India’s journey toward agricultural self-sufficiency has been shaped by several pioneering extension programmes launched by the Indian Council of Agricultural Research (ICAR). These frontline programmes were designed to take research out of laboratories and place it directly in the hands of farmers. From the mid-1960s onward, ICAR rolled out a series of initiatives – each building on the lessons of the previous one – to bridge the persistent gap between what scientists discovered and what farmers actually practised in their fields. The National Demonstration Project, Krishi Vigyan Kendras, and the Lab to Land Programme remain the most influential among these efforts.

What are frontline extension programmes?
Frontline extension programmes are initiatives where agricultural scientists work directly with farmers to demonstrate, test, and refine new technologies under real field conditions. Unlike traditional top-down advisory services, these programmes put researchers at the centre of the action – planning demonstrations, monitoring outcomes, and collecting feedback right at the farm level. The term “frontline” comes from the fact that these activities happen at the very front end of the technology transfer chain, with scientists personally involved rather than relying solely on extension workers as intermediaries.
Since independence, ICAR has implemented six major frontline extension programmes, including the National Demonstration Project (1964-65), the Operational Research Project (1972), the Lab-to-Land Project (1979), and the Institution Village Linkage Programme (1995). From 1992 onward, several of these earlier programmes were merged into the Krishi Vigyan Kendra system, which continues to be the backbone of frontline extension across India.
National Demonstration Project (1964)
The National Demonstration Project (NDP) was the first frontline extension initiative launched by ICAR. It started in 1964 with a clear rationale: unless scientists could show farmers what improved technologies could actually achieve in the field, their recommendations would not be taken seriously. The programme focused on major food crops and operated as a nationwide project with a uniform design.
How it worked
The NDP had a distinct approach that set it apart from regular field demonstrations. Each demonstration had a specific yield target, and there was no separate control plot – the idea was that the entire surrounding farming area, along with farmers’ collective memory of past yields, would serve as the natural benchmark. Demonstration plots were typically one hectare in size so that the impact of improved practices was visible and convincing. Importantly, the demonstrations were laid out on the fields of small-holding farmers, not on large commercial farms. This ensured that high yields could not be dismissed as a result of affluence or better resources.
Agricultural scientists conducted these demonstrations alongside local extension workers, making the programme a collaborative effort between research institutions and state-level agricultural departments.
Key objectives
The NDP aimed to demonstrate the genetic production potential of major crops to both farmers and extension personnel and to encourage widespread adoption of improved cultivation practices. It also served as a feedback mechanism for researchers, giving them firsthand knowledge of the constraints farmers faced when adopting high-yielding varieties and recommended packages of practices. On average, about 50 percent of the demonstrations exceeded the targeted yields, validating the potential of scientific farming under real-world conditions.
Krishi Vigyan Kendras (1974)
The Krishi Vigyan Kendra (KVK), or Farm Science Centre, is arguably the most enduring and impactful component of India’s frontline extension system. The concept grew from a recommendation by the Education Commission (1964-66), which proposed that specialised institutions be set up to provide vocational education in agriculture and allied fields to rural populations.
Origins and establishment
After years of deliberation among the Ministry of Education, the Planning Commission, and ICAR, a committee headed by Dr. Mohan Singh Mehta of Seva Mandir, Udaipur, was formed in 1973 to develop a detailed plan for implementing the KVK scheme. The committee submitted its report in 1974, and the first KVK was established that same year at Puducherry, under the administrative control of Tamil Nadu Agricultural University, Coimbatore. In 1976-77, the Planning Commission approved 18 more KVKs during the Fifth Five-Year Plan, and the network grew steadily from there.
Today, there are approximately 731 KVKs across India, managed under 11 Agricultural Technology Application Research Institutes (ATARIs). They are hosted by state agricultural universities, ICAR institutes, NGOs, and state government bodies. The entire scheme is 100 percent funded by the Government of India.
Mandate and activities
The core mandate of every KVK is technology assessment, demonstration, and capacity development. To fulfil this, KVKs carry out four main activities:
On-farm testing (OFT) involves assessing how well agricultural technologies perform under the specific conditions of a particular location. Scientists test recommended practices in real farming environments and refine them to match local soil, climate, and resource conditions. Frontline demonstrations (FLDs) are conducted on farmers’ fields to establish the production potential of new crop varieties, management practices, and allied technologies. These are done on blocks of two to four hectares so that the demonstrated results are clearly visible to the farming community. Capacity development programmes train farmers, farm women, rural youth, and extension workers through need-based, skill-oriented courses. There is no fixed syllabus – training is tailored to local needs. Finally, KVKs serve as knowledge and resource centres, producing quality seed, planting material, bio-agents, and livestock for farmers and connecting the broader agricultural research system with ground-level farming communities.
Impact and achievements
KVKs have conducted over 2.44 lakh frontline demonstrations across the country, and more than 6,125 technologies have been assessed through on-farm trials at over 20,000 locations. The system has played a major role in promoting improved crop varieties, integrated pest management, soil health management, and climate-resilient farming practices. KVKs have also become important platforms during crises – for example, during the COVID-19 pandemic, they assisted farmers and rural communities with advisory services and input supply.
Lab to Land Programme (1979)
The Lab to Land Programme (LLP) was launched by ICAR in 1979 as part of its Golden Jubilee celebrations. While the NDP and KVKs primarily focused on demonstrating technology potential and building skills, the LLP had a clear social equity mandate – its primary goal was to improve the economic condition of small and marginal farmers, landless agricultural labourers, and especially members of scheduled castes and scheduled tribes.
Approach and objectives
The programme targeted the transfer of improved, low-cost agricultural and allied technologies directly to the most disadvantaged farming communities. Unlike broad-based demonstration programmes, the LLP started by studying and understanding the background and resources of each selected farmer household. Based on this assessment, scientists helped farmers develop feasible farm plans that matched available technologies with the farmer’s specific needs, resources, and constraints.
The specific objectives included introducing affordable technologies to increase employment, production, and income; assisting farmers in adopting improved practices and demonstrating their economic viability; organizing training and extension activities; and building lasting linkages between farmers and research institutions for future guidance and support. The programme was initiated with 75,000 farm families across the country, with a strong focus on diversifying labour use and creating supplementary income sources.
Legacy
The Lab to Land Programme represented a significant shift in thinking about extension – from merely showcasing high yields to addressing the livelihood needs of India’s most vulnerable rural populations. It demonstrated that technology transfer must be combined with social targeting to achieve meaningful development outcomes. The programme was implemented across multiple states by agricultural universities and ICAR institutions, and its participatory methodology influenced the design of later extension initiatives.
The Operational Research Project
Another important programme in ICAR’s frontline extension portfolio was the Operational Research Project (ORP), initiated in 1974-75. While the NDP worked at the level of individual demonstration plots, the ORP took a broader approach – it aimed to demonstrate the impact of new technologies across an entire village or cluster of villages, typically on a watershed basis.
The ORP had a dual focus. First, it tested, adapted, and demonstrated agricultural technologies at a larger community scale. Second, it studied the technological, socio-economic, and administrative constraints that hindered rapid adoption of improved practices. The project also promoted group action as a method for popularising modern technologies – for example, coordinated pest control and rodent management programmes that required community-wide participation.
Integration into the KVK system
A watershed moment came on 1 April 1992, when all of ICAR’s frontline transfer-of-technology projects – the National Demonstrations, Operational Research Project, and Lab to Land Programme – were formally integrated into the KVK system. This consolidation made KVKs the single institutional platform for frontline extension at the district level, with a unified mandate covering training, frontline demonstrations, and on-farm testing.
The reorganisation was a practical decision. Rather than running multiple parallel programmes with overlapping objectives, ICAR streamlined its efforts into one well-funded, well-staffed institutional network. KVKs today also undertake activities such as farmer-scientist interactions, kisan melas, mass media programmes, seed production, and ICT-based farm advisories – functions that were once spread across different projects.
Modern frontline demonstrations
The concept of frontline demonstrations has continued to evolve. Under the National Food Security Mission (NFSM), ICAR conducts large-scale Cluster Frontline Demonstrations (CFLDs) on crops like pulses and oilseeds. These demonstrations are organised in clusters to achieve greater geographic impact and to promote farmer-to-farmer spread of improved technologies. The CFLD programme for pulses, for instance, was launched in 2015 to address India’s significant pulses deficit, and it has been implemented through KVKs across the country.
Contemporary frontline demonstrations typically cover improved varieties, integrated nutrient management, integrated pest management, line sowing, seed treatment, and resource conservation technologies. Scientists closely supervise these demonstrations and collect data on yield improvements, cost-benefit ratios, and adoption constraints – feeding this information back into the research system.
The Farmer FIRST Programme
The most recent addition to ICAR’s frontline extension lineup is the Farmer FIRST Programme (FFP), launched in 2016. FIRST stands for “Farm, Innovation, Resources, Science and Technology.” This programme takes a multi-stakeholder, participatory approach to enhance the reach of agricultural research. Unlike earlier programmes where scientists primarily demonstrated existing technologies, the FFP involves farmers as active partners in the innovation process itself.
Evaluations of the FFP have shown positive outcomes, including increased cropping intensity, higher farm income, greater use of organic manure, and improved nutritional security among participating households. The programme has also contributed to increased farm animal diversity and better livelihoods, aligning India’s frontline extension efforts with broader Sustainable Development Goals.
Why frontline extension still matters
Despite advances in digital agriculture and ICT-based extension, the face-to-face, field-level approach of frontline extension programmes remains critical. Indian agriculture is incredibly diverse – the country has 15 agro-climatic zones, each with its own set of challenges. A technology that works well in the Indo-Gangetic plains may fail in the dryland regions of Rajasthan or the hilly terrain of the Northeast. Frontline demonstrations conducted through KVKs provide the location-specific validation that farmers need before they adopt any new practice.
Moreover, these programmes continue to serve as a two-way communication channel. They do not just push technologies outward – they also bring valuable feedback from the field back to research institutions, helping scientists understand real-world constraints and design more relevant solutions.
