India’s agricultural sector is far more than a source of food. It is the backbone of the national economy, a provider of mass employment, a supplier of raw materials to industries, and a steward of the natural environment. Agriculture provides livelihoods to roughly 55% of the country’s population, making its goals broad, interconnected, and critically important. Understanding these goals – both primary and multifunctional – is essential for anyone studying agricultural policy or rural development in India.

Primary goals of India’s agricultural sector

The agricultural sector in India operates with four core primary goals: achieving self-sufficiency in food, ensuring livelihood security, generating income for farming households, and supplying affordable raw materials to agro-industries. Each of these goals reflects a different dimension of agriculture’s role in the country’s development.

Self-sufficiency in food

Food self-sufficiency means producing enough food domestically to meet the nation’s needs without excessive dependence on imports. This goal has deep historical roots. India’s vulnerability was exposed sharply in the mid-1960s through successive droughts and dependence on food aid from the United States. The Green Revolution of the late 1960s and early 1970s transformed the situation, enabling India to move from a food-deficit to a food-surplus nation in key cereals.

Today, India is among the world’s largest producers of wheat, rice, cotton, and sugarcane. However, self-sufficiency remains an evolving challenge. The consumer food price index contributes 39% to India’s total consumer price index, which means agricultural output directly impacts inflation and household purchasing power. The country still imports significant quantities of pulses and edible oils, indicating that complete self-sufficiency is an ongoing policy target rather than an accomplished fact.

The National Food Security Mission (NFSM), launched in 2007, aimed to increase annual production by 10 million tonnes of rice, 8 million tonnes of wheat, and 2 million tonnes of pulses by the close of the Eleventh Five-Year Plan. Such missions reflect the government’s sustained commitment to ensuring adequate domestic food supplies at affordable prices.

Livelihood security

Livelihood security goes beyond merely having a job. It encompasses stable income, risk mitigation, and access to opportunities for economic advancement. Nearly three-quarters of India’s families depend on rural incomes, and the majority of India’s poor – around 70% – are found in rural areas. For them, agriculture is not just an occupation; it is a survival system.

Livelihood security in agriculture is achieved through several mechanisms. Crop diversification reduces farmers’ dependence on a single crop. Allied activities such as dairy, poultry, and fisheries provide supplementary income streams. Programs like the Farmer FIRST Program (FFP) implement location-specific agricultural interventions across 15 distinct agroecological zones, targeting livelihood and nutritional security simultaneously.

Despite this, challenges persist. Small and fragmented landholdings make technology adoption difficult, and regional disparities remain sharp – states like Madhya Pradesh, Jharkhand, and Chhattisgarh consistently rank low on the India State Hunger Index. Addressing livelihood security, therefore, requires both productivity improvement and targeted social protection.

Income generation

While livelihood security focuses on stability, income generation is about growing the earnings of farming households over time. Agriculture’s share in India’s nominal GDP stands at 18%, and its performance directly shapes rural purchasing power and the wider economy.

Income growth in agriculture depends on higher productivity, better market access, and reduced post-harvest losses. Government initiatives such as the electronic National Agriculture Market (eNAM) – a pan-India trading portal connecting regulated wholesale markets – aim to give farmers direct access to buyers and fairer prices. The Kisan Credit Card (KCC) scheme, the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN), and the RKVY-RAFTAAR program all target income enhancement by reducing input costs, offering credit access, and promoting entrepreneurship.

The livestock sector is particularly significant here – it contributed 4.90% of total Gross Value Added (GVA) nationally and 28.4% to agricultural GVA in 2020-21, while also serving as a capital reserve for low-income farming households.

Supply of raw materials to agro-industries

A critical but often overlooked goal of Indian agriculture is its role as the primary raw material supplier to the country’s agro-based industries. Agro-based industries use agricultural products as inputs and play a vital role in rural employment, value addition, and export earnings. These range from food processing and dairy to textiles, sugar, leather, and biofuels.

The link between agriculture and industry is economically significant. India’s food processing sector accounts for 32% of the country’s total food market and ranks fifth globally in terms of production, consumption, exports, and growth potential. The textile industry alone – which depends on cotton and jute as agricultural inputs – provides over 45 million jobs and contributes approximately 2% to GDP.

Agro-industrial integration strengthens the rural economy by reducing transportation costs, creating rural employment, and improving farmers’ income by increasing demand for agricultural raw materials. When agro-industries procure directly from farmers, they eliminate middlemen and give producers a larger share of the final product value.

The multifunctional goals of agriculture

Beyond the four primary goals, modern agricultural policy increasingly recognizes that farming serves society in ways that go well beyond production. This is known as the multifunctional perspective – agriculture simultaneously delivers environmental, ecological, food safety, and socio-cultural outcomes.

Conservation of land and water resources

Agricultural land and freshwater are finite resources. Their overexploitation threatens long-term food production capacity. India’s National Mission on Sustainable Agriculture addresses water use efficiency, soil health management, and nutrient management as central pillars of agricultural sustainability.

In practice, this means promoting drip irrigation, rainwater harvesting, and drought-resistant varieties. The Per Drop More Crop initiative under PMKSY covered 95.58 lakh hectares by December 2024, with over Rs. 21,968 crore released to states for micro-irrigation. Soil health cards, which now integrate with GIS mapping systems, help farmers manage soil fertility scientifically and reduce unnecessary chemical inputs.

Protection of the natural environment and biodiversity

Agriculture is both a user and a potential guardian of biodiversity. India presents a complex interaction between food systems and conservation, shaped by its vast ecological diversity, high population density, and deep dependence on land-based livelihoods. When agriculture expands without ecological safeguards, it poses risks to native species and habitats.

Conversely, traditional and diversified farming systems actively support biodiversity. Agroforestry systems contribute to biodiversity conservation, watershed protection, carbon sequestration, and climate change mitigation, making them a key tool for reconciling food production with environmental protection. India’s promotion of Zero Budget Natural Farming (ZBNF) in states like Andhra Pradesh and the push for organic farming in the Northeast reflect policy efforts to align agriculture with biodiversity goals.

Programs focused on agrobiodiversity conservation – particularly in biodiversity hotspots of peninsular India – aim to conserve traditional crop varieties and indigenous knowledge, which are essential for building resilience against climate variability.

Provision of safe and high-quality food

Producing enough food is only part of the challenge. Producing food that is safe, nutritious, and of acceptable quality is equally critical. According to the Global Food Security Index 2022, India has a 16.3% prevalence of undernutrition – a paradox for a country that is among the largest food producers globally.

This paradox underscores the importance of quality alongside quantity. India has actively promoted millets through the Sub-Mission on Nutri-Cereals, recognizing their nutritional value and role in supporting smallholder livelihoods. The country’s initiative was recognized globally when the UN General Assembly declared 2023 the International Year of Millets.

Food safety also requires robust regulation of pesticide use, food processing standards, and supply chain hygiene. The National Food Security Act, 2013, provides subsidized food grains to nearly two-thirds of India’s population, addressing access to food, but policymakers must also ensure that what is distributed meets nutritional quality standards.

Socio-economic and cultural development of rural areas

Agriculture is the foundation of rural society in India. Its health determines the economic vitality and cultural identity of hundreds of thousands of villages. Agricultural income drives rural development by improving purchasing power and living standards, while government investments in agricultural infrastructure improve quality of life in rural areas.

Rural cultural life – festivals, crafts, food traditions, and community institutions – is deeply tied to the agricultural calendar and the farming ecosystem. Strengthening local institutions such as Gram Sabhas and scaling up climate-adaptive practices is essential for linking conservation to food security and improved rural livelihoods. Farmer Producer Organizations (FPOs), self-help groups (SHGs), and cooperative models like Amul are examples of institutional structures that support both economic and social development in rural India.

Rural livelihood programs that empower communities to become self-reliant have been found to be particularly effective and well-suited for scaling up, reinforcing the idea that agriculture’s socio-economic role must be supported by inclusive institutional design, not just technical interventions.

Why these goals must be seen together

India’s agricultural goals – primary and multifunctional – are not separate silos. They are deeply interconnected. Achieving food self-sufficiency without conserving water and soil undermines that very achievement in the long run. Generating income without protecting biodiversity risks eroding the ecological base on which farming depends. Supplying raw materials to industries without ensuring safe food production creates a disconnect between agricultural output and human welfare.

Most of India’s agricultural policies formulated at the national and state levels have increasingly focused on incorporating strategies, innovations, and technologies that improve sustainable growth of the agri-food sector. The challenge for policymakers is to keep all these goals in balanced view, ensuring that short-term production pressures do not override long-term environmental and social sustainability.
