India is the world’s largest producer of milk, yet the quality of milk reaching consumers has long been a concern. Millions of smallholder dairy farmers across the country rely on traditional methods that, while effective in volume, often fall short of modern hygiene and safety standards. Recognizing this gap, the Indian government launched a dedicated scheme to strengthen infrastructure for quality and clean milk production – targeting the entire chain from the moment of milking to final delivery to the consumer. This initiative addresses not just equipment and facilities, but also the knowledge, habits, and practices of every person involved in milk handling.

Understanding the scheme: objectives and scope

The National Programme for Dairy Development (NPDD), implemented by the Department of Animal Husbandry and Dairying (DAHD) under the Government of India, is the central policy vehicle for this effort. First launched in February 2014 and significantly restructured in July 2021, the NPDD now operates under two components and is being implemented from 2021-22 to 2025-26 with a total budget of Rs. 1,790 crore.

The scheme’s core objectives, as stated by DAHD, are threefold: to create and strengthen infrastructure for quality milk, including cold chain linkages from the farmer to the consumer; to provide training to dairy farmers for clean milk production; and to create widespread awareness on quality and clean milk production practices. Alongside the NPDD, the Dairy Processing and Infrastructure Development Fund (DIDF) – set up with a corpus of Rs. 8,004 crore with NABARD – focuses on modernizing older milk processing plants and expanding chilling and value-added product infrastructure across dairy cooperatives.

Additionally, USDA reporting confirms that the Indian government has been implementing a specific Strengthening Infrastructure for Quality and Clean Milk Production Program (valued at approximately INR 300 million) as a food safety initiative aimed directly at farm and village-level milk quality throughout the supply chain.

Why clean milk production matters

Clean milk is not simply milk that looks clean. Clean milk production (CMP) refers to obtaining raw milk from healthy animals under hygienic conditions, with very low counts of harmless bacteria and complete freedom from chemical residues, physical contaminants, and biological hazards. CMP involves a set of preventive practices that keep the animal disease-free, ensure the milker follows hygiene protocols, and guarantee that equipment and storage do not introduce new contamination.

The stakes are high. A study published in the Indian Journal of Dairy Science surveying 300 dairy farmers across Punjab found that ignorance and lack of scientific knowledge remain the principal barriers to quality milk production. The same study detected E. coli contamination in 24% of farm milk samples and found elevated somatic cell counts – clear indicators of poor hygiene adherence. Separate research across peri-urban Jaipur found that nearly 90% of dairy barns were not cleaned properly before milking, and only 2% of farmers practiced post-milking teat dipping.

These findings underscore a reality the government’s scheme is designed to address: infrastructure alone is not enough. Knowledge, awareness, and behavioral change at the farm level are equally critical.

Key components of the infrastructure scheme

Cold chain and milk testing infrastructure

One of the most impactful interventions under the scheme is the establishment and strengthening of cold chain infrastructure at the village level. Milk is highly perishable – once extracted, bacterial growth begins rapidly if the milk is not cooled promptly. The scheme funds the setup of Bulk Milk Coolers (BMCs) at collection points, milk testing laboratories, and automatic milk collection units. Component A of the NPDD specifically focuses on creating and strengthening quality milk testing equipment and primary chilling facilities for State Cooperative Dairy Federations, District Milk Producers’ Unions, Self Help Groups, and Farmer Producer Organisations.

The importance of the cold chain cannot be overstated. As highlighted by EDairy News India, many small farmers in rural areas still lack reliable electricity and access to refrigerated transport, making government-backed cold chain infrastructure investment a direct lifeline for milk quality. The scheme also funds electronic milk adulteration testing equipment at the village level, enabling quick detection of water, urea, or other adulterants before milk enters the processing chain.

Milking procedures and hygiene at the farm level

The scheme sets out to improve milking procedures from the ground up. Clean milk production guidelines emphasize several non-negotiable practices: the milking area must be cleaned and sanitized before and after each milking session; the milker must wash and sanitize hands, wear clean clothes and a cap, trim nails, and avoid communicable diseases; and animals should have their udders washed before milking. The use of stainless steel milking utensils over plastic containers is stressed because plastic surfaces harbor bacterial biofilms that are difficult to sanitize.

Animal management is an equally important dimension. Sick animals should never be milked for collection; milk from animals under veterinary treatment must be discarded during the drug withdrawal period; and annual tuberculosis and brucellosis testing is recommended. Mastitis – a bacterial infection of the udder – is one of the most common causes of poor milk quality and elevated somatic cell counts in India. Preventing and managing mastitis through udder hygiene, teat dipping, and regular veterinary checks is central to any clean milk production effort.

Training and capacity building

Training farmers is specifically listed as a core objective of the NPDD and the associated infrastructure scheme. Under the scheme’s framework, training activities receive 100% grant funding, reflecting how seriously the government treats awareness and capacity building. Farmers are trained in good hygienic practices, good manufacturing practices, mineral supplementation, green fodder cultivation, milch animal rearing, and clean milk production methods.

Research consistently supports this emphasis on training. A study analyzing dairy farmers in Anand district found that nearly three-fifths of respondents showed a medium level of technological gap in good dairy farming practices, particularly in animal health, hygienic milking, and nutrition management. The study concluded that comprehensive awareness and training programs tailored to specific gaps are essential – not optional – for lifting farm-level milk quality.

The scheme also channels funding through the National Dairy Development Board (NDDB) for conducting targeted training, overseas exposure visits for cooperative leaders, concurrent evaluations, and impact studies, ensuring that capacity-building efforts are continuously monitored and refined.

Awareness creation using multimedia tools

Awareness creation goes beyond formal training sessions. The programme supports the use of posters, video demonstrations, and village-level outreach to reach farmers who may have limited literacy or access to formal extension services. Research from peri-urban Delhi found that while many dairy farmworkers had satisfactory knowledge about handwashing before milking, fewer than 50% understood the importance of clean clothes, preventing tobacco use near animals, or the use of teat dip solutions. Bridging these awareness gaps requires accessible, visual, and vernacular communication – exactly what the scheme’s media outreach components aim to deliver.

Funding structure and implementing agencies

The scheme uses a differentiated funding model to ensure equity across states. For milk procurement, chilling, and processing components, the central-state cost sharing is 75:25 for North Eastern, hilly states, and Union Territories, and 50:50 for other states. Training and monitoring activities receive 100% central funding. The scheme is implemented through State Cooperative Dairy Federations and Unions for cooperatives, State Rural Livelihood Missions for Self Help Groups, and directly through NDDB for Milk Producer Companies and Farmer Producer Organisations.

Complementing the NPDD, the Animal Husbandry Infrastructure Development Fund (AHIDF) – now merged under the Infrastructure Development Fund (IDF) with a total outlay of Rs. 29,610 crore extended to 2025-26 – provides further incentives for private investment in dairy processing, value addition, and quality infrastructure. Together, these schemes represent one of the most comprehensive public investment frameworks in dairy quality infrastructure in the world.

Challenges and the road ahead

Despite significant policy investment, challenges remain. Field studies continue to highlight gaps in clean water access, inconsistent adoption of hygiene practices, limited reach to small and marginal farmers, and insufficient follow-through on post-training behavior change. Unreliable electricity in rural areas undermines even well-installed cold chain equipment. Research on food safety practices in India has shown that value chain incentives alone do not automatically stimulate hygiene improvements among smallholders – direct farmer engagement, knowledge transfer, and quality-linked pricing are needed in combination.

Going forward, the integration of ICT tools – including blockchain-based traceability, near-real-time milk quality monitoring devices, and mobile extension services – represents the next frontier. The NPDD already includes ICT infrastructure funding, and advancements like solar-powered bulk milk coolers and IoT-enabled cold chain monitoring are being explored to overcome rural infrastructure limitations. The government’s White Revolution 2.0, aimed at expanding cooperative coverage and increasing dairy cooperative milk procurement by 50% over five years, adds further momentum to these quality-focused efforts.

What makes this scheme significant is its recognition that quality milk production is a systems problem – it requires investment in physical infrastructure, human knowledge, institutional support, and consumer awareness simultaneously. No single intervention works in isolation. The linking of farm-level hygiene practices to village-level cold chains, cooperative infrastructure, and national testing standards is what gives this programme its transformative potential.
