When you pick up a carton of milk or a block of cheese in a supermarket – whether in India, Germany, or Brazil – certain things are guaranteed: it’s been tested for safety, produced under defined conditions, and labeled according to agreed-upon rules. This consistency doesn’t happen by accident. It’s the result of a coordinated global effort by international institutions that have spent decades building the frameworks that govern how dairy products are made, tested, and traded around the world. Three organizations sit at the center of this effort: the International Dairy Federation (IDF), the International Organization for Standardization (ISO), and the Codex Alimentarius Commission.

The International Dairy Federation (IDF): the global voice of dairy
Founded in 1903, the IDF is one of the oldest international bodies dedicated entirely to the dairy sector. It is a global non-profit association that represents the full dairy value chain – from farmers and processors to scientists, technologists, and policymakers. With over 1,200 highly qualified dairy experts spread across 40 member countries, the IDF collectively represents about two-thirds of global milk production. Its overarching mission is to nourish the world with safe and sustainable dairy.
The IDF’s work is organized around four strategic pillars: Standards, Nutrition and Health, Sustainability, and Food Safety. Each of these areas is driven by science, with IDF experts contributing technical input to shape international policies, guidelines, and codes of practice. Its mission includes promoting and enhancing the image, trade, production and consumption of milk and milk products worldwide by collecting and disseminating scientific, technical, and economic information – and providing a platform for meaningful professional exchange.
How IDF shapes global dairy standards
IDF has served as a technical advisor to the Codex Alimentarius Commission since 1963, the year Codex was established. It strongly supported the Codex Committee on Milk and Milk Products, which developed Codex Standards of Identity for dairy products – essentially, the international definitions that determine what a product must contain to legally be called butter, cheese, or yoghurt. Beyond product identity, IDF plays a central role in establishing international standards for dairy, fostering research, advocating for the industry in international forums, and providing education and training for dairy professionals.
One of IDF’s most practical contributions is its work on methods of analysis and sampling (MAS). This includes developing IDF/ISO international standards for detection and enumeration techniques for both chemical and microbiological parameters, as well as standardizing methods for characterizing heat treatment processes and suitability for specific applications. These testing protocols are used in dairy laboratories worldwide to verify that milk and milk products meet the required safety and composition thresholds before reaching consumers.
The International Organization for Standardization (ISO): building the safety framework
ISO is not a dairy-specific body – it covers virtually every industry. But its standards have become indispensable to the food and dairy sectors. ISO’s food safety management standards help organizations identify and control food safety hazards, working together with other ISO management standards such as ISO 9001. The most relevant ISO standard for the dairy industry is ISO 22000, which provides the framework for a Food Safety Management System (FSMS).
What ISO 22000 means for dairy businesses
For a dairy plant, this means having documented procedures for milk reception, pasteurization, hygiene controls, equipment cleaning, and traceability – all within a single integrated management system. ISO 22000 covers organizations across the whole food chain, from the farm to the table, and is designed to ensure fair competition and provide for communication within and between organizations along the food chain. It is applicable to operations of any size – from small cooperatives to large multinational processors.
ISO 22000 was first published in 2005 and revised in 2018 to align with the high-level structure of other ISO management system standards, promoting greater integration with existing quality management systems like ISO 9001. ISO 9001 focuses on overall quality management, while ISO 22000 is specifically tailored to food safety hazards – together, they provide a comprehensive quality and safety umbrella for dairy producers seeking to operate at international standards.
The IDF-ISO collaboration
The relationship between IDF and ISO is particularly important to the dairy sector. IDF and ISO have a long-standing cooperation dating back to 1963. In 2001, they strengthened this collaboration by agreeing to publish joint international standards for analytical methods for the dairy sector, and their work programmes for dairy-related methods of analysis and sampling are now completely integrated.
A practical example of this joint work: the ISO 9622|IDF 141 standard provides guidelines for testing milk and milk products with mid-infrared instruments – instruments extensively used in laboratories and dairy plants worldwide. The updated version covers Fourier Transform InfraRed (FTIR) technology, improving routine compositional analysis of milk for components such as fat, protein, urea, and added water. This level of precision directly affects how milk is priced, traded, and regulated across borders.
The Codex CXS 234 standard alone includes around 60 joint IDF/ISO methods of analysis and sampling for milk and milk products – a testament to how deeply the two organizations have aligned their technical work.
The Codex Alimentarius Commission: the global food code
Codex Alimentarius, or “the food code,” is the global reference for governments, the food industry, trade operators and consumers. Its main purposes are protecting the health of consumers, ensuring fair practices in the food trade, and promoting coordination of all food standards work undertaken by international governmental and non-governmental organizations. The Commission is jointly managed by the Food and Agriculture Organization (FAO) and the World Health Organization (WHO) of the United Nations.
Codex was established in 1963, and its importance to international dairy trade cannot be overstated. Codex standards provide the benchmark for product specifications in cases of trade dispute. Any government whose import regulations comply with Codex Standards needs no further defense if challenged before the World Trade Organization under Sanitary and Phytosanitary measures. This means that Codex dairy standards function not just as quality guides, but as legally defensible trade instruments.
What Codex covers for milk and dairy products
The dairy-related Codex file includes 34 milk product standards, 10 key food hygiene standards, 5 key labeling standards, a list of technologically justified food additives, and maximum levels for contaminants and residues. These span products such as butter, cheese, fermented milks, milk powders, evaporated milks, and cream. Codex also sets the General Standard for the Use of Dairy Terms – defining what can and cannot legally be called “milk,” “yoghurt,” or “cheese” in international trade, a standard that has become increasingly relevant as plant-based alternatives proliferate.
Codex also sets Maximum Residue Limits (MRLs) for veterinary drug residues in dairy products – critical for controlling antibiotic carry-over from treated animals into the milk supply. The Commission brings together scientists, technical experts, government regulators, and consumer and industry organizations to develop international food standards designed to protect public health and ensure fair trade practices. Many nations have adopted the Codex standards as their own or based national regulations on them, making Codex the most widely referenced international regulatory baseline for the dairy sector.
How IDF and Codex work together
IDF and Codex have a deeply intertwined working relationship. IDF has served as technical advisor to Codex since 1963 and has been working closely with Codex to align the General Standard for Food Additives with current food additives provisions in Codex dairy standards. In practice, IDF experts draft the scientific and technical content that forms the basis for Codex deliberations on dairy. By the time a standard reaches the Codex Commission for formal adoption, IDF’s scientific groundwork is already embedded in the text.
Through joint development, the same analytical method can be published as an AOAC, ISO, and IDF standard – ensuring consistency no matter which framework is used. This harmonization also helps pave the way for Codex adoption. When a testing method is recognized across all three systems simultaneously, it removes the fragmentation that historically made dairy trade disputes difficult to resolve.
Why these institutions matter for national dairy industries
For any country that produces or exports dairy, engagement with these three institutions is not optional – it’s strategic. Countries that align their national regulations with IDF guidelines, ISO standards, and Codex texts benefit in multiple ways. Their products meet internationally recognized safety thresholds, reducing rejection at borders. Their laboratories use validated methods that are accepted in trade arbitration. And their regulatory systems speak the same language as those of their trading partners.
IDF aims to shape global regulatory frameworks through the development of policies, laws, regulations, protocols and codes of practice, specifications, guidelines and fact sheets addressing methods of analysis and sampling, food standards, animal health and welfare, environment, food safety and quality, and nutrition. Countries with active national committees in IDF – like India, the US, the EU member states, and Australia – have a direct voice in how these frameworks are developed, rather than simply inheriting standards that were shaped without their input.
The combined work of IDF, ISO, and Codex also supports smaller dairy industries in developing countries by giving them a clear, evidence-based roadmap for upgrading their production practices. Rather than building regulatory infrastructure from scratch, these countries can adopt and adapt international frameworks – accelerating access to export markets and improving food safety outcomes domestically.
Key standards to know
Several specific standards developed through these institutions are worth knowing by name. ISO 22000:2018 is the core food safety management system standard applicable to the entire dairy chain. Codex CXS 243-2003 covers fermented milks including yoghurt. Codex CXS 279-1971 covers butter. The Codex General Standard for the Use of Dairy Terms (CXS 206-1999) governs how dairy product names can be used globally. And the IDF/ISO joint MAS standards – such as ISO 9622|IDF 141 for mid-infrared analysis – standardize the laboratory testing methods used to verify compliance with all the above.
Together, these documents form the scaffolding of the global dairy quality system. No single standard is sufficient on its own – it is the interlocking nature of identity standards, safety management systems, analytical methods, and trade benchmarks that makes the system coherent.
