Organic certification can be expensive and complex – especially for small and marginal farmers who operate on limited land with tight budgets. That’s where group certification steps in. Under India’s National Programme for Organic Production (NPOP), group certification allows a cluster of small farmers to get certified as a single entity, dramatically reducing costs and simplifying the process. It’s a system built specifically to make organic markets accessible to those who need it most.

What is group certification?

Group certification is a framework that enables a collection of smallholder farmers to obtain organic certification together, rather than each farmer going through the process individually. The concept revolves around an Internal Control System (ICS) – a documented quality assurance mechanism managed by the group itself – that ensures every member complies with organic production standards.

According to IFOAM – Organics International, an ICS allows external certification bodies to delegate the routine inspection of individual group members to a qualified body within the group. The external certifier then only needs to verify that the system is functioning properly and conduct spot-check re-inspections of a sample of farmers. This delegation model is what makes group certification both practical and affordable.

In India, the grower group certification system was introduced in 2005 under the NPOP, specifically to serve small and marginal farmers. As of July 2025, there are over 4,700 active organic grower groups in India covering approximately 19.29 lakh farmers across 31 States and Union Territories.

Key criteria for group certification under the NPOP

Not just any collection of farmers can form a grower group. The NPOP lays down specific criteria in Chapter 5 of its regulations that must be met before a group qualifies for certification. Three criteria stand out above all others: geographical proximity, uniform farming practices, and centralized management.

Geographical proximity

Farmers within a grower group must be located close to each other. This isn’t an arbitrary requirement – geographical closeness ensures that the farming conditions (soil type, climate, water sources, pest pressures) are broadly similar across the group. It also makes internal inspections logistically feasible. If farmers are scattered across distant regions, monitoring compliance becomes extremely difficult and the ICS loses its effectiveness.

Under the revised NPOP norms, the ICS office must be situated in the vicinity of the grower group to enable closer monitoring and oversight. This reinforces how seriously geographical proximity is treated as a compliance factor.

Uniform farming practices

All farmers in the group must follow the same organic production standards and employ similar crop production methods. This uniformity means the group uses a consistent process or methodology – from seed selection to nutrient management to pest control. When practices are uniform, it becomes easier for internal inspectors to assess compliance using standardized checklists, and it reduces the risk of one farmer’s non-compliance going undetected.

The requirement for homogeneity extends to the production system and size of holdings as well. Larger farms (those above 4 hectares) are subject to additional scrutiny – they must be inspected and reported separately, in addition to any farms selected randomly for sample inspection.

Centralized management

The group must operate under one central administration that is uniform and consistent. This centralized management is responsible for overseeing the entire organic operation – from implementing farming practices and maintaining documentation to ensuring compliance with certification standards. Without a strong central management structure, the ICS cannot function effectively, and the group risks losing its certification.

Responsibilities of a grower group

Forming a group is just the starting point. Grower groups carry significant responsibilities that go well beyond paperwork. These responsibilities ensure the integrity of the organic certification and protect the credibility of every farmer in the group.

Establishing and maintaining an ICS

The most critical responsibility of any grower group is setting up a robust Internal Control System. The ICS is essentially the backbone of group certification. It includes a documented set of procedures for internal inspection, record-keeping, training, and handling non-compliance.

As per NPOP standards, the ICS must carry out internal inspections of all farmers at least twice annually – typically once during each crop’s growing season. These inspections are conducted by trained internal inspectors who assess each farm against the group’s internal organic standards. The ICS can be self-managed by the grower group or managed through a service provider (also called a mandator).

Knowledge transfer and training

Grower groups must have a structured education programme to ensure every member understands the applicable organic standards and how they apply to their specific operations. This isn’t a one-time orientation – it’s ongoing training that covers organic production norms, input management, record-keeping, and documentation.

Training extends beyond just the farmers. The ICS personnel – including internal inspectors, field officers, purchase officers, and the ICS Manager – all need to be adequately trained. The ICS Manager, who supervises the entire system, must be familiar with organic agriculture principles, documentation requirements, and the NPOP’s regulatory framework.

Centralized processing and marketing

Grower groups must utilize centralized processing, distribution, and marketing facilities. The group markets its products under a single entity. This centralization serves two purposes: it maintains traceability of the organic produce from farm to buyer, and it prevents non-organic produce from entering the organic supply chain. The group’s trading procedures must be documented, and yield estimates must be calculated for each cash crop for every individual farmer in the group.

Eligibility criteria for farmers

Not every farmer automatically qualifies to join a grower group. The NPOP sets clear eligibility conditions to ensure the group maintains its integrity.

Farm size

Group certification is primarily designed for small and marginal farmers with limited land holdings. According to APSOPCA (Andhra Pradesh State Organic Products Certification Authority), a grower group should contain a minimum of 25 and a maximum of 500 farmers. Farmers with land holdings of 4 hectares or more receive additional external inspection requirements – their farms must be individually inspected by the certification body, beyond the standard random sampling.

For groups that include larger farms alongside smallholders, the total organic area of the larger farmers must not exceed 50% of the total organic area of the group. This ensures that group certification remains primarily a tool for small farmers rather than being dominated by larger operations.

Commitment to organic practices

Every farmer in the group must formally commit to following the organic production standards laid down by the NPOP. This typically involves signing a written contract or agreement that binds the farmer to the group’s internal standards. Farmers must maintain farm diaries, record all inputs used, and cooperate fully with internal and external inspections.

Participation in the ICS

Active participation in the ICS is mandatory. This means attending training sessions, maintaining documentation, allowing inspections, and following the corrective actions prescribed when non-compliance is identified. Farmers who violate organic standards face graduated sanctions – from warnings and additional training to suspension or removal from the group.

Role of processors and exporters

Processors and exporters play a crucial role within the grower group ecosystem. Under the NPOP, organic certification covers the entire supply chain – from farm production through processing to export.

Processors within or connected to the group handle the post-harvest transformation of organic produce. They must comply with the NPOP’s processing and handling standards, which cover everything from raw material sourcing to packaging and labelling. The processing facility must prevent any co-mingling or contamination with non-organic products.

Exporters facilitate market access, particularly for international markets. Since NPOP standards are recognized as equivalent by the European Commission and Switzerland, and accepted by Great Britain, certified grower group produce can access these premium markets. The entire export chain operates through Tracenet, APEDA’s online tracking system, which issues Scope Certificates and Transaction Certificates with unique verifiable codes to ensure full traceability.

How external certification works for grower groups

While the ICS handles internal inspections, the external certification body (CB) adds another layer of verification. The CB conducts an annual audit of each ICS, which includes both an office audit (reviewing documentation, procedures, and records) and farm audits based on a sampling plan.

The sampling plan is determined by the size of holdings, the number of farmers in the group, and a risk assessment. The CB can also conduct additional inspections wherever it deems necessary. According to IFOAM – Organics International, external inspectors check documentation, assess ICS staff competencies, conduct witness audits of selected members, and may take samples to test for unauthorized substance residues. If discrepancies are found between internal documentation and the external audit findings, the consequences can be severe – potentially leading to decertification of the entire group.

Beyond the CB’s annual audit, there is a third level of oversight. APEDA, through the National Accreditation Body (NAB), undertakes unannounced audits of grower groups based on risk assessment or complaints received.

Under the NPOP, a grower group must be registered as a legal entity. This typically involves registering with the Registrar of Societies and obtaining a PAN card. Once the group is formed and the farmer list finalized, it registers with an accredited certification body by paying the necessary fees. The CB then registers the ICS on APEDA’s Tracenet system, and the group enters all farmer details – including GPS coordinates of organic fields, crop details, and acreage information – into the platform.

The 8th Edition of the NPOP, launched in 2024, further simplified certification requirements for grower groups and granted them formal legal recognition, strengthening their position within the organic regulatory framework.

Why group certification matters

The value of group certification goes beyond cost savings. It creates a community-based approach to organic farming where knowledge, resources, and market access are shared. Internal inspectors – who are often local farmers themselves – bring deep familiarity with local conditions, farming systems, and community dynamics. This local knowledge helps identify risks and maintain organic integrity in ways that a visiting external inspector simply cannot.

The group structure also creates collective accountability. Since the entire group can be penalized for one member’s serious violation, there is strong motivation for every member to ensure compliance – not just their own, but their neighbours’ as well. This peer pressure mechanism is one of the most effective tools for maintaining organic integrity at scale.

For India – a country that ranks first globally in terms of total number of organic producers – group certification has been fundamental in enabling millions of small farmers to participate in organic markets that would otherwise be inaccessible to them.
