Every year, agricultural scientists in India develop dozens of improved crop varieties, soil management techniques, and pest control methods. But here’s the catch – most of this knowledge never reaches the farmers who need it the most. Agricultural extension services exist precisely to solve this problem. They act as the vital link between research laboratories and farmland, helping farmers access, understand, and adopt new technologies that can boost their productivity and income. In India, where over 80% of farmers are small and marginal holders, extension services are not just helpful – they are essential for food security and rural livelihoods.

What is agricultural extension?

Agricultural extension refers to the organised delivery of information, technologies, and skills to farming communities. The goal is to help farmers apply scientific research to their day-to-day practices – whether it’s choosing the right seed variety, managing soil nutrients, or tackling a pest outbreak. Extension work is not limited to crop farming; it covers animal husbandry, fisheries, horticulture, agroforestry, and even post-harvest management.

In simpler terms, extension is the process that brings what is discovered in a lab to the fields where food is actually grown. Without it, even the best agricultural innovations would stay confined to research papers.

A brief history of agricultural extension in India

India’s formal extension efforts began shortly after independence. The Community Development Programme (1952) and the National Extension Service (1953) were the country’s first planned attempts to educate farmers about improved farming methods. These programmes focused on rural upliftment by introducing modern agricultural practices at the village level.

The 1960s and 70s marked a turning point with the Green Revolution. Extension played a pivotal role in spreading high-yielding seed varieties, chemical fertilizers, and modern irrigation practices to millions of farmers. This period also saw ICAR (Indian Council of Agricultural Research) launch its National Demonstrations in 1964, directly engaging with farmers on the ground.

In 1974, the World Bank-supported Training and Visit (T&V) system was introduced, which significantly improved the financial and human resource capacity of extension. During this same period, the Krishi Vigyan Kendra (KVK) programme was launched, creating district-level farm science centres to bridge the gap between lab discoveries and field-level adoption.

The 1990s shifted focus towards decentralisation and privatisation. The government introduced the Agriculture Technology Management Agency (ATMA) in 1998 as a district-level body to coordinate all extension efforts – connecting government departments, research organisations, NGOs, and private agencies in a single platform. By 2014-15, the National Mission on Agricultural Extension and Technology (NMAET) was launched to take a holistic, farmer-driven view of extension across the country.

Types of agricultural extension services

Extension services in India can be broadly classified into three types:

Technology transfer services focus on passing along advice, knowledge, and information about improved farming techniques to farmers. These include training sessions, demonstrations, and workshops.

Advisory services help farmers deal with specific issues they encounter – whether it’s a pest attack, soil degradation, or water management challenges. Subject-matter experts provide targeted guidance based on local conditions.

Facilitation services go a step further by supporting farmers in analysing their own problems and developing appropriate solutions. This participatory approach treats farmers as active decision-makers rather than passive receivers of knowledge.

Key institutions and programmes driving extension

Krishi Vigyan Kendras (KVKs)

KVKs are the backbone of India’s frontline extension system. Established in 1974 under ICAR, these district-level farm science centres conduct on-farm testing, frontline demonstrations, and farmer training programmes. As of early 2025, India has 731 KVKs spread across the country, managed by agricultural universities, ICAR institutes, state governments, and NGOs.

The impact of KVKs has been significant. Between 2019 and 2022, they organised approximately 1.32 lakh technology evaluation experiments and 8.69 lakh demonstrations across crops, livestock, fisheries, and farm equipment. Reviews by the International Food Policy Research Institute and the Indian Society of Agribusiness Professionals found that KVK interventions led to an increased net farm income of โ‚น5,752 per hectare with a cost-benefit ratio of 1:11.78. Perhaps most remarkable is the multiplier effect – a single KVK-trained farmer typically shares knowledge with about 30 others, significantly amplifying the reach of technology transfer.

KVKs also produce and distribute quality seeds, planting material, bio-fertilizers, and livestock strains directly to farmers. During 2019-22, they produced 5.48 lakh quintals of quality seeds and 1,150.53 lakh planting materials, ensuring better input availability at the grassroots level.

Agriculture Technology Management Agency (ATMA)

ATMA operates as a multi-agency convergence platform at the district level. It links research organisations, state agriculture departments, NGOs, and farmer groups to coordinate all ongoing extension efforts. By bringing all stakeholders under one umbrella, ATMA promotes a participatory and bottom-up approach to extension – one where farmers have a say in identifying their needs and priorities.

State agriculture departments

At the state level, departments of agriculture remain the primary providers of extension services. They deploy field officers at the block and panchayat levels who interact with farmers directly. However, many of these departments face severe staffing shortages. Only six states have extension staff reaching down to the village level, and vacancy positions are particularly alarming in tribal and remote areas where extension support is most needed.

National Institute of Agricultural Extension Management (MANAGE)

MANAGE is an autonomous body under the Ministry of Agriculture that focuses on strengthening extension management services across states. It supports capacity building, consultancy for project planning and evaluation, and training through its network of State Agricultural Management and Extension Training Institutes (SAMETIs).

The role of ICT and digital extension

Technology has opened up entirely new channels for reaching farmers. India has made significant investments in ICT-based extension tools that supplement traditional face-to-face methods.

Kisan Call Centres (KCC)

Launched in January 2004 by the Ministry of Agriculture, Kisan Call Centres allow farmers to dial a toll-free number (1800-180-1551) and get expert advice in their local language. The service operates from 6 AM to 10 PM, seven days a week. Call centre agents are agriculture graduates who can answer queries on crop management, pest control, fertilizer use, market prices, and government schemes. Queries that agents cannot resolve are transferred to subject-matter specialists from state agriculture departments, ICAR, and agricultural universities. Over the years, millions of farmers have used this service to get timely guidance.

m-Kisan and digital platforms

The m-Kisan portal enables farmers and other stakeholders to receive SMS-based agricultural advisories on their mobile phones. Platforms like the Farmer’s Portal, e-Krishi Samvad, and Kisan TV channel further expand the reach of digital extension. The e-NAM (National Agricultural Market) initiative has also created an online marketplace that helps farmers sell produce directly to buyers across the country, reducing dependence on intermediaries.

Private sector and ICT initiatives

Private companies have stepped into extension as well. ITC’s e-Choupal uses internet technology to deliver real-time information on weather, prices, and best practices to farmers. Fertilizer cooperatives like IFFCO and KRIBHCO conduct crop seminars, soil testing drives, and farmer meetings as part of their extension outreach. Companies like Mahindra and Mahindra, Tata Chemicals (through its Tata Kisan Sansar initiative), and Syngenta Foundation also contribute significantly to technology dissemination among farming communities.

Challenges facing agricultural extension in India

Despite these efforts, India’s extension system faces several critical challenges that limit its effectiveness.

Severe understaffing

India has approximately 1.2 lakh extension professionals – far below the recommended ratio. For comparison, China employs over 7 million agricultural extension personnel. The National Sample Survey has found that only about 5.7% of Indian farmers received information from extension agents, while most relied on other farmers or input dealers for advice.

Low investment

India spends roughly 0.7% of its agricultural GDP on agricultural research, education, and extension combined. Of this, only about 0.16% goes to extension and training – far below the World Bank’s recommended 2%. This chronic underfunding limits the reach and quality of services delivered to farmers.

Skewed focus on crop husbandry

About 92% of extension allocation is directed towards crop husbandry, even though the livestock and dairy sector has grown substantially in its contribution to farmer income. Extension support for animal husbandry, fisheries, and horticulture remains weak or almost non-existent in many states – a significant gap given the diversification of India’s agricultural economy.

Overburdened staff with non-extension duties

Extension workers often spend much of their time distributing subsidies, seeds, and other inputs on behalf of the government, leaving little time for their core responsibility – actually advising farmers. This burden of non-extension responsibilities reduces the overall effectiveness of the system.

Regional disparities

Eastern states, which are among the poorest with high dependence on agriculture, also tend to have the lowest spending on extension. This means that the farmers who need the most support are often the ones who receive the least.

The way forward for agricultural extension

Strengthening India’s extension system requires action on multiple fronts. Increasing public investment in extension – particularly for the allied sectors of livestock, fisheries, and horticulture – is essential. Recruiting and training more extension professionals, especially in underserved tribal and rural areas, can help bridge the outreach gap.

The extension system also needs to move from a top-down technology transfer model to a more market-led, outcome-oriented approach. Farmers today need guidance not just on how to grow more, but on how to grow what the market demands, how to reduce post-harvest losses, and how to access better prices for their produce.

Digital tools hold enormous promise. Expanding ICT-based platforms, integrating artificial intelligence and remote sensing for personalised advisory services, and leveraging India’s widespread mobile connectivity can all help extension reach farmers at scale. The Krishi Sakhi Convergence Programme, which trains rural women as para-extension workers in natural farming and soil health, represents a promising model for decentralised, community-based extension.

Finally, stronger linkages between research and extension are critical. Research institutions need to view KVKs and extension agencies as partners rather than peripheral players. Two-way communication – where farmer feedback informs research priorities – will make the entire system more responsive and relevant.

Why agricultural extension matters more than ever

With climate change intensifying, farming in India is becoming more unpredictable. Droughts, floods, shifting pest patterns, and soil degradation are challenges that no farmer can navigate alone. Extension services are the mechanism through which farmers can access climate-resilient crop varieties, water-saving techniques, integrated pest management strategies, and information about weather patterns and market trends.

India’s vision of doubling farmer income and ensuring food security for its 1.4 billion people depends heavily on how effectively knowledge flows from laboratories to fields. Agricultural extension is not a luxury – it is the infrastructure that makes agricultural progress possible.
