India’s food processing industry is one of the largest in the world – and yet, a surprisingly small share of the country’s agricultural output actually gets processed. India’s food processing sector accounts for about 32% of the country’s food market and contributes significantly to manufacturing, agriculture, and exports. But across major sectors like cereals, pulses, oilseeds, fruits, vegetables, dairy, livestock, and aquaculture, the challenges remain deep-rooted: low yields, inadequate infrastructure, high post-harvest losses, and limited value addition. At the same time, the opportunities for growth are enormous – driven by changing consumer preferences, government policy support, and growing global demand for Indian processed foods.

The big picture: why food processing matters for India

India is the world’s largest producer of milk, bananas, mangoes, and spices. It is the second-largest producer of rice, wheat, fruits, and vegetables. Despite this massive agricultural base, overall food processing levels remain low – averaging around 10% across commodities. According to a study cited by the Ministry of Food Processing Industries (MoFPI), processing penetration is relatively high for food grains at 68%, but drops steeply for fruits (4.5%) and vegetables (2.7%). This gap represents massive untapped potential.

The food processing industry contributes roughly 13% of India’s total exports and employs about 7 million people across the value chain. With 65% of India’s population under 35 years of age, rising incomes and urbanisation are driving demand for ready-to-eat, packaged, and nutritious food products. The sector has been growing at an average annual rate of around 7-8% and has attracted cumulative FDI equity inflows of approximately US$ 13.4 billion between April 2000 and June 2025.

Cereals and pulses: the staple sectors

Cereals

India produces over 250 million tonnes of cereals annually, including rice, wheat, and coarse grains. While the processing rate for food grains is the highest among all food categories, a large portion of this processing is limited to basic or primary activities like milling and cleaning. Secondary and tertiary processing – which add more value and create finished consumer products – remains underdeveloped. Post-harvest losses for cereals range between 3.89% and 5.92%, according to Invest India. Poor storage infrastructure, lack of modern warehousing, and inefficient supply chains contribute significantly to these losses.

The prospects, however, are promising. Rice, especially Basmati, is one of India’s top processed food exports. The government’s push through schemes like Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) is helping to build modern storage and processing infrastructure. Coarse cereals (millets) have also gained international attention following the UN’s declaration of the International Year of Millets, opening new avenues for processed millet-based products.

Pulses

India is both the largest producer and the largest consumer of pulses globally. Yet, pulse processing in the country is mostly limited to dal milling – a primary activity. The sector suffers from low and unstable yields, heavy dependence on rainfall, and price volatility. Farmers often face poor market linkages, and a significant quantity of pulses is lost due to inadequate post-harvest handling. Expanding the processing of pulses into value-added products like protein isolates, snacks, and ready-to-cook meals could significantly boost the sector’s economic contribution and help address protein malnutrition.

Oilseeds: bridging the gap between production and processing

India is one of the largest producers of oilseeds in the world, including groundnut, soybean, mustard, and sesame. However, the country remains a major importer of edible oils because domestic processing and extraction efficiency are low. Small and fragmented landholdings, limited adoption of high-yielding varieties, and outdated extraction technologies are key constraints. A Brickwork Ratings report highlights that the Indian food processing sector is largely informal, with over 75% consisting of small-scale and unorganised units, which makes it difficult to implement modern processing technologies and ensure quality standards.

To reduce dependence on imported oils, the government has been promoting the National Mission on Oilseeds and Oil Palm (NMOOP) and encouraging contract farming. The growth of the health food market – including cold-pressed oils, organic oils, and fortified edible oils – also presents a significant opportunity for the oilseed processing sector.

Fruits and vegetables: enormous potential, enormous waste

India is the second-largest producer of fruits and vegetables globally, producing over 300 million tonnes annually. Yet, processing levels for fruits and vegetables remain abysmally low – at 4.5% and 2.7%, respectively. This is in stark contrast to countries like the United States, Brazil, and China, where processing rates are significantly higher.

Post-harvest losses for fruits and vegetables are the highest among all food categories – ranging from 4.87% to over 15%. The primary reasons include a severe shortage of cold chain infrastructure, poor transportation networks, and the absence of processing units close to production clusters. According to IBEF, more than 30% of agricultural produce is lost due to inadequate cold chain facilities.

The prospects here are bright. Processed fruits and vegetables – including juices, pulps, frozen foods, pickles, and dehydrated products – are among the fastest-growing segments of India’s food exports. The government has launched “Operation Greens” to stabilise the supply chain for perishable commodities. Mega Food Parks, which create common processing infrastructure near production zones, are also addressing some of these structural gaps.

Dairy: from white revolution to value addition

India is the world’s largest milk-producing nation, accounting for about 23% of global milk output. Annual production crossed 239 million tonnes in 2023-24 and is projected to keep growing. The dairy sector contributes nearly 31% of India’s agricultural GDP, making it the single largest agricultural sub-sector by value. The cooperative model – led by brands like Amul, Mother Dairy, and Nandini – has been a success story in farmer empowerment and supply chain management.

However, challenges persist. About 70% of marketed milk is still handled by the unorganised sector, which means quality control and food safety are difficult to enforce. Per-animal productivity in India remains a fraction of that in countries like the US and New Zealand, largely due to poor genetics, inadequate nutrition, and limited veterinary services. The dairy model’s reliance on low-cost family labour is also becoming unsustainable as rural labour costs rise and younger generations move to urban areas.

The growth potential lies in value-added dairy products (VADPs) like cheese, yogurt, flavoured milk, whey protein, and probiotic drinks. The Indian dairy market is projected to grow from about US$ 146 billion in 2025 to over US$ 274 billion by 2032. Government initiatives such as the Rashtriya Gokul Mission, National Dairy Plan, and the Dairy Processing and Infrastructure Development Fund (DIDF) are working to improve productivity, cold chain infrastructure, and processing capacity.

Livestock and meat processing: a growing but constrained sector

India has the world’s largest livestock population, including cattle, buffalo, sheep, goats, and poultry. The meat processing level stands at around 34.2%, the highest among all food categories. Buffalo meat (carabeef) is one of India’s major export commodities, and India has been among the top global exporters of this product for several years.

But the sector faces significant constraints. Scattered and unorganised slaughterhouses, poor hygiene standards, lack of mechanised processing, and inadequate cold chain infrastructure are the primary issues. Regulatory inconsistencies across states, along with cultural sensitivities around meat consumption, also complicate the business environment. Poultry, on the other hand, is a rapidly growing sub-sector, with annual growth rates of 7-8%. The animal feed market in India, valued at around US$ 14 billion in 2025, is expected to reach US$ 20 billion by 2030, indicating strong upstream growth.

The future lies in modernising abattoirs, scaling up cold chain networks, and building export-quality processing facilities. Integration of technology – automated processing lines, quality testing labs, and digital traceability systems – can significantly improve the competitiveness of Indian meat exports in global markets.

Fisheries and aquaculture: the blue economy opportunity

India is the third-largest fish-producing country in the world and the second-largest in aquaculture. The fisheries sector contributes about 1.24% to India’s GDP and over 7% to agricultural GDP, supporting the livelihoods of more than 28 million people. Fish production has grown from about 9.6 million tonnes in 2013-14 to over 17.5 million tonnes in 2022-23, driven primarily by the expansion of inland aquaculture.

Marine product exports are a bright spot. During FY 2023-24, India exported 1.78 million tonnes of marine products worth approximately US$ 7.38 billion, with frozen shrimp being the single largest export item. The United States and China are the top importers of Indian seafood.

The challenges, however, are substantial. Overfishing in coastal waters, environmental concerns in aquaculture (water pollution and disease outbreaks), inadequate cold storage and processing facilities, and climate change impacts on marine ecosystems all threaten the sector’s long-term sustainability. Fishermen also face limited access to finance for upgrading boats and equipment. The government’s Pradhan Mantri Matsya Sampada Yojana (PMMSY), with an investment of over ₹20,000 crore, aims to modernise fisheries infrastructure, boost production, and double export earnings. The Fisheries and Aquaculture Infrastructure Development Fund (FIDF) is also providing concessional finance for building processing plants, cold chains, and modern fishing harbours.

Cross-cutting challenges across all sectors

Infrastructure gaps

The single biggest bottleneck across all food processing sectors is the lack of adequate infrastructure. India needs far more cold storage facilities, modern warehouses, food testing labs, and efficient road and rail connectivity between farms and processing units. The fragmented supply chain leads to multiple intermediaries, which increases costs and reduces the share of value that reaches farmers.

Skilled labour shortage

The food processing industry requires trained professionals in areas like food technology, quality control, safety management, and equipment handling. India faces a significant shortage of such skilled labour. Training and vocational education programmes specifically designed for the food processing sector are still insufficient.

Regulatory complexity

Multiple regulatory bodies and overlapping jurisdictions create confusion for processors, particularly for those looking to export. Stringent sanitary and phytosanitary (SPS) measures in countries like the EU have led to rejection of some Indian processed food exports. Harmonising regulations between the Ministry of Environment, the Ministry of Food Processing, and the Food Safety and Standards Authority of India (FSSAI) – along with implementing single-window clearance for food processing units – could significantly reduce bureaucratic hurdles.

High cost of capital

The cost of borrowing in India is comparatively high, making it challenging for small and medium food processors to invest in technology upgrades, new machinery, and infrastructure. This is particularly problematic for MSMEs and first-generation entrepreneurs operating in rural areas.

Government initiatives driving growth

The Indian government has launched several schemes to address these structural issues. The Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) is a flagship initiative focused on building modern infrastructure and efficient supply chains – from farm to retail. As of June 2025, 1,601 projects have been sanctioned under PMKSY, with 1,133 completed, benefiting over 34 lakh farmers.

The Production-Linked Incentive (PLI) Scheme for Food Processing has attracted over ₹70 billion (US$ 839 million) in investments, encouraging companies to innovate and scale up manufacturing. The PM Formalization of Micro Food Processing Enterprises (PMFME) scheme targets the unorganised segment with financial and technical support to help small processors adopt better technology and quality standards.

India also allows 100% FDI in food processing through the automatic route, making it one of the most open sectors for foreign investment. The development of Mega Food Parks – which provide common processing infrastructure including cold storage, packaging units, quality labs, and logistics – is helping create processing clusters close to agricultural production zones.

India’s processed food exports are on an upward trajectory. In the first five months of FY26 (April-August 2025), total exports of agricultural and processed food products reached approximately US$ 6.9 billion. Key export items include Basmati rice, marine products, processed fruits and vegetables, spices, and meat products.

Consumer trends are also shifting. Urban consumers – and increasingly, those in tier-2 and tier-3 cities – are demanding healthier, organic, fortified, and ready-to-eat products. Functional foods, plant-based proteins, millet-based snacks, and ethnic Indian food products are finding growing markets both domestically and internationally. The rise of e-commerce and quick-commerce platforms is further expanding the reach of processed food brands to consumers across the country.

India’s ethnic food exports – including spices, snacks, sweets, and condiments – are growing rapidly, fuelled by the Indian diaspora and the global popularity of Indian cuisine. The government aims to achieve US$ 50 billion in agri-food exports of APEDA-scheduled products by 2030.

The road ahead: technology and market linkages

The future competitiveness of India’s food processing sectors depends heavily on technology adoption. The use of IoT (Internet of Things), AI-based quality monitoring, automated processing lines, blockchain-based traceability, and advanced packaging technologies can reduce waste, improve efficiency, and ensure food safety. Smart technologies and better supply chain digitisation are essential for the sector to move beyond basic processing to globally competitive value addition.

Equally important are strong market linkages. Farmer Producer Organisations (FPOs), contract farming models, and direct procurement by processors can reduce intermediary costs and ensure a steady supply of quality raw materials. Building brand identity and investing in quality certifications (like organic, GI tags, and food safety compliance) will be crucial for expanding India’s footprint in global processed food markets.
