India’s animal husbandry and fisheries sectors are not just about milk and fish-they are the economic backbone for hundreds of millions of rural households. According to India’s Economic Survey 2022-23, around 65% of the country’s population lives in rural areas, with nearly half dependent on agriculture and allied activities for their livelihoods. To sustain and grow these sectors, India has built a structured network of central ministries, development boards, research institutions, and financial bodies. Understanding who these institutions are and what they do is essential for anyone working in or studying agricultural development in India.

The apex policy body: Ministry of Fisheries, Animal Husbandry and Dairying

At the top of India’s institutional framework sits the Ministry of Fisheries, Animal Husbandry and Dairying (MoFAHD), established in May 2019 after being separated from the Ministry of Agriculture and Farmers’ Welfare. Its creation as a standalone ministry signalled the government’s recognition of these sectors as distinct priorities, no longer to be treated as secondary to crop agriculture.

The ministry operates through two departments. The Department of Animal Husbandry and Dairying (DAHD) handles livestock production, breed improvement, disease control, and dairy infrastructure development. The Department of Fisheries, carved out separately in February 2019, manages inland, marine, and coastal fisheries, overseeing India’s Exclusive Economic Zone (EEZ) of approximately 2.02 million square kilometres and coordinating with state governments on fisheries development.

Some of the key functions of MoFAHD include advising state governments on policy and scheme formulation, implementing flagship programmes like the Rashtriya Gokul Mission for indigenous cattle breeds and the Pradhan Mantri Matsya Sampada Yojana (PMMSY) for fisheries modernisation, and overseeing veterinary infrastructure and disease surveillance through the One Health approach. The livestock sector contributes about 30% to the gross value added in agriculture and supports the livelihoods of roughly 8.8% of the total population, while the fisheries sector provides direct employment to about 28 million people.

State-level institutions: the implementation layer

While the central ministry formulates policy, on-the-ground implementation in India’s federal structure rests largely with state governments. Since animal husbandry is a state subject, state governments are primarily responsible for the growth of the sector. Two types of state-level bodies play a critical role here.

State Animal Husbandry and Fisheries Departments

Every state has dedicated departments for animal husbandry and fisheries that function as the primary interface between farmers and government schemes. These departments deliver veterinary services, operate vaccination drives, run artificial insemination programmes, issue fishing licences, and register aquaculture farms. They are also responsible for disbursing subsidies under centrally sponsored schemes and collecting field-level data on livestock and fish production. Without these departments, even the best-designed central policies would remain on paper.

State Livestock Development Boards (SLDBs)

State Livestock Development Boards act as dedicated agencies for breed improvement and genetic upgradation at the state level. They coordinate bull mother farms, frozen semen stations, and artificial insemination networks. In many states, SLDBs work in direct partnership with the National Dairy Development Board (NDDB) to ensure quality germplasm reaches smallholder dairy farmers. Their role is particularly important in states where private veterinary services are limited and public outreach remains the primary channel for technology delivery.

Research and technology: ICAR’s role

Scientific advancement in animal husbandry and fisheries is driven significantly by the Indian Council of Agricultural Research (ICAR), which operates a wide network of specialised institutes. For fisheries, key institutes include the ICAR-Central Marine Fisheries Research Institute (CMFRI), which advises on marine resource sustainability, and the ICAR-National Bureau of Fish Genetic Resources (NBFGR) in Lucknow, which leads aquatic disease surveillance through the National Surveillance Programme for Aquatic Animal Diseases. Farmers can use the app developed under this programme to report disease outbreaks in finfish, shrimps, and molluscs and receive expert advice.

For animal husbandry, ICAR institutes work on livestock nutrition, breed development, and feed technologies. The council’s Krishi Vigyan Kendras (KVKs) serve as field-level extension hubs that translate research into practical knowledge for farmers. ICAR’s contribution is not just academic-it directly shapes the technologies that farmers use on the ground, from sex-sorted semen for producing female calves to disease-resistant breeds suited to local climates.

National Dairy Development Board: transforming dairy through cooperatives

Few institutions in India’s agricultural history have had as transformative an impact as the National Dairy Development Board (NDDB). Established in 1965 under the vision of Dr. Verghese Kurien and inspired by Prime Minister Lal Bahadur Shastri’s wish to replicate Amul’s success nationwide, NDDB was declared an institution of national importance by an Act of Parliament in 1987.

NDDB’s most iconic achievement is Operation Flood – described as the world’s largest food-aid-for-development programme – which ran from 1970 to 1996. It established the three-tier dairy cooperative structure (village cooperative โ†’ district union โ†’ state federation) and transformed India from a milk-deficient country into the world’s largest milk producer. By the end of this programme, India had 81,000 dairy cooperatives, and the country surpassed the United States in milk output by 1998.

Today, NDDB continues this mandate through the National Dairy Plan (NDP), which aims to improve milch animal productivity, expand cooperative reach, and enhance milk processing capacity. It also runs programmes for animal breeding, animal nutrition and ration balancing, clean milk production, and fodder development. NDDB’s subsidiaries include Mother Dairy, Indian Immunologicals Limited (a vaccine manufacturer), and NDDB Dairy Services, which has developed indigenous technology for sex-sorted bovine semen. More recently, NDDB has been implementing the National Digital Livestock Mission (NDLM), through which over 35.68 crore animals have been issued “Pashu Aadhaar” – a unique digital identity linked to health and productivity records.

National Fisheries Development Board: the dedicated fisheries agency

The fisheries sector got its own dedicated development board when the National Fisheries Development Board (NFDB) was established in 2006 in Hyderabad as an autonomous organisation under the Department of Fisheries. Its core mandate is to enhance fish production and productivity and coordinate fisheries development in an integrated and holistic manner.

India is the third largest fish-producing country in the world, with production of 162.48 lakh tonnes in 2021-22, contributing 8% to global fish production. NFDB plays a critical role in sustaining and growing this position. It supports a wide range of activities: intensive aquaculture in ponds and tanks, reservoir-based culture fisheries, coastal aquaculture and mariculture, seaweed cultivation, establishment of fishing harbours and fish landing centres, solar fish drying, deep-sea fishing, trout culture, and ornamental fisheries. It has also been active in promoting innovative technologies like cage culture, Recirculation Aquaculture Systems (RAS), and Bio-floc Technology (BFT).

NFDB is also the nodal implementing agency for the Fisheries and Aquaculture Infrastructure Development Fund (FIDF), which provides concessional finance for fishing harbours, cold storage facilities, and fish processing units. Alongside ICAR institutions, NFDB implements the National Surveillance Programme for Aquatic Animal Diseases to prevent and control outbreaks in aquaculture farms. Its training programmes for women in fisheries and capacity-building workshops for fish farmers are integral to its extension mandate.

Financial institutions: NABARD, commercial banks, and cooperatives

Policy and research alone cannot drive development without accessible finance. India’s credit architecture for animal husbandry and fisheries rests on three pillars.

NABARD

The National Bank for Agriculture and Rural Development (NABARD) is India’s apex rural finance institution. In the animal husbandry and fisheries context, NABARD does not directly lend to individual farmers-it functions as a refinance and subsidy channelising agency, supporting regional rural banks (RRBs), cooperative banks, and commercial banks that on-lend to farmers. Through schemes like the National Livestock Mission (NLM) and the Animal Husbandry Infrastructure Development Fund (AHIDF), NABARD routes government subsidies to eligible borrowers. The AHIDF, for instance, is a โ‚น29,610 crore initiative that provides subsidised loans for dairy processing, meat processing, feed plants, breed farms, and vaccine manufacturing.

NABARD also extends the Kisan Credit Card (KCC) facility to fisheries and animal husbandry farmers – a scheme that was extended to these sectors in 2018-19 – to help meet their working capital requirements for activities like animal feeding, veterinary care, fish seed purchase, and aquaculture inputs. For nodal funding of the FIDF, NABARD serves as one of the nodal loaning entities alongside the National Cooperative Development Corporation and scheduled banks.

Commercial banks

Public and private sector commercial banks provide term loans and working capital for individual farmers, entrepreneurs, and agribusiness firms in the livestock and fisheries sectors. Their role has grown significantly with the expansion of formal credit to these sectors under government-backed guarantee schemes and interest subvention programmes. Banks also participate in Farmer Producer Organisation (FPO) financing, with NABARD acting as the guarantee backstop through the NABSanrakshan Credit Guarantee Fund.

Cooperatives

Cooperatives remain the most inclusive and widespread financial mechanism for small-scale farmers in dairy and fisheries. Dairy cooperatives – functioning on the Amul model promoted by NDDB – link milk producers to processing and marketing infrastructure, ensuring fair pricing while providing access to veterinary inputs, feed, and credit. Fisheries cooperatives perform a similar function for fishing communities, helping members access credit, insurance, cold storage, and collective marketing. The government has been actively expanding the cooperative network: NDDB is establishing 56,500 new dairy cooperative societies while strengthening 46,500 existing ones, and NFDB is creating 6,000 new fisheries cooperative societies as part of a broader national cooperative expansion drive.

Ministry of MSME: supporting micro-enterprises in allied sectors

The Ministry of Micro, Small and Medium Enterprises (MSME) plays a supporting but important role in the ecosystem by facilitating credit, technology, and skill development for small enterprises engaged in dairy processing, fish processing, leather, and other livestock-linked industries. Many animal husbandry and fisheries activities – from small poultry units to artisanal fish processing – qualify as micro or small enterprises and can access MSME credit guarantee schemes, cluster development programmes, and enterprise promotion subsidies. This makes MSME a complementary institution that strengthens the value chain beyond primary production.

How these institutions work together

What makes India’s institutional framework effective – when it works well – is the layered coordination between these bodies. The central ministry sets national targets and disburses funds. NDDB and NFDB design and implement sector-specific programmes. ICAR generates the scientific knowledge. State departments and SLDBs deliver services to farmers. NABARD and banks provide the financial bridge. Cooperatives ensure that small producers are not left out of markets. Together, they form a chain from policy to implementation to financial inclusion.

For example, consider how sex-sorted semen technology reaches a dairy farmer in a remote district. NDDB’s subsidiary develops the technology. The DAHD subsidises its cost. A state SLDB’s frozen semen station stores and distributes it. An AI technician trained under the A-HELP programme administers it on the farm. NABARD’s refinance supports the credit used by the farmer to buy a high-yielding heifer. The farmer then sells milk to the nearby dairy cooperative. Every institution in the chain plays a role.
