Fat spreads are a staple in kitchens around the world – from the classic pat of butter on your morning toast to a light vegetable spread on a sandwich. But not all fat spreads are the same. They vary widely in their fat content and the source of fat they contain. Understanding how fat spreads are classified can help you make better dietary decisions, whether you’re watching your calorie intake, managing cholesterol, or following a plant-based diet. Let’s break down the classification system so it all makes sense.

What exactly is a fat spread?

A fat spread is a semi-solid food product designed to be applied on bread, crackers, or used in cooking. Technically, it is a water-in-oil emulsion – meaning tiny droplets of water are dispersed within a continuous fat phase. This structure gives spreads their smooth, spreadable consistency at room temperature.

According to India’s FSSAI regulations, a fat spread contains not more than 80% and not less than 40% fat by weight, with moisture ranging between 16% and 56%. The product may also include small amounts of edible salt, milk solids-not-fat, emulsifiers, flavourings, and permitted food additives.

Fat spreads differ from butter and margarine primarily in their fat content. While butter and full-fat margarine must contain at least 80% fat, many fat spreads are formulated with lower fat levels to cater to health-conscious consumers.

Two key bases of classification

Fat spreads are classified on two fundamental bases: the level of fat content and the origin of the fat used. Both criteria are important because they directly influence the nutritional profile, taste, texture, and suitability of the spread for different dietary needs.

Classification based on fat content

The European Community (EC) Council Regulation No. 2991/94 established a comprehensive framework for classifying spreadable fats based on their fat percentage. This regulation was designed to prevent consumer confusion between products like butter, margarine, and lower-fat alternatives by clearly differentiating them according to fat content and origin.

Under this system, spreadable fats are defined as products with a fat content of at least 10% but less than 90% by weight, which remain solid at 20ยฐC. The regulation designates three types of spreads – milk fat spreads, fat (non-dairy) spreads, and blended spreads – each available at different fat levels. Here are the six key fat-level categories:

Full-fat (80-90% fat): This is the highest fat category for spreadable products. Traditional butter falls here with a minimum of 80% milk fat. Similarly, full-fat margarine contains 80-90% fat derived from vegetable and/or animal fats. Blends – which combine dairy and non-dairy fats – also have a full-fat variant at this level. These products offer the richest flavour and creamiest texture, making them popular for baking, cooking, and table use.

Three-quarter-fat (60-62% fat): Also known as reduced-fat spreads, these contain roughly three-quarters of the fat found in their full-fat counterparts. You’ll find three-quarter-fat butter, three-quarter-fat margarine, and three-quarter-fat blends in this category. They strike a balance between flavour and calorie reduction.

Half-fat (39-41% fat): These are the low-fat or light variants. Half-fat butter, half-fat margarine, and half-fat blends fall in this group. As noted in a review published in the Journal of Food and Drug Analysis, the EU regulation specifically allows the terms “low-fat” or “light” to be used for products at this fat level. These spreads are a go-to choice for consumers aiming to reduce their overall fat intake.

Other specified fat levels: The regulation also accounts for products that do not fall neatly into the above three tiers. For dairy products, the designation “Dairy spread X%” is used for products with milk fat content less than 39%, between 41% and 60%, or between 62% and 80%. Similarly, “Fat spread X%” and “Blended spread X%” designations cover non-dairy and blended products at these intermediate or lower fat levels.

Classification based on origin of fat

The second major way to classify fat spreads is by looking at where the fat comes from. This is particularly important for consumers with dietary preferences or restrictions – such as those avoiding animal-derived fats, or those who specifically want the taste and nutrition of dairy fat.

Milk fat spreads: These are made exclusively from dairy-derived fat. Butter is the most well-known example, produced from cream and containing around 80-82% milk fat. Milk fat spreads are characterised by their rich, creamy flavour that is highly valued in culinary traditions worldwide. They are naturally higher in saturated fats, which contributes to their solid texture at cool temperatures. Under the EU regulation, any product labelled as a milk fat product must derive its fat content solely from milk or milk-derived sources.

Vegetable fat spreads (non-dairy spreads): These spreads use plant-based oils and fats – such as sunflower oil, soybean oil, palm oil, or rapeseed oil – as their fat component. Margarine is the most common example. According to the EU Regulation 2991/94, for a product to be classified as margarine or a fat spread (non-dairy), the milk fat content must be less than 3% of total fat content. Vegetable fat spreads are generally lower in saturated fats and may be enriched with essential vitamins like A and D. They appeal to consumers following vegetarian, vegan, or heart-health-focused diets.

Blended fat spreads (mixed fat spreads): These combine dairy fat with vegetable or other animal fats. The EU framework requires that the milk fat content in blended products should be between 10% and 80% of total fat content. Indian dairy technology resources note that mixed fat spreads contain a blend of milk fat with one or more of hydrogenated, unhydrogenated, refined edible vegetable oils, or interesterified fat. These products aim to deliver a buttery flavour while incorporating the nutritional benefits of plant-based oils.

Indian standards for fat spreads

India has its own classification system for fat spreads, governed by the Food Safety and Standards Authority of India (FSSAI). Under FSSAI regulations (Sub-regulation 2.2.5), fat spreads are classified into three types based on the origin of fat:

Milk fat spread: The fat content is exclusively derived from milk fat. The product label must clearly declare the fat content.

Mixed fat spread: The fat is a combination of milk fat with hydrogenated, unhydrogenated, refined edible vegetable oils, or interesterified fat. The label must declare both the milk fat content and total fat content separately.

Vegetable fat spread: The fat comes from a mixture of two or more types of refined vegetable oils. Vegetable fat spreads in India must contain a minimum of 25 IU of synthetic vitamin A per gram at the time of packaging.

In terms of fat content, Indian standards historically recognised two grades under AGMARK certification: medium-fat spreads with 60.1-80.0% fat and low-fat spreads with 40.0-60.0% fat. It is worth noting that FSSAI regulations also require fat spreads to be sold in sealed packages of no more than 500 grams, and the word “butter” cannot appear on the label of a fat spread product.

Codex Alimentarius classification

At the international level, the Codex Alimentarius Commission – a joint body of the FAO and WHO – provides guidelines that many countries use as a reference for their own regulations. Under Codex standards, fat spreads where milk fat does not exceed 3% of total fat are separated into two categories: margarine (fat content above 80%) and fat spreads (fat content below 80%). Blended spreads, where milk fat is more than 3% of total fat, are similarly divided into blends (above 80% fat) and blended fat spreads (below 80% fat).

These international guidelines help ensure that products are labelled and marketed consistently, reducing confusion for consumers across different countries.

Why does this classification matter?

Understanding how fat spreads are classified is not just an academic exercise – it has practical implications for everyday food choices.

Nutritional awareness: The fat content of a spread directly affects its calorie density. A full-fat butter at 80% fat will deliver roughly twice the calories per serving compared to a half-fat spread at 40% fat. For people managing their weight or dealing with conditions like cardiovascular disease, choosing a reduced-fat or low-fat spread can be a meaningful dietary adjustment.

Saturated vs. unsaturated fat: The origin of fat matters for heart health. Dairy-based spreads tend to be higher in saturated fats, while vegetable-based spreads often contain more unsaturated fats – particularly monounsaturated and polyunsaturated fatty acids. As EUFIC (European Food Information Council) explains, dietary fats are vital for energy, cell structure, and vitamin absorption, but the type and amount consumed influence long-term health outcomes.

Dietary preferences: People following plant-based or vegan diets need vegetable fat spreads exclusively. Those who prefer the taste and tradition of dairy can opt for milk fat spreads. Blended spreads offer a middle ground for those who want dairy flavour with a better fatty acid profile.

Regulatory compliance: For manufacturers and food businesses, correct classification ensures that products meet legal labelling requirements. In the EU, using the term “butter” is restricted to products with at least 80% milk fat. In India, FSSAI mandates that fat spreads cannot carry the word “butter” on their labels. These regulations protect consumers from misleading marketing.

How to read fat spread labels

When you pick up a tub or packet of spread from the supermarket, here are a few things to look for:

Fat percentage: Check the total fat content. Full-fat spreads sit above 80%, reduced-fat options range from 60-62%, and low-fat or light variants are around 39-41%. Products at other fat levels will typically state the percentage on the label.

Type of fat: Look at the ingredient list to see whether the spread uses milk fat, vegetable oils, or a blend. If you’re avoiding saturated fat, a vegetable fat spread with oils like sunflower, rapeseed, or olive oil is a better bet.

Added nutrients: Many lower-fat vegetable spreads are fortified with vitamins A and D, and some may contain added plant sterols or stanols, which can help manage cholesterol levels.

Trans fat content: In India, FSSAI regulations specify that vegetable fat spreads and mixed fat spreads should not contain trans fatty acids beyond the permitted limit. Always check the nutrition panel for trans fat information.

A quick comparison of major fat spread types

To summarise the classification at a glance: full-fat spreads (80-90% fat) include butter, margarine, and blends – these are the richest in flavour and calories. Three-quarter-fat or reduced-fat spreads (60-62% fat) offer a moderate reduction. Half-fat or light spreads (39-41% fat) cut the fat content significantly. And within each of these fat levels, the spread can be made from milk fat exclusively, from vegetable or animal fats with minimal dairy, or from a blend of both.

This two-dimensional classification – fat level and fat origin – gives consumers and regulators a clear framework for understanding the vast range of spreadable fat products available in the market today.
