also helps member states counter negative publicity around coconut products – particularly coconut oil, which has faced criticism in some markets over health claims. One objective of APCC’s cooperative agreements is to promote positive attributes of coconut products and counter any adverse publicity that might suppress consumer demand and hurt farmers’ incomes.
Information networking
An effective information network is essential for keeping member countries up to date on research findings, market trends, and policy developments. The APCC publishes several key resources for the industry, including Cocoinfo International (semi-annually), the Cocomunity newsletter (monthly), and the Coconut Statistical Yearbook (annually). These publications serve as reference tools for farmers, researchers, and policymakers alike, ensuring a shared evidence base across the coconut-producing world.
COGENT: conserving coconut diversity for the future
Alongside the APCC, another organization plays a critical but less visible role – the Coconut Genetic Resources Network (COGENT). COGENT addresses a fundamental vulnerability in the coconut sector: the risk of losing genetic diversity that holds the key to future productivity improvements and resilience.
Origins and establishment
COGENT was established in 1992 by Bioversity International (formerly IPGRI), with the endorsement of the Consultative Group on International Agricultural Research (CGIAR), following recommendations from representatives of 15 coconut-producing countries at an international workshop in Cipanas, Indonesia in October 1991. The network was created to promote international collaboration on coconut genetic resources conservation and use.
COGENT is an independent network embracing 39 coconut-producing member countries, representing more than 98% of global coconut production. Its membership is far broader than the APCC’s, extending to countries in Africa, Latin America, and the Caribbean that also grow coconuts but fall outside the Asia-Pacific region.
Goals and activities
COGENT’s goal is to improve coconut production on a sustainable basis and increase incomes in developing countries through improved cultivation and efficient utilization of coconut products. To achieve this, the network undertakes a range of research and conservation activities.
Key activities include genetic diversity studies using morphometric and molecular biology techniques, long-term conservation through cryopreservation, and multi-location trials to identify productive and well-adapted coconut varieties and hybrids. COGENT also aims to develop and implement an international mechanism to coordinate research activities of national, regional, and global significance – particularly in germplasm exploration, collecting, conservation, and enhancement.
An updated global strategy launched by COGENT and Bioversity International aims to advance research, conservation, and production of rich coconut biodiversity to boost the livelihoods of communities that depend on it. This strategy, covering the period 2018-2028, was developed through extended consultations with more than 90 expert stakeholders and received over 400 contributions over seven years – a sign of the depth of international commitment to coconut conservation.
Seven strategic objectives
Transition to the International Coconut Community
In recent years, both APCC and COGENT have undergone institutional evolution. The APCC was eventually transformed into the International Coconut Community (ICC), an expanded body with a broader mandate to support global coconut development. COGENT’s secretariat has also transitioned from Bioversity International to the ICC in Jakarta, to better align the genetic resources conservation mission with the broader industry development agenda. The ICC currently has 21 member countries, continuing the APCC’s legacy under a more globally inclusive framework.
Why these organizations matter
The coconut industry supports the food security, incomes, and livelihoods of communities spread across some of the world’s most vulnerable coastal and island environments. More than 100 million people living in fragile coastal areas depend on coconut for their livelihoods, and global demand for coconut products continues to expand. Without coordinated international efforts, individual countries – many of them small island developing states with limited research capacity – cannot independently tackle the scale of challenges the coconut sector faces: ageing palms, genetic erosion, pest outbreaks, unstable markets, and climate vulnerability.
The APCC and COGENT address these challenges through complementary lenses: the APCC through industry coordination and technology sharing, and COGENT through genetic conservation and research collaboration. Together, they form the institutional backbone of the global coconut sector, helping member countries convert the coconut palm’s enormous potential into real economic and social gains.
