India feeds over 1.4 billion people, and behind that achievement lies a vast, evolving system of irrigation. Without reliable access to water, agricultural output is hostage to the monsoon – unpredictable, uneven, and increasingly erratic due to climate pressures. Irrigation changes that equation. It gives farmers control over when and how much water their crops receive, making it possible to cultivate year-round, grow higher-yielding varieties, and withstand dry spells. The story of India’s irrigation development is one of long-term state investment, infrastructure expansion, and an ongoing effort to modernize water use in farming.

Why irrigation matters so much to Indian agriculture
India’s total arable land stands at approximately 160 million hectares, yet historically, only a fraction of it has had access to reliable irrigation. According to data from Wikipedia’s overview on irrigation in India, around two-thirds of India’s cultivated land remains dependent on monsoon rainfall, which is both unreliable and unevenly distributed. Regions that receive too little rain struggle with crop failure; regions that receive too much face flooding and waterlogging. This climatic vulnerability makes artificial irrigation not a convenience but a necessity.
The benefits of irrigation extend well beyond crop yield. Irrigation infrastructure – canals, reservoirs, tube wells – also helps recharge groundwater, provides drinking water to rural populations, supports hydroelectric generation, and contributes to flood control. As documented in India’s irrigation records, dams built for irrigation purposes serve multiple roles, including electricity production and water supply to urban and rural settlements. This multiplier effect makes investment in irrigation among the most productive uses of public agricultural spending.
From 10 million to 95 million hectares: the post-independence expansion
At independence in 1947, India’s irrigated area under major and medium projects stood at roughly 10 million hectares. By 2004, that figure had grown to approximately 95 million hectares – a nearly tenfold increase driven by sustained government investment across successive Five-Year Plans. This expansion was not accidental; it reflected a deliberate national policy to build water infrastructure as the backbone of food security.
India has spent โน16,590 crore on irrigation development between 1950 and 1985 alone. Subsequent Five-Year Plans escalated this commitment significantly – the 10th and 11th Five Year Plans proposed investments of โน1,03,315 crore and โน2,10,326 crore respectively on irrigation and flood control. These figures reflect how central water infrastructure was to India’s development planning.
The largest component of this expansion came through major and medium irrigation projects – large dams, reservoirs, and canal networks that can irrigate thousands of hectares. India also expanded minor irrigation, which covers projects designed to irrigate up to 2,000 hectares and includes tanks, small dams, and local diversion channels. Together, these two categories form the backbone of India’s water distribution system for agriculture.
Canal irrigation and the role of groundwater
India’s canal network is among the most extensive in the world, concentrated primarily in the Ganges-Yamuna basin. Most canal irrigation in India is in the network of the Ganges-Yamuna basin, mainly across Punjab, Haryana, and Uttar Pradesh, with smaller networks in Tamil Nadu, Karnataka, and Kerala. The largest single canal is the Indira Gandhi Canal in Rajasthan, stretching approximately 650 kilometres and bringing water to one of India’s most arid regions.
However, canal irrigation has its limitations. Infrastructure deterioration, siltation of reservoirs, and poor maintenance have contributed to stagnant or declining canal irrigation coverage in many areas since the 1980s. Data from the Directorate of Economics & Statistics shows that area irrigated by canals has been largely stagnant since the early 1980s, with actual rates of growth likely even lower due to infrastructure decline and reduced effective water delivery.
The gap has been filled primarily by groundwater-based irrigation, especially tube wells. At 39 million hectares, India has the world’s largest groundwater well-equipped irrigation system, ahead of China at 19 million hectares and the United States at 17 million hectares. Tube wells now account for approximately 65% of India’s total irrigation, giving farmers direct, on-demand access to water without dependence on canal schedules.
The Accelerated Irrigation Benefits Programme (AIBP)
Despite decades of investment, by the mid-1990s, a large number of irrigation projects across India remained incomplete – delayed due to cost overruns, bureaucratic bottlenecks, and state-level resource constraints. To address this, the Government of India launched the Accelerated Irrigation Benefits Programme (AIBP) in 1996-97, providing central loan and grant assistance to states to complete stalled major and medium irrigation projects.
Since its inception, 293 major and medium projects have been included under AIBP, of which 141 were completed and 147 remained ongoing as of 2011. The programme created an irrigation potential of 63.46 lakh hectares through major and medium projects, and an additional 8.88 lakh hectares through minor projects. Over 12,768 surface minor irrigation schemes were sanctioned, with more than 9,000 completed.
The financial scale of AIBP has been substantial. State governments received approximately โน36,534 crore as central loan assistance and grants under AIBP for 268 major and medium irrigation projects and nearly 10,000 minor irrigation schemes. Projects in drought-prone, tribal, and flood-prone areas were given priority access to 90% grant funding – recognising that the most vulnerable farming communities often faced the greatest water insecurity.
However, AIBP has not been without criticism. A performance audit by the Comptroller and Auditor General (CAG) in 2019 found irregularities including improper inclusion of projects, diversion of funds worth โน1,578 crore across 13 states, and failure by the Ministry of Water Resources to enforce penalty provisions against projects facing delays of up to 18 years. These findings underscored the need for stronger governance frameworks in large-scale public irrigation programmes.
In 2015-16, AIBP was subsumed into the broader Pradhan Mantri Krishi Sinchayee Yojana (PMKSY), which brought together multiple water and irrigation missions under a single umbrella with the motto Har Khet Ko Pani (Water to Every Field) and More Crop Per Drop.
Modern irrigation: micro-irrigation and the Per Drop More Crop initiative
Expanding the area under irrigation is only part of the challenge. Equally important is using water more efficiently. Traditional flood irrigation – where water is simply directed across a field – wastes large volumes through runoff and evaporation. Modern micro-irrigation technologies, particularly drip irrigation and sprinkler systems, deliver water directly to the root zone of plants, dramatically reducing waste.
The PMKSY’s Per Drop More Crop (PDMC) component specifically targets the adoption of these micro-irrigation systems, incentivizing farmers through subsidies and technical support. From FY16 to FY25, โน21,968 crore was released to states under the PDMC scheme, bringing 95.58 lakh hectares under micro-irrigation – more than double the coverage in the pre-PDMC period.
The results on the ground have been meaningful. The coverage of irrigation area increased from 49.3% to 55% of India’s gross cropped area between FY16 and FY21, while irrigation intensity rose from 144.2% to 154.5%, according to India’s Economic Survey 2024-25. Higher irrigation intensity means farmland is being cropped more than once per year – a direct measure of improved agricultural productivity enabled by better water access.
Supporting this push, the government established a Micro-Irrigation Fund (MIF) of โน5,000 crore through NABARD to help states expand micro-irrigation coverage. Micro-irrigation currently covers only 10 million hectares against an estimated potential of 70 million hectares, suggesting that despite recent progress, the majority of the opportunity remains untapped.
Irrigation’s impact on crop productivity
The relationship between irrigation and crop yield is direct and well-documented. Access to reliable water allows farmers to use high-yielding seed varieties that require consistent moisture, apply fertilizers effectively (which need adequate water for uptake), and grow a second or third crop in the same year. These gains compounded across India’s agricultural sector contributed significantly to the Green Revolution of the 1960s and 1970s, which transformed India from a food-deficit to a food-surplus nation.
India’s irrigation potential has been estimated at 139.89 million hectares, of which 108.2 million hectares – about 77% – has been utilized so far. Bridging the remaining gap is one of the most important levers available to raise agricultural output, particularly in rain-shadow regions of Maharashtra, Karnataka, Andhra Pradesh, and Rajasthan, where farmers remain highly vulnerable to drought.
Canal command areas, where farmers have access to perennial canal water, consistently show higher cropping intensity and better yields compared to rain-dependent areas. The Bhakhra Nangal project, for instance, irrigates roughly 1.5 million hectares across Punjab, Haryana, and Rajasthan, and played a direct role in making Punjab India’s agricultural granary. Similar transformations are underway in Gujarat through the Sardar Sarovar Project on the Narmada River, which brings water to chronically drought-prone areas of Kutch and Saurashtra.
Challenges ahead
India’s irrigation progress has been significant, but the sector faces serious structural challenges. Groundwater depletion is a growing concern – decades of unregulated tube well extraction have lowered water tables sharply in states like Punjab, Haryana, and parts of Rajasthan. The steep rise in tube well-based irrigation, while expanding access, has contributed to groundwater stress that may undermine agricultural sustainability in the medium term.
Canal systems, meanwhile, suffer from deteriorating infrastructure, poor maintenance, and inefficient water allocation. Waterlogging and soil salinity – byproducts of excessive or poorly managed irrigation – have rendered significant areas of previously productive farmland less fertile. These challenges call for not just more irrigation infrastructure, but smarter, better-managed water systems that balance coverage with sustainability.
The government’s ongoing push through PMKSY, combined with state-level watershed development programs and the expansion of micro-irrigation, represents a shift in approach – from simply increasing the irrigated area to using water more productively per hectare. This dual strategy of coverage and efficiency will be critical as India navigates a future of population growth, shrinking water availability, and climate variability.
