India is one of the world’s largest producers of natural rubber, and behind the organized growth of this industry stands a single statutory institution – the Rubber Board of India. From regulating rubber cultivation to funding scientific research and protecting workers’ rights, the Board operates as the backbone of India’s natural rubber sector. Understanding how it is structured and what it actually does helps explain why India’s rubber industry has remained competitive for decades.

Historical background and establishment

The story of rubber regulation in India goes back further than many realize. Experimental efforts to grow rubber on a commercial scale began as early as 1873 at the Botanical Gardens in Calcutta, and the first commercial Hevea plantations were established at Thattekadu in 1902. However, organized government oversight only came much later.

During the Second World War, the strategic importance of rubber production for national security became starkly clear. Rubber growers were pushed to maximize output for the war effort. Once the war ended, growers demanded a permanent body to protect industry interests. The government responded by forming an ad hoc committee in 1945 to study the situation, and on its recommendation, passed the Rubber (Production and Marketing) Act on 18 April 1947, establishing the Indian Rubber Board immediately thereafter.

The Board has since gone through several legislative revisions. The Act has been amended multiple times, with the most recent amendment made in 2009. The 1954 Amendment formally renamed the body as “The Rubber Board” and defined its development mandate more precisely. Subsequent amendments in 1960, 1982, and 1994 refined cess collection procedures, leadership appointments, and funding structures.

The Rubber Board is a statutory organization constituted under Section 4 of the Rubber Act, 1947, and functions under the administrative control of the Ministry of Commerce and Industry, Government of India. It is a body corporate with perpetual succession, meaning it has a continuous legal identity independent of changes in membership or leadership. Its headquarters is located at Kottayam, Kerala – the heart of India’s rubber-growing belt.

The Board is headed by a Chairman appointed by the Central Government and comprises 28 members representing various interests of the natural rubber industry. These members include representatives from major rubber-producing states, nominated experts from the manufacturing and labour sectors, members of Parliament, and ex-officio officials such as the Executive Director.

Core functions of the Rubber Board

The Rubber Act lays out the Board’s responsibilities clearly. Its primary mandate is to promote the development of the rubber industry by any measures it considers appropriate. The specific functions defined under the Act cover several interconnected domains.

Scientific and technological research

One of the most important roles of the Board is to fund and conduct scientific research on rubber cultivation and processing. The Rubber Research Institute of India (RRII), established in 1955, operates under the Board and undertakes agronomic, technological, and economic research as mandated under Section 8 of the Rubber Act, 1947. The RRII aims to increase land productivity, reduce the cost of production, and ensure self-sufficiency in domestic natural rubber output.

The RRII has played a significant role in India achieving high rubber productivity and is a member of the International Rubber Research and Development Board (IRRDB), actively participating in international research programmes. It operates from its headquarters near Kottayam, with seven Regional Research Stations, two Hevea Breeding Sub-stations, and a Central Experimental Station across the country.

Training and extension services

The Board is responsible for training students and growers in improved methods of planting, cultivation, manuring, and spraying, and for supplying technical advice to rubber growers. This is carried out through the Rubber Training Institute, along with a network of zonal and regional offices, nurseries, demonstration centres, and tapper training schools spread across rubber-growing areas.

The Rubber Production Department alone maintains four Zonal Offices, 44 Regional Offices, and 191 Field Offices located at important rubber-growing centres, all providing free advisory and extension services on cultivation, production, processing, and marketing.

Marketing development and promotion

Improving rubber marketing is another statutory duty of the Board. It works to develop marketing infrastructure, promote the use of Indian rubber in both domestic and international markets, and provide price intelligence to stakeholders. The Board’s market development efforts help Indian rubber compete effectively in global markets.

Statistical data collection

The Board maintains statistical data on rubber and collects statistics from estate owners, dealers, and manufacturers. This data forms the foundation for evidence-based policy decisions across the rubber value chain – from production planning to export strategy. Board members are required to combine statistics collected from growers, dealers, and manufacturers and report regularly to the Central Government.

Advisory role to the government

The Board serves as the government’s primary advisory body on rubber-related matters. This includes advising the Central Government on all matters relating to rubber industry development, including import and export policy, and on participation in international conferences or schemes relating to rubber. The Board is also required to submit half-yearly activity reports and any other reports the Central Government may request.

Labour welfare

The Rubber Act explicitly mandates the Board to look after the welfare of workers employed in the rubber sector. The Board is responsible for securing better working conditions and the provision and improvement of amenities and incentives to workers. The Board works with the government and rubber growers to ensure compliance with labour welfare provisions, particularly those relating to housing, healthcare, and education for plantation workers.

Licensing and regulatory control

A key regulatory function of the Board involves issuing and managing licences. Issuing licences to rubber producers, manufacturers, and exporters or traders is mandatory for anyone involved in rubber manufacturing and export. Owners of rubber estates exceeding specified sizes must register with the Board, while licences are required for selling, acquiring, planting, or replanting rubber, with provisions for revocation in cases of non-compliance.

Cess collection and the rubber development fund

A key regulatory function involves the collection of a cess, levied as a duty of excise on rubber produced in India at a rate of โ‚น1.50 per kilogram, to finance the Board’s developmental initiatives and industry support programs. The Rubber Development Fund includes money from this cess, along with loans and grants from the Central Government and the Board’s internal resources.

Organizational structure of the Rubber Board

The Rubber Board’s work is organized across multiple departments and divisions, each handling a distinct area of operations.

Departments

The Board has nine departments: the Rubber Production Department, the Rubber Research Institute of India (RRII), the Processing and Product Development Department, the Training Department, the Administration Department, the Finance and Accounts Department, the Licensing and Excise Duty Department, the Statistics and Planning Department, and the Market Promotion Department.

The Rubber Production Department, headed by the Rubber Production Commissioner, is the operational arm for cultivation-related schemes. It formulates and implements programmes for expanding rubber cultivation in both traditional and non-traditional areas, and provides extension support to small holders through its extensive field network.

The Rubber Research Institute of India (RRII) functions as the scientific backbone of the Board. It covers nine research disciplines – including agronomy, biotechnology, plant pathology, rubber technology, and agricultural economics – and conducts both fundamental and applied research.

The Licensing and Excise Duty Department manages the issuance of licences, registration of estates and dealers, and collection of cess. The Statistics and Planning Department compiles and publishes data critical for industry planning. The Market Promotion Department works to expand market access for Indian rubber domestically and internationally.

Divisions

The Board also has four divisions: the Publicity and Public Relations Division, the Planning Division, the Vigilance Division, and the Internal Audit Division. These support the administrative and governance functions of the Board and ensure transparency in its operations.

India’s rubber industry and the Board’s impact

India is a significant player in global natural rubber production. The Board’s research and financial assistance programmes have directly contributed to productivity improvements, while its market promotion efforts have helped Indian rubber maintain a competitive presence in global markets. The availability of consistent statistical data has enabled better policy formulation at both industry and government levels.

The Board also provides financial assistance to small and marginal rubber growers for replanting, rejuvenation of rubber trees, improving farm infrastructure, and adopting modern cultivation techniques, including subsidies for rubber-processing equipment. This focus on small growers is significant given that smallholdings dominate India’s rubber farming landscape.

On the research front, the RRII has expanded its scope to address emerging challenges. Current research priorities include assessing the impact of climate change on rubber productivity, developing eco-friendly plant protection practices, and evaluating the carbon sequestration potential of rubber plantations.
