India’s agricultural marketing system has long been fragmented. For decades, farmers were forced to sell their produce only in their nearest government-regulated mandi, often settling for whatever price a handful of local traders offered. This meant limited competition, poor bargaining power, and lower returns. To fix this broken system, the Government of India launched the National Agriculture Market (eNAM) – a pan-India electronic trading portal that connects existing APMC mandis into a single, unified digital marketplace. Since its launch on 14 April 2016, eNAM has been steadily reshaping how agricultural commodities are bought and sold across the country.

What is eNAM and why was it needed?

eNAM is essentially an online platform that links Agricultural Produce Market Committee (APMC) mandis across different states, enabling farmers, traders, and buyers to trade agricultural commodities digitally. The platform is fully funded by the Central Government and implemented by the Small Farmers Agribusiness Consortium (SFAC) under the Ministry of Agriculture and Farmers’ Welfare.

Before eNAM, India’s agricultural markets operated under individual state APMC Acts. Each state – and often each district – had its own rules, licensing requirements, and market fees. A trader licensed in one mandi could not buy produce in another mandi, even within the same state. This fragmented system created several problems: farmers had no visibility into prices in distant markets, middlemen controlled the supply chain, and there was no standardised quality assessment of produce. The result? Farmers often received prices well below what their crops were actually worth.

The idea behind eNAM was straightforward – create “One Nation, One Market” for agricultural commodities. If a farmer in Madhya Pradesh could see that buyers in Tamil Nadu were offering better rates for soybean, they should be able to sell to those buyers without physically transporting produce across state lines first. That is the core promise of eNAM.

Key objectives of eNAM

The platform was built with several clear goals in mind. First, it aims to promote transparent price discovery based on real demand and supply rather than local manipulation by trader cartels. Second, it seeks to eliminate information asymmetry – the gap between what a buyer is willing to pay and what a farmer actually receives. Third, eNAM works to reduce the role of middlemen by letting farmers connect directly with buyers across the country. Finally, the platform encourages standardised quality grading of commodities, so that prices are linked to actual quality rather than subjective assessments by local commission agents.

How does eNAM work?

The trading process on eNAM follows a step-by-step workflow that digitises the traditional mandi auction system.

Registration and lot entry

Farmers and traders first register on the eNAM portal or mobile app. When a farmer brings produce to an eNAM-integrated mandi, the commodity details – type, quantity, and quality – are digitally recorded at the gate entry point. The produce is then weighed and quality-tested using standardised parameters set by the Directorate of Marketing and Inspection (DMI).

Online bidding and auction

Once the lot is listed on the eNAM platform, registered buyers from anywhere in India can view the details – including photographs and quality reports – and place bids online. This electronic auction replaces the traditional open-outcry system where only physically present traders could bid. The highest bid wins, and the entire process is transparent and visible to the farmer.

Payment and settlement

After the sale is finalised, payment is made electronically – directly into the farmer’s bank account through modes like NEFT, RTGS, or UPI. This eliminates the common problem of delayed cash payments and reduces the farmer’s dependence on commission agents for financial transactions.

Pre-requisites for states to join eNAM

Since agriculture is a state subject under the Indian Constitution, each state has its own APMC Act governing how agricultural markets function. For a state’s mandis to be integrated with eNAM, the state government must implement three key reforms in its APMC legislation:

Electronic trading provision: The state APMC Act must allow e-auction or electronic trading as a valid mode of price discovery. Single unified trading license: Instead of requiring separate licenses for each mandi, the state must issue a single license that allows a trader to operate across all mandis in the state. Single-point levy of market fees: Market fees should be charged only once – at the first point of sale – rather than at every subsequent transaction, which previously escalated costs for both farmers and consumers.

These reforms are critical. Without them, even if a mandi is technically connected to the eNAM platform, the benefits of inter-state and inter-mandi trading remain limited.

eNAM achievements so far

The platform has grown significantly since its launch. As of early 2024, 1,389 mandis from 23 states and 4 Union Territories had been integrated into eNAM, with more than 1.77 crore farmers and 2.53 lakh traders registered. The total trade recorded on the platform exceeded 8.96 crore metric tonnes, valued at approximately โ‚น3.19 lakh crore.

The number of mandis has continued to grow. According to the official eNAM portal, the total count has now reached 1,473 mandis, with recent additions in states like Rajasthan and Tamil Nadu. On the commodity front, the platform now supports trading in 247 agricultural commodities after the government added newer items like green tea, ashwagandha dry roots, mustard oil, lavender oil, mentha oil, and broken rice.

FPO integration

A significant enhancement came during the COVID-19 pandemic, when the government added a Farmer Producer Organisation (FPO) trading module to eNAM. This allowed FPOs to sell produce directly on the platform without physically bringing it to the mandi – a feature that proved especially useful during lockdowns and movement restrictions.

Technology upgrades

The platform has also integrated AI-powered quality assaying tools, multilingual mobile app support, SMS-based transaction alerts, and electronic display boards at mandis showing real-time market rates. Payment options have been expanded to include BHIM-UPI alongside traditional bank transfers.

Benefits of eNAM for farmers and traders

Better price discovery

The most direct benefit is competitive pricing. When multiple buyers from across the country bid for a farmer’s produce, the price tends to be higher than what a local cartel of traders would offer. Research published on ResearchGate found that eNAM’s e-auction mechanism led to measurable increases in prices received by farmers, along with reduced chances of collusion among traders.

Transparent transactions

Every bid, every quality report, and every payment is recorded digitally. Farmers can track their transactions on the mobile app, and there is no room for the kind of opaque weighing practices and hidden deductions that were common in traditional mandis.

Direct payments

Online payment settlement directly into the farmer’s bank account reduces delays and removes the dependency on commission agents who previously acted as financial intermediaries – often charging hefty fees for the service.

Access to wider markets

A farmer in a remote village is no longer limited to the two or three traders who visit the local mandi. Through eNAM, they can access buyers from any integrated mandi in the country. This is especially valuable for farmers growing speciality or high-value crops that may have better demand in distant markets.

Challenges and limitations

Despite its promise, eNAM faces several real-world hurdles that have slowed its full potential.

Uneven state adoption

Not all states have implemented the required APMC reforms with equal enthusiasm. Some have been slow to adopt unified licensing or single-point levy systems, which limits genuine inter-state trade on the platform. Since agriculture is a state subject, the central government cannot force compliance – it can only incentivise.

Infrastructure gaps

Many rural mandis still lack reliable internet connectivity, adequate computer hardware, and trained personnel to operate the digital platform effectively. Without these basics, eNAM integration remains superficial – the mandi may be “on paper” connected, but actual online trading may not be happening.

Limited assaying facilities

For remote buyers to bid confidently, they need trustworthy quality reports. However, many mandis lack proper assaying laboratories or equipment. This has been identified as a major bottleneck – without quick and reliable quality testing, distant traders are reluctant to participate in online auctions.

Digital literacy

A large proportion of Indian farmers, particularly smallholders and marginal farmers, are not comfortable using digital platforms. While eNAM kiosks at mandis provide some assistance, broader digital literacy programs are needed to ensure that the platform’s benefits reach those who need them most.

Resistance from intermediaries

Traditional commission agents (arthiyas) and local traders often resist eNAM because it threatens their established role and income. In some mandis, this resistance has slowed adoption and created friction during implementation.

The road ahead for eNAM

For eNAM to truly deliver on its “One Nation, One Market” vision, several improvements are necessary. Strengthening digital infrastructure in rural mandis – including high-speed internet and modern assaying equipment – is a top priority. States that have not yet fully reformed their APMC Acts need stronger incentives (or pressure) to do so. The government must also invest in farmer training programs to build digital confidence at the grassroots level.

Integration with other government initiatives can amplify eNAM’s impact. Linking eNAM with warehouse-based trading through the Warehousing Development and Regulatory Authority (WDRA), connecting it with logistics platforms for cold chain transport, and embedding it within the broader Digital Agriculture Mission are all steps that can make the platform more useful and accessible.

There is also potential to expand eNAM’s scope beyond primary produce. Processed agricultural products, organic commodities, and geographical indication (GI)-tagged items – like Jardalu mango, Shahi litchi, and Banarasi paan – are already being added, signalling a broader vision for the platform.

eNAM in the bigger picture

eNAM is not just a technology platform – it represents a fundamental shift in how India thinks about agricultural marketing. For decades, the APMC system served as both a protector and a constraint for farmers. It provided a regulated marketplace but also trapped farmers within local boundaries. eNAM keeps the physical infrastructure of mandis intact while opening up digital pathways to national and eventually international markets.

The platform also aligns with India’s broader push toward digitalisation in agriculture, including initiatives like AgriStack (a farmer-centric digital public infrastructure), soil health cards, and crop insurance portals. Together, these tools aim to give farmers access to better information, better markets, and better decision-making capabilities.
