When you pick up an organic product from a store shelf, there is a system working behind the scenes to guarantee that what you’re buying is genuinely organic. That system is governed largely by IFOAM – Organics International, an organization that has been setting global benchmarks for organic agriculture since 1972. IFOAM’s certification guidelines focus on one critical objective: ensuring organic integrity is maintained at every single stage of the production chain – from the farm where crops are grown all the way to the final consumer packaging. In this post, we break down how IFOAM’s guidelines on certification scope and chain of custody work, why they matter, and what role multiple certification bodies play in keeping the organic label trustworthy.

What is IFOAM and why does it matter?

IFOAM – Organics International is a global membership-based organization that represents organic agriculture across more than 100 countries. It develops and maintains the standards, norms, and accreditation requirements that certification bodies around the world must follow when certifying organic products. IFOAM does not directly certify farms or products itself. Instead, it creates the framework – the rules of the game – that accredited certification bodies use to evaluate and certify organic operators.

At the core of IFOAM’s work is the Organic Guarantee System (OGS), a comprehensive framework designed to maintain organic integrity globally. The OGS consists of three main normative documents: the Common Objectives and Requirements of Organic Standards (COROS), the IFOAM Standard for Organic Production and Processing, and the IFOAM Accreditation Requirements for certification bodies. Together, these documents form what is known as the IFOAM Norms, the foundational reference for the entire global organic certification system.

Certification scope: covering the entire production chain

One of the most important principles in IFOAM’s guidelines is that organic certification must cover the entire production chain. This is not a vague recommendation – it is a binding requirement. Every step, from the very first stage of production through to the final consumer packaging, must be inspected and certified to maintain the organic status of a product.

What “entire production chain” means in practice

The production chain in organic agriculture includes multiple distinct stages, and IFOAM requires that each one of them is individually verified:

Farm-level production: This is where it all begins. The soil, seeds, and farming practices are inspected to ensure compliance with organic standards. Farmers must avoid synthetic fertilizers, synthetic pesticides, and genetically modified organisms (GMOs). The certification body verifies soil management plans, input records, and crop rotation practices.

Harvesting: Once crops are ready to be harvested, the methods and equipment used must also comply with organic standards. Cross-contamination with non-organic produce during harvesting is a key risk that inspectors look for.

Processing and handling: After harvest, the product often goes through cleaning, drying, milling, packaging, or other forms of transformation. Every processing facility must be separately inspected and certified. This includes verifying that only approved processing aids and ingredients are used, and that organic products are kept physically separated from conventional ones throughout the process.

Storage and warehousing: Organic products must be stored in clean, uncontaminated facilities. They must be clearly labelled and physically segregated from non-organic products. Storage facilities are subject to annual inspections to check for proper pest management (without prohibited substances), adequate temperature and humidity controls, and correct labelling.

Final consumer packaging: The last step before a product reaches the consumer is packaging. IFOAM’s guidelines require that even this stage is covered by certification. Packaging materials and processes must not introduce any contamination, and the organic label can only appear on the final product if every preceding step in the chain has been certified.

Chain of custody: tracking organic integrity at every step

The concept of chain of custody is central to IFOAM’s certification guidelines. It refers to the documented, traceable trail that an organic product follows from its point of origin through every stage of handling until it reaches the end consumer. The purpose is straightforward – to ensure there are no gaps or breaks where the organic status could be compromised.

How chain of custody works

Chain of custody requires that every entity involved in handling the organic product – farmers, transporters, processors, packers, wholesalers, and retailers – maintains proper documentation that proves the product’s organic status was preserved during their handling. This documentation includes details such as the origin of raw materials, quantities received and dispatched, processing methods used, and the organic certification status of each handler in the chain.

The International Organic Accreditation Service (IOAS), which independently verifies certification bodies on behalf of IFOAM, stresses that maintaining control over the chain of custody is universally important for any product carrying an organic or sustainability label. It provides proof of origin and confirms that handling practices met the required standards at every stage.

Key requirements for chain of custody certification

Under IFOAM’s framework, entities seeking chain of custody certification – such as traders, processors, distributors, and retailers – must demonstrate several things:

Complete traceability: There must be an unbroken and fully traceable chain from the point of production to the point of sale. If a single link in this chain is uncertified or undocumented, the product cannot be sold as organic.

Detailed documentation: Applicants must provide comprehensive information on all ingredients used, their origins, processing techniques, packaging methods, and labelling. They must also create flow charts showing how products move through their operations and identify all points where contamination could occur.

Segregation: Organic products must be physically separated from non-organic products at all times – during storage, transport, and processing. If shared facilities are used, strict cleaning and verification protocols must be documented and followed.

Record-keeping: Operators must maintain records that can quickly trace any product back through the entire supply chain. These records include soil tests, seed source verification, fertilizer application logs, harvest dates, storage records, and processing batch details. Modern tools such as digital traceability platforms are increasingly being used to make this process more efficient and audit-friendly.

The role of multiple certification bodies in the production chain

In practice, organic supply chains often span multiple countries and involve several different operators. A farm might be located in one country, the processing facility in another, and the final packaging and distribution in a third. In such cases, it is common for different certification bodies to be responsible for certifying different stages of the production chain.

How IFOAM handles multiple certifiers

IFOAM’s guidelines specifically accommodate this scenario. When more than one certification body is involved in a single production chain, the guidelines require that each certification body’s certification is properly documented and recognized by the others. This means:

Mutual recognition of certifications: Certification bodies must acknowledge and accept the organic certifications issued by other accredited bodies operating within the same production chain. This prevents situations where a product loses its organic status simply because it was transferred between operators certified by different agencies.

Documentation exchange: Each certification body must maintain and share relevant certification records. When a certified product moves from one certified operator to another (who may be certified by a different body), the accompanying documentation – such as transaction certificates or organic certificates – must clearly confirm the product’s organic status.

Consistency in standards: To make mutual recognition workable, all certification bodies involved must operate according to standards that are equivalent or recognized under the IFOAM Family of Standards. This family is the only international framework that facilitates multilateral equivalence between different organic standards and regulations worldwide.

The IFOAM accreditation program

To ensure that certification bodies themselves meet high-quality standards, IFOAM operates an Accreditation Program. Launched in 1992, it is the only fully international accreditation program for certification bodies active in organic agriculture. The accreditation is carried out by the IOAS, an independent body that evaluates certification bodies against the IFOAM Accreditation Requirements.

Under this program, certification bodies must demonstrate expertise in organic production systems, maintain qualified inspection staff, follow standardized procedures, and meet strict impartiality requirements. The program uses two core concepts: equivalence for production standards (ensuring the standards used are recognized in the IFOAM Family of Standards) and compliance for accreditation requirements (ensuring the certification body operates according to IFOAM’s rules).

Documentation and record-keeping: the backbone of the system

No chain of custody system can function without robust documentation. IFOAM’s guidelines place heavy emphasis on record-keeping at every level of the production chain.

What operators must document

Farmers, processors, and all other handlers in the organic supply chain are required to keep detailed records of their practices, inputs, and outputs. These records are reviewed during inspections to verify compliance. At the farm level, this includes soil management records, input purchase receipts, crop rotation plans, and harvest logs. At the processing level, it includes ingredient sourcing records, batch processing details, cleaning logs for shared equipment, and packaging records.

Certification bodies also maintain their own records to track the certification status of each entity in the production chain. These records are critical during audits and are used to verify that no uncertified operator handled the product at any point.

The shift towards digital traceability

As organic supply chains become more complex and global, many operators and certification bodies are adopting digital tools to improve traceability. Platforms such as bioC serve as centralized directories where only authorized certification bodies can input data, helping to prevent fraud and enabling real-time verification of organic status. These digital tools make audits faster, reduce paperwork errors, and provide consumers and traders with an additional layer of confidence in the organic label.

Transport: a special case in the chain of custody

One area that often causes confusion is transport. Under most organic certification guidelines, including those aligned with IFOAM, transport itself is typically not separately certified. However, the responsibility for maintaining organic integrity during transport lies squarely with the product owner. This means the entity shipping the product must ensure that the transport vehicle is clean, that organic products are separated from non-organic goods during transit, and that all transport documentation is complete and accurate.

Inspections may include reviewing transport records and, where risk assessments indicate a potential issue, conducting additional checks on transport and logistics practices.

Why this system matters for consumers and producers

IFOAM’s certification guidelines on scope and chain of custody exist for a very practical reason: to prevent fraud and to protect the value of the organic label. Without a rigorous system that covers every stage of production and tracks products through the entire supply chain, there would be no reliable way to guarantee that a product labelled as organic truly meets organic standards.

For producers, compliance with these guidelines opens access to international markets. IFOAM accreditation is recognized globally and simplifies the process of exporting organic products across borders where different national regulations may apply. The IFOAM Family of Standards enables a Japanese organic regulation and a German private standard, for example, to be recognized as equivalent – reducing duplication of certification efforts and costs.

For consumers, the system provides assurance that the organic label on their food is backed by a verifiable, inspected, and documented trail. It means that every handler who touched that product was subject to oversight, and that the organic claim is not just marketing but a verified fact.

Challenges and the path forward

While IFOAM’s guidelines provide a strong framework, challenges remain. Certification costs can be significant, especially for small-scale farmers in developing countries. Coordinating between multiple certification bodies across different countries adds complexity. And as supply chains grow longer and more globalized, the risk of gaps in the chain of custody increases.

To address these challenges, IFOAM and its partners continue to develop tools for better harmonization and equivalence. The collaboration between FAO, IFOAM, and UNCTAD through initiatives like the GOMA Project has been instrumental in creating unified benchmarks such as COROS. Meanwhile, the adoption of digital traceability tools is helping close gaps in documentation and making audits more efficient.

Participatory guarantee systems (PGS) are also emerging as a complementary approach, particularly for local markets where third-party certification may not be feasible or affordable. These systems involve farmers, consumers, and other stakeholders in the verification process and can help expand organic access without sacrificing integrity.
