India is the world’s largest milk producer, contributing over 25% of global milk production. Behind this achievement is not just the hard work of millions of farmers, but a carefully structured cooperative system that connects villages to cities and cooperatives to policy. At the heart of this system are milk federations – apex bodies that coordinate dairy activities across districts and states. Understanding how they function, and the role played by the National Cooperative Dairy Federation of India (NCDFI) at the national level, is essential to understanding how India’s dairy sector truly works.

What are milk federations?

India’s dairy cooperative system is built on a three-tier structure: village-level dairy cooperative societies at the base, district-level milk unions in the middle, and state-level milk marketing federations at the top. Milk federations represent the apex of this structure within each state. They are formed by bringing together multiple district-level milk unions under a single state-level body, and their core responsibilities include marketing fluid milk and milk products, coordinating production planning, managing the State Milk Grid (the internal movement of milk within a state), and coordinating with state and central government agencies.

Well-known examples of state federations include Gujarat Cooperative Milk Marketing Federation (GCMMF) – the body behind Amul – Karnataka Milk Federation (KMF) with its Nandini brand, and Tamil Nadu Cooperative Milk Producers Federation (TCMPF) selling under the Aavin brand. Each of these federations essentially performs the same structural role: acting as the business and marketing arm for the district unions beneath them.

The national apex body: NCDFI

While state federations operate within their own boundaries, there is a national-level body that connects all of them: the National Cooperative Dairy Federation of India (NCDFI). Based in Anand, Gujarat, NCDFI is the apex organization of the entire cooperative dairy sector. Registered on December 7, 1970 under the Multi-State Cooperative Societies Act, its members include federal dairy cooperatives from states and union territories across India.

The primary objective of NCDFI is to facilitate the functioning of dairy cooperatives through coordination, networking, and policy advocacy. Think of it as the umbrella body that brings state-level federations together, ensuring that the entire network operates cohesively rather than in isolation.

Key functions of NCDFI

Institutional milk supply coordination

One of NCDFI’s most visible roles is coordinating the supply of milk and milk products to large national institutions. NCDFI supplies dairy products to the Ministry of Defence, the Indo-Tibetan Border Police (ITBP), and IRCTC, sourcing from more than 100 member cooperative dairies spread across the country. Notably, the federation also coordinates the daily supply of 1,000 litres of milk to Indian Army units stationed in Leh and Ladakh – a logistically demanding task even in the most challenging weather conditions.

Managing inter-cooperative trade through NCDFI eMarket

Price volatility and lack of transparency in dairy commodity trading was a persistent problem for cooperatives. In response, NCDFI launched the eMarket platform in June 2015 – an online marketplace for trading dairy products, cattle feed ingredients, edible oils, fodder seeds, packaging materials, and transport services. This platform enables fair, transparent, and efficient procurement for all member cooperatives, reducing dependence on localized pricing and eliminating unnecessary transaction costs.

Genetic improvement support

NCDFI has partnered with NDDB Dairy Services to distribute SAG brand semen doses, improving access to quality genetic material for milk producers across the country. This is directly tied to improving the productivity of dairy animals – a key factor in sustaining India’s milk production growth. NCDFI also supports the e-GOPALA App, an NDDB initiative that allows farmers to directly buy and sell livestock through a digital platform.

Smart Dairy Solutions

In collaboration with NDDB Dairy Services, NCDFI launched ‘Smart Dairy Solutions’ – a programme focused on supplying high-quality dairy and farm equipment to member cooperatives at negotiated, cost-effective rates. The initiative addresses the equipment gap that many smaller cooperatives face, ensuring that dairy infrastructure upgrades are accessible even to less-resourced member organizations.

Developmental and awareness activities

NCDFI uses a portion of its annual surplus to fund awareness programmes on topics such as clean milk production, cooperative governance, animal productivity, artificial insemination, and ration balancing. These programmes are delivered to milk producers and cooperative staff, strengthening the capacity of grassroots dairy institutions.

The national milk grid: connecting producers to consumers

One of the most significant outcomes of the cooperative federation system is the National Milk Grid. Established by NDDB, the National Milk Grid links milk producers throughout India with consumers in more than 700 towns and cities. It addresses regional imbalances in milk production and consumption, and minimizes seasonal fluctuations in supply. During flush seasons (when milk supply is high), surplus milk is separated into skimmed milk powder (SMP) and butter fat, which can be stored and reconstituted during lean months when production drops – a buffer mechanism that stabilizes the entire market.

The cooperation across cooperatives that manifests as this national milk grid is only possible because state federations work together under a shared framework – and this is precisely where NCDFI plays its coordinating role. Without a national apex body, state federations would operate as independent silos, limiting the efficiency of cross-state milk movement.

Policy advocacy and cooperative development

Beyond operations, NCDFI plays a critical role in representing the interests of the cooperative dairy sector in policy forums. According to the Ministry of Cooperation, NCDFI is tasked with providing guidance to all dairy cooperatives and supporting their development at the national level. This includes advocating for policies that protect cooperatives from market pressures, promoting financial inclusion for dairy farmers, and pushing for reforms that benefit the entire sector.

A major policy push in recent years has been White Revolution 2.0, launched in 2024. The initiative aims to establish 75,000 new dairy cooperative societies, strengthen over 46,000 existing ones, and increase milk procurement by cooperatives to 1,007 lakh kg per day by 2028-29. State federations are the implementing agencies for this programme – and NCDFI’s coordinating function ensures alignment across states.

India’s cooperative dairy sector today

As of 2025, India’s cooperative dairy sector includes 22 milk federations, 240 district cooperative milk unions, 28 marketing dairies, and 24 Milk Producer Organizations (MPOs), covering approximately 230,000 villages and 18 million dairy farmers as members. Milk production grew by over 63% in the last decade, reaching 239.3 million tonnes in 2023-24. Women play a particularly significant role – they account for 70% of the dairy workforce, and over 48,000 women-led dairy cooperative societies operate at the village level.

The growth of the sector has been uneven, however. Cooperative coverage is strong in Gujarat, Karnataka, and Kerala, but remains below 10% in states like West Bengal, Assam, and Jharkhand. Bridging this geographic disparity is one of the key challenges that both state federations and NCDFI must address going forward.

Why milk federations matter

Milk federations – at both state and national levels – are not just administrative bodies. They are the structural backbone that makes a farmer in rural Rajasthan competitive in the same market as a dairy in Maharashtra. By aggregating the collective strength of thousands of village societies and district unions, federations create economies of scale, negotiating power, and market access that no individual cooperative could achieve alone. The NCDFI, as the national apex federation, extends this logic to the entire country – connecting cooperatives across state lines, standardizing practices, and ensuring that the cooperative dairy model continues to serve its core purpose: fair returns for the milk producer.
