Agriculture has always been the backbone of Indian society, but the formal teaching of agricultural science was a relatively late development. Before India gained independence in 1947, agricultural education existed in a fragmented and largely informal state. From ashram-based schools that blended farming with spiritual learning to British-established research institutes driven by colonial interests, the story of early agricultural education in India is both fascinating and layered. Understanding these roots helps us appreciate how far India’s agricultural education system has come – and what shaped it along the way.

The state of agriculture before formal education

For centuries, agricultural knowledge in India was passed down through generations within farming families and communities. There were no formal classrooms or textbooks – instead, sons learned from their fathers about soil types, crop rotation, irrigation, and seasonal patterns. This informal system was remarkably effective in its own context, allowing Indian farmers to grow a wide variety of food and non-food crops and adapt quickly to new ones like maize and tobacco from the New World during the Mughal period.

However, this traditional knowledge system had limitations. It was oral and local, meaning there was no standardised method for spreading improved techniques across regions. When the British colonial government established its rule, Indian agriculture was highly productive in some areas but deeply vulnerable in others – especially to monsoon failures and famines.

Ashram schools and indigenous learning traditions

Before the British introduced formal institutions, India already had a rich tradition of education rooted in ashrams and gurukuls. In these settings, students lived with their teachers and learned through direct experience. Agriculture was not taught as a separate “subject” but was woven into daily life – students participated in farming, animal husbandry, and rural crafts as part of their overall education.

These ashram schools were particularly significant in rural India. They provided informal instruction in agriculture alongside spiritual and moral education. Children learned practical skills like sowing, harvesting, and managing livestock as a natural part of their upbringing. Village-level indigenous schools also taught useful skills like reading, writing, arithmetic, and basic land management to children from various communities.

The strength of this system lay in its deep connection to local conditions – farmers understood their specific soil, climate, and water resources intimately. But the drawback was that there was no mechanism to introduce scientific improvements or share innovations across distances.

Rabindranath Tagore’s Shantiniketan: A vision for rural education

One of the most influential experiments in combining education with agriculture came from Nobel laureate Rabindranath Tagore. In 1901, he started a small school at Shantiniketan in West Bengal that would eventually grow into Visva-Bharati University. Tagore’s approach was revolutionary – he believed that education should not be confined to classrooms but should happen in close contact with nature and the surrounding community.

In 1922, Tagore took this idea further by establishing the Institute of Rural Reconstruction at Sriniketan, just a few miles from Shantiniketan. This institute, set up with the help of British agronomist Leonard Knight Elmhirst, had a clear focus: helping villagers solve their own problems rather than having solutions imposed from outside.

What made Shantiniketan different

Tagore’s programme was not just about better farming – it was a holistic approach to rural life. Students at Shantiniketan worked in fields, studied soil management, and understood the connections between human society and natural systems. The Sriniketan experiment covered four key areas: agriculture, crafts and industries, village welfare, and education.

Tagore was so committed to agricultural advancement that he sent his own son to the University of Illinois in America to study agricultural science and modern farming techniques. He also established a Krishi Bank (agricultural bank) as early as 1894 to provide affordable credit to poor farmers, recognising that education alone was not enough without financial support.

Despite its philosophical brilliance, the Shantiniketan programme faced real challenges. Funding was limited, the colonial government was suspicious of its emphasis on Indian self-reliance, and its impact remained geographically confined. Still, it proved an essential point – agricultural improvement cannot happen without simultaneously addressing education, health, economics, and social structures.

The British role in formalising agricultural education

The British colonial government’s interest in Indian agriculture was driven less by concern for farmers and more by economic considerations – primarily ensuring a steady supply of raw materials for British industries and maximising land revenue. However, this self-interest did lead to the creation of institutional structures that would later form the foundation of India’s agricultural education system.

Establishment of agricultural departments

The first step toward formal agricultural administration came in 1871, when a Department of Revenue, Agriculture and Commerce was established under Lord Mayo and A.O. Hume. The primary motivation was to supply cotton to the textile mills of Manchester and to address the famines that were devastating large parts of India. Between the mid-1800s and early 1900s, India witnessed 24 major and minor famines that killed an estimated 28 million people – a crisis that forced even the colonial rulers to pay attention to agriculture.

The creation of this department marked the beginning of government involvement in agricultural affairs, even though the focus remained on serving British economic interests rather than genuinely developing Indian farming communities.

Early agricultural colleges

The establishment of agricultural colleges was a major milestone in the pre-independence period. These institutions introduced structured, classroom-based teaching of agricultural science for the first time in India. Some of the earliest ones include:

Agriculture College, Saidapet (Chennai) – established in 1868, this was one of the first institutions dedicated to agricultural education in India. It was later relocated to Coimbatore in 1906. Colleges of agriculture were also set up at Kanpur, Sabour, Nagpur, and Lyallpur between 1901 and 1905, followed by the College of Agriculture at Pune in 1907.

These colleges primarily focused on teaching and training. However, research activities could not be carried out due to a lack of scientific and technical manpower, as well as insufficient funding. The British government was willing to invest in basic training to create a class of agricultural administrators, but serious scientific research was not a priority.

The Pusa Institute: A turning point in agricultural research and education

Perhaps the most significant development in pre-independence agricultural education was the establishment of the Agricultural Research Institute (ARI) at Pusa, Bihar, in 1905. This institute, which would later become the world-renowned Indian Agricultural Research Institute (IARI), was founded with a donation of ยฃ30,000 from American philanthropist Henry Phipps Jr.

Phipps was a family friend of Lady Curzon, the American-born wife of Viceroy Lord Curzon. During a visit to India, Phipps left behind this generous donation, and Lord Curzon – who had taken a strong interest in agriculture following the devastating famine of 1899-1900 – used it to establish the institute. The foundation stone was laid on 1 April 1905.

Structure and purpose

The institute initially operated with five departments: Agriculture, Cattle Breeding, Chemistry, Economic Botany, and Mycology. A Bacteriology unit was added in 1907. The name changed to the Imperial Institute of Agricultural Research in 1911 and again to the Imperial Agricultural Research Institute in 1919.

Lord Curzon also contributed significantly to broadening professional education in fields such as medicine, agriculture, engineering, and veterinary science. The Pusa agriculture college served as a model for similar institutions in other provinces across India.

An interesting detail about the choice of Pusa as the location: it was selected because of its proximity to indigo plantations, which desperately needed revival after the German synthesis of aniline dye in 1899 made natural indigo less competitive.

The earthquake and relocation

The Pusa Institute suffered a major setback when a devastating earthquake struck Bihar on 15 January 1934, severely damaging the main buildings. The institute was subsequently shifted to New Delhi in 1936, where it continues to operate today on a 500-hectare campus. After independence, it was renamed the Indian Agricultural Research Institute and went on to play a central role in India’s Green Revolution of the 1960s and 1970s.

The Royal Commission on Agriculture (1926)

Another landmark in pre-independence agricultural education was the appointment of the Royal Commission on Agriculture in 1926. This was the most comprehensive study of Indian agriculture conducted during the colonial period. The commission examined everything from land revenue systems to credit facilities, and its recommendations included improving agricultural education and establishing cooperative credit societies.

One of the most important outcomes of this commission was the recommendation to create a central body to coordinate agricultural research and education across India. This led to the establishment of the Imperial Council of Agricultural Research (now ICAR) on 16 July 1929. ICAR would go on to become the apex body for agricultural research and education in independent India.

Other pre-independence extension experiments

Beyond formal colleges and research institutes, several notable extension experiments tried to bring agricultural education directly to rural communities during the pre-independence period.

The Gurgaon development experiment

In the 1920s, a British administrator named F.L. Brayne launched an ambitious rural development project in Gurgaon district (then part of Punjab). This experiment attempted to combine agricultural improvement with broader rural uplift, including sanitation, education, and economic development. While it achieved some local successes, its top-down approach and dependence on a single administrator’s energy limited its long-term impact.

The Marthandam Project

In 1921, American missionary Dr. Spencer Hatch started the Marthandam Project in the Kanyakumari district of Tamil Nadu. This initiative took a holistic approach, addressing agricultural productivity alongside literacy, healthcare, and economic development through cooperative societies. It pioneered several extension techniques that later became standard practice – including demonstration plots and cooperative learning. However, like other pre-independence programmes, it remained geographically limited and dependent on exceptional leadership.

Key challenges of pre-independence agricultural education

Despite these pioneering efforts, agricultural education before independence faced several persistent obstacles that prevented it from reaching its full potential.

Colonial priorities over farmer welfare: The British government’s primary interest was revenue maximisation and raw material supply, not genuine rural development. Agricultural education received limited funding and administrative support as a result.

Departmental silos: Colonial administration operated through rigid departmental divisions. Agriculture, education, health, and revenue departments worked independently – often with conflicting goals – making integrated development extremely difficult.

Limited access: Most educational initiatives remained confined to small areas or elite groups. The vast majority of India’s farming population had no access to modern agricultural knowledge. When the British introduced self-government measures in the 1860s, they shifted financial responsibility for education to the growing Indian middle class, which prioritised urban professional education over rural and agricultural training.

Paternalistic approaches: Most programmes treated rural communities as passive recipients rather than active participants. This undermined sustainability because communities never developed ownership over the initiatives or the skills to continue them independently.

The legacy that shaped independent India

Despite all their limitations, these pre-independence efforts left a lasting imprint. The research institutes, agricultural departments, and educational institutions established during this era became the foundation for India’s post-independence agricultural development. The ICAR, which began as the Imperial Council of Agricultural Research in 1929, continues to coordinate agricultural research across the country today. The first state agricultural university – G.B. Pant University of Agriculture and Technology at Pantnagar – was established in 1960 on the American land-grant model, building on the institutional groundwork laid during the colonial period.

Visionaries like Tagore demonstrated that agricultural education must go beyond mere technical training to address social, economic, and cultural dimensions of rural life – a lesson that remains as relevant today as it was a century ago.
