India is home to millions of small and marginal farmers, many of whom cultivate less than two hectares of land. These farmers form the backbone of the country’s agricultural sector, yet they face significant barriers when it comes to accessing premium organic markets. The cost of individual organic certification, the complexity of compliance documentation, and limited market reach make it nearly impossible for most smallholders to sell their produce as certified organic. This is where Group Certification steps in – a practical, cost-effective model that brings small farmers together under a shared certification framework, helping them meet national organic standards without bearing the burden alone.

Why small and medium farmers struggle in India

Before understanding how Group Certification works, it helps to look at the ground-level challenges that small farmers deal with daily. These are not abstract policy issues – they directly affect livelihoods, food security, and the long-term health of India’s farming communities.

Limited market access

Farmers in remote and rural areas often lack the infrastructure to transport their produce to larger markets. Without proper road connectivity, cold storage, or links to organised retail, their produce is typically sold to local middlemen at low prices. This means even if a farmer grows chemical-free produce, they have no way to command a premium for it. A report by Earth5R highlights that organic products face competition from cheaper conventional goods, and small-scale producers especially struggle to reach organised markets where better prices are available.

Financial constraints

Organic certification is expensive. According to Wikifarmer, the annual cost of obtaining NPOP certification for individual small-scale farmers typically ranges between โ‚น10,000 and โ‚น25,000 – and that does not include inspection fees, testing charges, or renewal costs. For a farmer earning โ‚น1-2 lakhs per year, this is a substantial financial commitment. Many simply cannot afford it, which keeps them out of the certified organic market altogether.

Lack of awareness and technical knowledge

Organic farming requires adherence to specific standards – from soil management and pest control to documentation and record-keeping. Many farmers in India have been practising low-input agriculture by tradition, but they lack formal training on how to meet certification requirements. Without proper guidance, even willing farmers find the transition to certified organic farming daunting.

Weak institutional support

While government schemes like Paramparagat Krishi Vikas Yojana (PKVY) and MOVCDNER exist to support organic farming, the Drishti IAS analysis of NPOP’s 8th edition points out that high certification costs, inadequate cold storage, limited processing facilities, and supply chain gaps continue to deter small and marginal farmers from pursuing organic certification.

What is Group Certification?

Group Certification is a mechanism that allows a group of smallholder farmers to be certified collectively rather than individually. Instead of each farmer independently going through the entire certification process – with its associated costs, inspections, and paperwork – the group shares these responsibilities under a single certification framework.

The concept was introduced under India’s National Programme for Organic Production (NPOP) in 2005. As per a Government of India press release, the grower group certification system was launched specifically because individual certification was too costly and complex for small and marginal farmers. The NPOP itself was established in 2001 by the Department of Commerce under the Ministry of Commerce and Industry, with APEDA (Agricultural and Processed Food Products Export Development Authority) serving as its implementing body.

Globally, the concept is well-established. IFOAM – Organics International defines Group Certification as an approach that facilitates access of smallholders to organic certification and the associated market benefits. According to IFOAM, close to 4 million smallholders worldwide are certified through this mechanism, producing commodities such as coffee, cocoa, bananas, cotton, nuts, and honey.

How Group Certification works under NPOP

Under the NPOP framework, Group Certification operates through a centralized administration model. A group of farmers – often organised as a cooperative, Farmer Producer Organisation (FPO), or through a service provider – comes together and applies for certification as a single entity. The group is then certified by an APEDA-accredited certification body. Currently, 37 active certification bodies operate in India, including 14 state-level bodies.

The role of the Internal Control System (ICS)

At the core of every grower group is the Internal Control System (ICS) – a documented quality assurance framework that is mandatory under NPOP for all group-certified operations. The ICS serves as an internal monitoring mechanism that ensures every farmer in the group follows organic standards consistently.

As defined by IFOAM – Organics International, an ICS is a documented quality assurance system that allows an external certification body to delegate the periodic inspection of individual group members to an identified unit within the certified group. This means the third-party certification body only needs to verify that the system is functioning properly and conduct spot-check re-inspections of selected farmers – rather than inspecting every single farm individually.

Under NPOP standards, the ICS is required to carry out internal inspections of all farmers at least twice a year. The certification body then conducts an annual audit that covers both office-level documentation and field-level farm audits based on a sampling plan. This sampling plan takes into account the size of individual holdings, total number of farmers in the group, and risk assessment. There is also a third layer of oversight conducted by the National Accreditation Body (NAB) through APEDA, which carries out unannounced audits based on complaints or risk evaluation.

Who manages the ICS?

The ICS can be managed in different ways. According to CUTS International training guidelines, there are three common models for ICS management under NPOP: a farmers’ group or cooperative that holds the organic certificate and manages the ICS directly; a contract production arrangement where a trader or processor contracts small farmers and manages the ICS; or a service provider model where an external agency handles ICS management, often funded by government or donor support.

Key benefits of Group Certification for small farmers

Shared costs, lower financial burden

The most immediate advantage is cost reduction. When farmers apply collectively through an FPO or cooperative, the per-farmer certification cost drops significantly. As Wikifarmer notes, group certification through FPOs can substantially reduce the individual farmer’s share of certification expenses. Government schemes and NGOs also often provide subsidies or financial assistance to support these group efforts.

Better market access and premium pricing

Certified organic products command higher prices in both domestic and international markets. The NPOP standards for crop production are recognized as equivalent by the European Commission and Switzerland, and are also accepted by Great Britain. This means that farmers certified under NPOP through group certification can access export markets that would otherwise be completely out of reach for individual smallholders.

Uniformity in farming practices

The ICS framework ensures that all farmers in the group follow the same organic standards. Internal inspectors – who are familiar with local conditions, farming systems, and community culture – regularly visit farms to verify compliance. This local knowledge helps maintain consistency across the group while also identifying risks early. As IFOAM explains, this familiarity gives internal inspectors an advantage over external auditors who may not understand the specific challenges of a particular region.

Knowledge sharing and capacity building

Group Certification naturally fosters a community of practice. Farmers learn from each other, share techniques for composting, bio-pest management, and soil health improvement. The centralized administration often organises training sessions, which helps farmers who are new to organic methods build their skills over time. This collective learning is one of the less discussed but highly valuable outcomes of the group certification model.

Collective accountability

In a group certification setup, the entire group is motivated to maintain organic integrity because non-compliance by even one member can jeopardise the certification for everyone. As IFOAM has noted, grower groups are essentially only as strong as their weakest link – which creates a built-in incentive for mutual oversight and accountability.

Scale of Group Certification in India today

The numbers show just how central Group Certification has become to India’s organic ecosystem. As per the latest government data from July 2025, India has 4,712 active organic grower groups covering approximately 19.29 lakh farmers (about 1.93 million) certified under NPOP. These groups are spread across 31 States and Union Territories and produce a wide range of crops including cereals, pulses, oilseeds, tea, coffee, and spices.

The recent 8th Edition of NPOP introduced several updates aimed at strengthening the group certification model. These include granting legal recognition to grower groups (replacing the earlier ICS-only structure), launching the NPOP Portal for operational visibility, and upgrading the TraceNet 2.0 system for improved traceability and farm-to-market compliance. In 2024, FSSAI and APEDA also introduced a unified “India Organic” logo to standardize organic labelling across the country.

Challenges that remain

Despite its benefits, Group Certification is not without issues. There have been reported cases of malpractice and misuse within the grower group system. The Indian government has acknowledged this openly – the NPOP regulations have been revised to introduce stricter norms around the legal entity of grower groups, closer monitoring through local ICS offices, and mobile app-based inspections for real-time field oversight.

Other persistent challenges include the 2-3 year conversion period during which farmers transitioning from conventional to organic methods may experience yield drops without yet receiving premium prices. There is also the issue of limited domestic demand – while global demand for Indian organic products is growing, the domestic consumer base remains largely limited to urban, affluent buyers.

Additionally, there is a gap between India’s two main certification systems: NPOP (for exports) and the Participatory Guarantee System (PGS) (for domestic markets). PGS is not accepted for exports, which limits the options for farmers certified only under PGS. Bridging these two systems more effectively could expand opportunities for a larger number of farmers.

The road ahead for Group Certification

Group Certification has already transformed the organic landscape for millions of Indian farmers. Moving forward, a few areas need attention to make it even more effective. Digitalization of the ICS process – already underway with TraceNet 2.0 and mobile app inspections – will improve transparency and reduce opportunities for fraud. Expanding training programmes at the grassroots level, particularly in tribal and remote areas, will help bring more farmers into the certified organic fold.

There is also a strong case for better integration between NPOP and PGS so that farmers have flexibility in targeting both domestic and export markets without going through separate certification processes. Government support through schemes like PKVY and MOVCDNER needs to be scaled up and made more accessible, especially for first-generation organic farmers who face the steepest learning curve.

Ultimately, Group Certification works because it addresses the fundamental problem: individual small farmers cannot afford or manage the certification process alone. By pooling resources, sharing knowledge, and operating under a structured quality assurance system, farmers gain access to markets and prices that were previously out of reach.
