India has over 86% of its farmers operating on holdings smaller than two hectares. For most of them, buying a combine harvester, laser land leveller, or even a rotavator outright is simply not financially possible. Yet these are precisely the tools that determine whether a crop is planted on time, harvested without loss, or left vulnerable to weather and waste. Custom Hiring Centres (CHCs) address this gap directly – they are professionally managed facilities where farmers can rent modern agricultural equipment on a per-hour, per-day, or per-acre basis. The impact of these centres goes well beyond convenience. CHCs generate measurable economic gains, meaningful social change, and tangible environmental improvements. Understanding each of these benefit categories helps explain why CHCs have become one of the most important institutional supports in Indian agriculture today.

Economic benefits: making mechanization affordable
The most immediate benefit of a CHC is financial. Owning modern farm machinery involves massive capital outlay, depreciation, maintenance, and storage costs – expenses that make individual ownership unviable for small and marginal farmers. Custom hiring converts these fixed costs into variable ones, so a farmer pays only for what is actually used, when it is needed.
Reduced cost of cultivation
Custom hiring reduces per-unit production costs by improving machine utilization and cutting the capital burden on individual farmers. Operations like tillage, sowing, and harvesting that once demanded high labor expenditure can now be completed faster and at lower cost. Studies on tool banks operating as CHCs in rural India have documented reductions in the costs of various farming activities – including labor utilization and farm inputs – by as much as 50 percent in some cases.
Higher crop yields and better productivity
Access to the right machinery at the right time directly affects yields. Timely sowing, precision fertilizer application, and mechanized harvesting all reduce crop losses at each stage of production. Rice yields increased by 150 percent following the introduction of rice transplanters through tool banks in IFAD-supported programs in India. On a smaller but equally significant scale, a farmer in Punjab who used a super seeder (rented through a CHC) to incorporate stubble and sow wheat saw his yield climb from 22 quintals to 26 quintals per acre – while also earning additional income of โน2.8 lakh by renting the machine to neighboring farmers.
Reduced post-harvest losses
Post-harvest losses remain one of the biggest economic drains in Indian agriculture. Delayed or inefficient harvesting, improper threshing, and poor handling all contribute to grain loss after crops are ready. Large-scale farm mechanization is essential for reducing post-harvest losses and utilizing land more efficiently through multiple cropping. CHCs make post-harvest machinery – including threshers, paddy cleaners, and grain storage equipment – accessible to farmers who could never afford to buy them independently.
Rural entrepreneurship and employment
CHCs are not just service points – they are also business ventures. Under India’s Sub-Mission on Agricultural Mechanization (SMAM), financial assistance of up to 40% of project cost (up to โน250 lakhs) is provided for establishing CHCs. This has opened a viable livelihood pathway for rural youth, agri-graduates, and farmer producer organizations. The model creates direct employment for machine operators and indirect employment through expanded farm output. As of recent estimates, over 78,000 CHCs are registered across India, with more than 1.2 lakh pieces of machinery available for hire.
Social benefits: changing who farms and how
The social dimensions of CHCs are less discussed but equally important. Access to machinery changes working conditions on the farm – particularly for the people most burdened by physical labor.
Reducing drudgery, especially for women
Women account for a disproportionate share of manual agricultural labor in India. According to research by the Indian Council of Agricultural Research (ICAR), women’s participation in major crop production stands at 75%, in horticulture at 79%, in post-harvest work at 51%, and in animal husbandry and fisheries at 95%. Most of these tasks – transplanting, weeding, harvesting by hand, and threshing – are physically exhausting and poorly compensated.
Mechanization through CHCs directly reduces this burden. Access to machinery alleviates the physical burden associated with manual labour, freeing women to redirect their time and energy. Technologies like rice transplanters are particularly relevant here – several of the machines used through tool banks are women-friendly, and transplanters are frequently operated by self-help group (SHG) women, saving time and reducing drudgery.
The SMAM scheme explicitly recognizes this. It provides subsidized hiring or purchase of equipment that reduces drudgery for women, and mandates that at least 30% of benefits under the scheme go to women beneficiaries. Women farmer groups with more than ten members are also eligible for assistance in procuring power-operated machinery for horticulture operations.
Addressing labor scarcity during peak seasons
Rural labor markets in India have been shifting steadily, with workers moving from agriculture to industry and services. The gradual shift of agricultural labor to the industrial sector has led to a scarcity of farm labor, particularly during peak sowing and harvesting seasons. CHCs fill this gap by making machine-based operations available precisely when labor is hardest to find and most expensive. This ensures that critical farm operations are not delayed due to workforce shortages, protecting both yield and income.
Inclusive access for small and marginal farmers
Despite significant progress in farm mechanization, levels remain relatively low at 40-45%, mainly due to fragmented landholdings and the high cost of modern machinery. CHCs directly address this exclusion. By being located within 5-7 km of clustered small landholdings and offering machinery at subsidized rental rates, they ensure that the benefits of mechanization are not confined to large, economically powerful farms. Farmer Producer Organizations (FPOs), cooperatives, gram panchayats, and SHGs can all operate or access CHCs, making the model genuinely community-oriented.
Environmental benefits: farming with a lighter footprint
Perhaps the least visible but most consequential benefit of CHCs lies in their potential to reduce agriculture’s environmental impact – particularly in areas where harmful practices like stubble burning have become chronic problems.
Tackling crop residue burning
In Punjab, Haryana, and parts of Uttar Pradesh, farmers face an extremely tight window between the rice harvest and wheat planting – typically just two to three weeks. For many, burning stubble is the most economical and convenient way to clear fields, requiring minimal labor and cost. But the environmental consequences are severe. Massive crop residue burning results in air quality deterioration, smog, haze, heat waves, and multiple health problems, and has in extreme cases led to emergency situations with hospital admissions and temporary closure of airports and schools.
CHCs equipped with Crop Residue Management (CRM) tools – such as happy seeders, super seeders, mulchers, and balers – provide farmers a practical, affordable alternative to burning. Since 2018-19, over 42,000 CHCs and 3.24 lakh machines have been deployed in states like Punjab, Haryana, UP, and Delhi specifically as part of the government’s Crop Residue Management initiative. The Indian government has supported rental markets for CRM equipment by subsidizing its cost for CHCs so that these centers may rent the equipment to farmers at accessible rates.
Improving soil health
When crop residue is incorporated into the soil rather than burned, the benefits to soil health are significant. Mulching and surface retention improve soil organic matter, microbial activity, and moisture retention. Machinery like rotavators and zero-till seed drills, available through CHCs, allow farmers to prepare fields for the next crop without burning residues and without disturbing the soil excessively. This approach protects soil structure, reduces erosion, and lowers dependency on chemical fertilizers over time.
Crop residue burning degrades soil, increases the risk of erosion, raises soil temperature, and decimates soil microorganisms – effects that then raise the monetary cost of recovering soil fertility and push farmers toward heavier fertilizer use. Preventing burning through CHC-enabled CRM machinery breaks this cycle directly.
Precision farming and resource efficiency
CHCs increasingly include precision farming tools such as laser land levellers, drone sprayers, and GPS-guided seed drills. Tie-ups between CHCs and drone startups and precision agriculture companies are bringing next-generation services within reach of small farmers. Laser land levelling, in particular, reduces water use by improving field uniformity, ensuring irrigation is applied evenly rather than pooling in low spots or running off elevated ones. Precision spraying reduces pesticide overuse, protecting both soil biology and water quality.
Climate-smart mechanization via custom hiring – focusing on energy-efficient technologies, precision farming tools, and machinery that supports sustainable practices – must become a central pillar of agricultural transformation. CHCs are the delivery mechanism that makes this possible at scale.
The road ahead for CHCs
The government’s ambition to scale CHCs further is backed by digital infrastructure. Digital booking platforms – including the Custom Hiring App by the Ministry of Agriculture, “Kisan Rath” in Telangana, and “Tractor Seva” in Madhya Pradesh – are reducing waiting times and improving transparency. Hub-and-spoke models, where a large central CHC is supported by smaller village-level service points, are being piloted in Gujarat and Karnataka. Solar-powered CHCs in off-grid areas of Odisha and Chhattisgarh are helping reduce operational costs further.
The success of CHCs ultimately rests on three things working together: affordable and timely access to the right machinery, trained operators who can use it well, and awareness among farmers of what is available and how to access it. When designed and managed well, CHCs deliver higher incomes for farmers, decent jobs for rural youth, and a lighter environmental footprint. For a country where smallholder agriculture is the norm rather than the exception, that combination of outcomes is not a minor policy achievement – it is foundational to sustainable food security.
