Every time you pick up a packaged food item from a supermarket shelf, there is an entire global network of standards, regulations, and safety systems working behind the scenes to ensure that product is safe to eat. From the laboratories that test food composition to the agencies that inspect slaughterhouses, international food standards and regulatory bodies form the backbone of modern food safety. Understanding these organizations – AOAC, USDA, FDA, ISO, Codex Alimentarius, HACCP, and GMP – is essential for anyone studying or working in the food industry.

AOAC International: setting the standard for food analysis
AOAC International (originally the Association of Official Agricultural Chemists) is an independent, non-profit organization that develops and validates analytical methods used to test the safety and integrity of food products worldwide. Founded in 1884 with roots in the USDA and FDA, AOAC has grown into a global community of analytical science professionals spanning government, industry, and academia across more than 90 countries.
AOAC’s core contribution is its Official Methods of Analysis (OMA) – widely regarded as the most comprehensive collection of validated chemical and microbiological testing methods available. The 22nd edition covers over 3,000 validated methods and 150 voluntary consensus standards in areas ranging from food safety and infant formula to dietary supplements and food authenticity. Many of these methods have been adopted as harmonized international references by bodies such as ISO, the International Dairy Federation (IDF), and the Codex Alimentarius Commission.
How does AOAC develop its methods?
AOAC organizes expert stakeholders from industry, government, and academia into workgroups that focus on specific food safety testing needs. These groups first define what is needed in a test and then evaluate the reliability and accuracy of submitted testing solutions through rigorous validation. Standards that pass this consensus-based scrutiny are accepted as valid by the global analytical community. The result is a testing framework that regulatory agencies, food manufacturers, and laboratories worldwide rely on for consistent, defensible results.
AOAC also operates the AOAC Research Institute, which validates proprietary testing methods, and runs laboratory proficiency testing programmes to help labs demonstrate competence. Its peer-reviewed Journal of AOAC International, published six times a year, presents original research on new analytical methods for food, drugs, agriculture, and the environment.
USDA: regulating meat, poultry, and egg safety
The United States Department of Agriculture (USDA) is a federal agency with wide-ranging responsibilities in agriculture, nutrition, and food safety. Within the context of food regulation, its most critical arm is the Food Safety and Inspection Service (FSIS), established in 1981.
FSIS is the public health regulatory agency responsible for ensuring that the United States’ commercial supply of meat, poultry, and egg products is safe, wholesome, and correctly labelled and packaged. It draws its authority from three key laws: the Federal Meat Inspection Act (1906), the Poultry Products Inspection Act (1957), and the Egg Products Inspection Act (1970). Thousands of FSIS inspectors work across the country, conducting daily inspection activities and verifying that domestic processing facilities comply with food safety requirements.
USDA’s science-based approach
Following a major E. coli outbreak in 1993, FSIS shifted from relying primarily on sensory-based inspection (sight, touch, and smell) to a more scientific, prevention-focused approach. It adopted HACCP-based inspection models, requiring meat and poultry processing plants to develop written food safety plans that identify hazards and establish critical control points. FSIS inspectors then verify that these plants operate within their approved HACCP, sanitation, and processing plans.
It is important to note that food products not under FSIS jurisdiction – such as shell eggs, seafood, and most other food categories – fall under the authority of the FDA.
FDA: safeguarding the broader food supply
The Food and Drug Administration (FDA) is a federal agency within the U.S. Department of Health and Human Services. It is responsible for protecting public health by regulating a vast range of products, including food (other than meat, poultry, and processed eggs regulated by USDA), drugs, medical devices, cosmetics, and tobacco products.
In the food sector, the FDA oversees the safety of approximately 80% of the U.S. food supply, including seafood, dairy products, fruits, vegetables, packaged foods, and dietary supplements. The agency sets standards for food labelling, monitors food manufacturing facilities, and takes enforcement actions – from warning letters to product recalls – when violations are found.
The Food Safety Modernization Act (FSMA)
A landmark development in FDA’s food safety authority was the Food Safety Modernization Act (FSMA), signed into law in 2011. FSMA shifted the FDA’s approach from responding to contamination events to preventing them. A key regulation under FSMA requires food manufacturers to develop Hazard Analysis and Risk-Based Preventive Controls (HARPC) food safety plans, building on the globally accepted HACCP principles. The FDA also mandates HACCP specifically for the seafood and juice industries.
The FDA works closely with USDA-FSIS and other federal agencies to address food safety challenges across the entire farm-to-table continuum, and its regulations are referenced worldwide as benchmarks for food safety governance.
ISO: international standards for quality and food safety
The International Organization for Standardization (ISO) is a non-governmental body that publishes voluntary international standards designed to ensure the safety, reliability, and quality of products and services across industries. ISO standards are developed through consensus among member countries and are applicable worldwide.
For the food industry, the most significant ISO standard is ISO 22000 – Food Safety Management Systems. This standard provides a comprehensive framework for any organization in the food chain, from farm to fork, to identify, prevent, and control food safety hazards. ISO 22000 integrates the principles of HACCP with the quality management approach of ISO 9001, creating a unified system for managing both food safety and operational efficiency.
Key features of ISO 22000
ISO 22000 is built around two Plan-Do-Check-Act (PDCA) cycles – one for the overall management system and another for operations – ensuring continuous improvement. The standard emphasizes interactive communication along the food chain, system management, prerequisite programmes, and HACCP principles. It is applicable to all types of food organizations regardless of size or complexity, including producers, manufacturers, transporters, retailers, and food service operators.
As of the 2022 ISO survey, ISO 22000 is the most popular voluntary food safety standard globally, with over 51,500 certified sites worldwide. It is also the basis for the FSSC 22000 certification scheme, which is recognized by the Global Food Safety Initiative (GFSI).
Codex Alimentarius: the global food code
The Codex Alimentarius, meaning “Food Code” in Latin, is a collection of international standards, guidelines, and codes of practice established to protect consumer health and ensure fair practices in the global food trade. It is jointly managed by the Food and Agriculture Organization (FAO) and the World Health Organization (WHO) of the United Nations.
The Codex Alimentarius Commission (CAC), established in 1963, is the body responsible for developing and adopting these standards. It currently comprises 188 member countries, 1 member organization (the European Union), and over 230 observer organizations. Codex standards cover all principal foods – whether processed, semi-processed, or raw – and address food hygiene, additives, pesticide residues, contaminants, labelling, and methods of analysis.
Why Codex matters for international trade
Codex standards hold special significance under the World Trade Organization’s (WTO) Agreement on Sanitary and Phytosanitary Measures. This agreement names Codex standards as the international reference point for food safety, meaning countries that align their national regulations with Codex standards are better positioned for smooth international food trade. For developing countries in particular, FAO provides capacity-building support to help translate Codex standards into national legislation and strengthen participation in the standard-setting process.
All Codex standards are developed based on the best available scientific evidence, with independent expert bodies such as the Joint FAO/WHO Expert Committee on Food Additives (JECFA) and the Joint FAO/WHO Expert Meeting on Microbiological Risk Assessment (JEMRA) providing the scientific foundation.
HACCP: a preventive approach to food safety
Hazard Analysis and Critical Control Point (HACCP) is a systematic, science-based approach to food safety that focuses on preventing hazards rather than detecting them in the finished product. It originated in the early 1960s through a collaboration between the Pillsbury Company, NASA, and U.S. Army Laboratories, with the original goal of producing safe food for space missions.
HACCP can be applied at all stages of the food chain – from primary production through processing, distribution, and final consumption. It is designed to identify biological, chemical, and physical hazards and establish control measures to reduce risks to safe levels. Today, HACCP is mandated by numerous regulatory agencies worldwide, including the U.S. FDA (for seafood and juice) and the USDA-FSIS (for meat and poultry).
The seven principles of HACCP
Every HACCP plan is built on seven core principles, as established by the National Advisory Committee on Microbiological Criteria for Foods (NACMCF) and adopted by the Codex Alimentarius:
Principle 1 – Conduct a hazard analysis. Identify potential biological, chemical, or physical hazards at each step of the production process and determine which are significant enough to require control.
Principle 2 – Determine the Critical Control Points (CCPs). Identify the specific steps where control can be applied to prevent, eliminate, or reduce hazards to acceptable levels.
Principle 3 – Establish critical limits. Set maximum or minimum values (such as temperature, time, pH, or moisture level) that must be met at each CCP to ensure safety.
Principle 4 – Establish monitoring procedures. Develop a planned sequence of observations or measurements to check whether each CCP is under control.
Principle 5 – Establish corrective actions. Define the steps to be taken when monitoring indicates a deviation from a critical limit, including identifying and correcting the cause and determining the disposition of affected product.
Principle 6 – Establish verification procedures. Implement activities beyond routine monitoring – such as audits, testing, and reviews – to confirm the HACCP system is working as intended.
Principle 7 – Establish record-keeping and documentation procedures. Maintain thorough records of the hazard analysis, HACCP plan, monitoring data, corrective actions, and verification activities.
These seven principles have been universally accepted by government agencies, trade associations, and the food industry worldwide, and they are embedded within the international standard ISO 22000.
GMP: the foundation of safe food manufacturing
Good Manufacturing Practices (GMP) are a set of quality assurance guidelines and practices that ensure food products are consistently produced and controlled according to established quality standards. GMP serves as the foundational prerequisite for any HACCP system – without a solid GMP programme in place, a HACCP plan cannot function effectively.
GMP guidelines cover a wide range of operational aspects in food manufacturing, including facility design and maintenance, equipment sanitation, personal hygiene of employees, raw material control, production processes, packaging, labelling, storage, and distribution. In the United States, GMP regulations (known as current Good Manufacturing Practices or cGMPs) are enforced by the FDA under the Code of Federal Regulations. The World Health Organization (WHO) version of GMP is used by over 100 countries globally.
How GMP and HACCP work together
GMP and HACCP are complementary systems, not alternatives. GMP establishes the basic sanitary and operational conditions that every food facility must meet – things like clean equipment, trained personnel, proper waste management, and pest control. HACCP then builds on this foundation by targeting specific, significant food safety hazards at critical points in the production process.
Think of it this way: GMP keeps the overall production environment safe and clean, while HACCP zeroes in on the particular steps where something could go seriously wrong. Regulatory agencies like the FDA and USDA require GMP prerequisite programmes to be in place before a HACCP plan is developed. Internationally, the Codex Alimentarius General Principles of Food Hygiene describe the basic GMP conditions expected for foods intended for international trade, and these serve as the baseline upon which HACCP systems are built.
How these standards and bodies connect
None of these organizations or systems operate in isolation. They form an interconnected global framework for food safety. AOAC develops the analytical methods that laboratories use to verify compliance with the standards set by Codex, FDA, and USDA. Codex Alimentarius provides the international reference standards that countries use to harmonize their national food regulations, and its guidelines on food hygiene directly incorporate HACCP principles. ISO 22000 brings together HACCP, GMP (through prerequisite programmes), and quality management principles into a single certifiable standard. The FDA and USDA enforce many of these standards domestically in the United States, with their regulatory models influencing food safety governance worldwide.
