India’s meat industry is one of the largest in the world, with the country being a top exporter of buffalo meat and sheep/goat meat to over 70 countries. But how does India ensure that the meat leaving its processing plants meets quality standards? The answer lies in a regulatory framework established more than three decades ago – the Raw Meat (Chilled or Frozen) Grading and Marking Rules, 1991. These rules, notified under the Agricultural Produce (Grading and Marking) Act, 1937, provide the foundation for meat grading, inspection, and certification in India – primarily for export purposes.

What are the 1991 raw meat grading rules?
The Raw Meat (Chilled or Frozen) Grading and Marking Rules were published in the Gazette of India on 10th October 1991. They apply specifically to meat obtained from three species: buffalo, sheep, and goat. The rules are administered under the supervision of the Agricultural Marketing Adviser to the Government of India and are designed to standardise how raw meat is classified, inspected, packed, and labelled before it enters domestic or international markets.
Unlike the United States, where the USDA grading system categorises beef into multiple quality tiers such as Prime, Choice, and Select based on marbling, India’s system takes a different approach. The Indian rules focus on a single “Standard Grade” for each meat type, with detailed requirements around texture, colour, leanness, and bacteriological safety rather than multiple palatability-based tiers.
Key definitions under the rules
The 1991 rules lay out precise definitions for every term used in the grading process. Understanding these definitions is essential because the grading is built on them.
Animal species covered
As mentioned, the rules cover buffalo, sheep, and goat. Cattle (cow and ox) are not included under these grading rules. This aligns with India’s broader regulatory and legal framework around cattle slaughter, which varies by state and generally restricts or prohibits the slaughter and export of cow meat.
Meat types by age
The rules distinguish meat types based on the age of the animal at slaughter:
Buffalo beef meat refers to carcass or meat from a buffalo that is more than twelve months old. Buffalo calf meat (veal) comes from animals aged between four and twelve months. Mutton is sheep carcass or meat from animals above nine months of age, while chevon is goat meat from animals older than nine months.
Chilled vs. frozen
Chilled meat is defined as meat where the temperature does not exceed 4ยฐC at any stage. Frozen meat must reach โ15ยฐC through quick freezing and cannot exceed โ10ยฐC at any point during storage. These temperature requirements are critical because they directly affect meat safety and shelf life. The FSSAI also sets complementary standards, requiring fresh meat to be chilled between 0-7ยฐC and frozen meat stored at โ18ยฐC or below.
Types of meat products under the grading system
Each category of meat – buffalo beef, veal, mutton/chevon, and minced meat – is classified into specific types based on how the meat is processed and presented. The types are standardised across all four schedules of the rules.
For buffalo beef, there are six types: Type A is fresh chilled carcass, Type B is fresh frozen carcass, Type C is bone-in fresh chilled, Type D is bone-in fresh frozen, Type E is boneless fresh chilled, and Type F is boneless fresh frozen. The same six-type classification applies to buffalo calf meat (veal) and mutton and chevon as well.
Minced meat (keema), covered under Schedule IV of the rules, is treated as a separate category. It refers to comminuted (ground) meat of uniform grains obtained from boneless meat of any of the covered species.
Grade designations and quality characteristics
One of the most notable aspects of India’s system is its simplicity compared to multi-tier international models. Under the 1991 rules, each meat category carries a single grade: the “Standard Grade.”
Buffalo beef – standard grade
Buffalo meat graded under this designation must be lean and have good texture. The colour should be bright red to reddish. The meat must be free from tears, lacerations, slime, discolouration, and malodour. Firmness is a critical requirement – the meat should not pit when pressed. Connective tissue must be minimal, and boneless cuts must be entirely free from bone pieces, wood dust, metal pieces, and other undesirable matter.
Buffalo calf meat (veal) – standard grade
Veal follows similar standards, but with differences reflecting the younger age of the animal. The texture should be fine, and the colour should be bright pink to pinkish rather than the deep red of adult buffalo meat. The same requirements for leanness, firmness, freedom from defects, and absence of foreign matter apply.
Mutton and chevon – standard grade
Sheep and goat meat share a common grading specification under Schedule III. The dressed carcasses or meat must be lean, firm in consistency, and free from slime, discolouration, malodour, and structural alterations. Boneless cuts must be clear of bone pieces, wood dust, metal, and foreign material.
Minced meat (keema) – standard grade
Keema – whether made from buffalo beef, veal, mutton, or chevon – must be free from blood clots, bones, tendons, hair, excessive fat, and any foreign material. It should show no signs of decomposition, discolouration, or off-odour, and must be bright in colour with uniform grain size.
Bacteriological standards
Every schedule in the 1991 rules specifies bacteriological limits that sampled lots must meet. These are essential for food safety and are non-negotiable for grading approval.
For buffalo beef, mutton, and chevon, the limits are: a total plate count not exceeding 106 microorganisms per gram, Escherichia coli not exceeding 100 per gram, and Salmonella must be absent. Veal has a slightly stricter total plate count limit of 107 microorganisms per gram (though note: the original document lists this figure, which appears to be a printing convention for the same order of magnitude). Minced meat follows the same E. coli and Salmonella standards, with a total plate count limit of 107 microorganisms per gram, reflecting the higher surface area and microbial risk of ground meat.
These standards ensure that graded meat is safe for consumption and acceptable in international markets where importing countries impose strict microbiological requirements.
The grading and inspection process
The actual process of getting meat graded under the 1991 rules involves several steps, overseen by qualified Inspecting Officers – veterinarians appointed or recognised by the Agricultural Marketing Adviser.
Application and timeline
An authorised packer who wants to have meat graded must submit an intimation to the nearest office of the Directorate of Marketing and Inspection at least five working days before the expected dispatch date. This ensures enough lead time for inspection logistics.
Ante-mortem and post-mortem inspection
Animals must undergo ante-mortem inspection (examination before slaughter) and post-mortem inspection (examination of the carcass after slaughter) as specified under IS:1982-1971, the Code of Practice for such inspections. These examinations help detect diseases, contamination, and other conditions that would make meat unfit for human consumption.
Sampling and laboratory testing
Schedule V of the rules details a comprehensive sampling methodology. Depending on the lot size, a minimum number of cartons are randomly selected for inspection. For a lot of 1-100 cartons, 4 are selected during routine inspection; for lots above 8,000 cartons, 12 are selected. The collected sample is divided into three equal parts: one for on-site examination by the inspecting officer, one sent to the laboratory, and one handed to the manufacturer.
On-site checks cover internal meat temperature, freedom from defects (rugged edges, off-colours, bone pieces, blood clots), proper cut thickness, firmness, and net weight verification. The laboratory tests cover total plate count, E. coli, and Salmonella.
Veterinary health certificate
If the consignment passes inspection, a Veterinary Health Certificate is issued. This certificate is valid for five days for chilled meat, twenty-one days for vacuum-packed chilled meat, and ninety days for frozen meat. If the consignment is not shipped within the validity period, a revalidation inspection can extend the certificate by three days (chilled) or thirty days (frozen).
Packing, marking, and labelling requirements
Every graded package must carry a grade designation mark label as prescribed in Schedule VII of the rules. The label must clearly state the type of meat (buffalo beef, calf meat, mutton, chevon, or keema), the grade, net and gross weight, date of packing, date of inspection, certificate of authorisation number, and the name and address of the processing unit. The inspecting officer’s signature also appears on the label.
Authorised packers may add their own private trademark, provided it does not conflict with or misrepresent the grade mark, and it must be approved in advance by the Agricultural Marketing Adviser.
Abattoir and processing facility standards
The 1991 rules set out detailed requirements for the slaughter houses and processing facilities where graded meat is produced. Abattoirs must conform to IS:4393-1979 (Basic Requirements for an Abattoir) or an equivalent accepted international standard.
Hygiene and sanitation
The rules lay down stringent sanitation standards. Processing areas must have impervious, non-slippery flooring that slopes toward trapped drainage outlets. Walls must be tiled with white glazed ceramic tiles up to 1.5 metres to allow hot-water cleaning. Lighting must be at least 220 Lux in workrooms and 550 Lux in inspection areas. Equipment must be non-toxic, rust-resistant, and easy to sterilise – wooden equipment is discouraged, and no iron or galvanised iron containers may be used for meat storage.
Water and personnel hygiene
Clean, potable water must be available throughout the facility and subjected to weekly testing. Non-potable water (used for steam production or fire control) must run through completely separate, colour-coded lines with no cross-connections. All workers must be provided with aprons, headwear, gloves, and footwear. Annual medical check-ups by qualified physicians are mandatory, and anyone with open wounds or infectious diseases is barred from the processing area.
Transport conditions
Fresh meat must be transported in fully covered vehicles with impervious flooring, and if the distance exceeds 100 km, temperature must be maintained below 6ยฐC. Chilled meat requires insulated or refrigerated vans at below 6ยฐC, and frozen meat must be transported at โ7ยฐC or colder.
Role of APEDA and the export connection
While the 1991 rules provide the grading framework, the Agricultural and Processed Food Products Export Development Authority (APEDA) plays a central role in the practical implementation of meat exports. APEDA registers and monitors abattoirs and meat processing plants, and all export meat must come from APEDA-registered facilities.
India exported animal products worth USD 4,543.52 million in 2023-24, with buffalo meat being the dominant component. The country is also the largest exporter of sheep and goat meat globally, with major markets in the UAE, Qatar, Kuwait, and Oman. The grading system under the 1991 rules serves as the quality backbone for this export trade, ensuring that Indian meat meets the expectations of international buyers.
Limitations and the need for modernisation
While the 1991 rules were a significant step forward, the system has notable limitations. Unlike the USDA or Japanese and Australian grading systems that use multiple quality tiers based on marbling, maturity, and yield, India’s single “Standard Grade” does not differentiate between varying levels of quality within the same meat type. This limits the ability of producers to command premium prices for superior products and makes it harder for consumers to make quality-based choices.
Additionally, the grading system in India has largely remained confined to the export level. Domestic meat markets, which include thousands of small butcher shops and local slaughterhouses, operate mostly outside this formal grading structure. There is no widely recognised consumer-facing grading system comparable to what exists in the US, Japan, or Australia.
The rules also predate many modern food safety developments. While the FSSAI has introduced its own regulations covering microbiological criteria, food additives, and labelling for meat products, a fully integrated and updated grading standard – one that covers both quality differentiation and safety – is still a work in progress.
How India’s system compares globally
To put India’s approach in context, the USDA grades beef into eight tiers, with Prime, Choice, and Select being the most commercially significant – each reflecting different levels of marbling and maturity. Japan’s JMGA system is even more detailed, scoring beef on marbling, meat colour, firmness, and fat colour, each rated on a 1-to-5 scale. Australia’s Meat Standards Australia (MSA) system grades marbling on a scale of 100 to 1190.
India’s approach is fundamentally different. Rather than ranking meat into quality tiers based on eating experience, the Indian system sets a minimum threshold – the Standard Grade – that meat must meet in order to be certified for market, particularly for export. The emphasis is on food safety (bacteriological standards, absence of contamination) and basic quality attributes (leanness, firmness, colour) rather than on palatability grading.
Looking ahead
India’s meat sector continues to grow. With a buffalo population of over 109 million, 148 million goats, and 74 million sheep, the raw material base is enormous. As the industry matures and export markets become more quality-conscious, there is a strong case for evolving the grading system beyond the single Standard Grade – perhaps introducing tiered quality grades that account for factors like marbling, muscle development, and fat distribution, similar to what global competitors offer.
At the same time, extending formal grading standards to the domestic market would help improve consumer awareness and overall meat quality across the supply chain.
