Picture a woman farmer in rural India, tending her fields at dawn while her neighbors prepare for the day ahead. She’s one of millions who form the backbone of global agriculture, yet when trade agreements are signed or agricultural policies are drafted, her voice is often absent from the room. This invisible presence has real consequences-not just for individual farmers, but for entire economies and the future of global food security. Gender inequality in agriculture creates a ripple effect that touches everything from household nutrition to international trade performance, and addressing it requires more than good intentions.

The invisible workforce driving agricultural trade

Women constitute nearly half of the agricultural labor force in developing countries, and in some regions of sub-Saharan Africa, they produce up to 80% of household food. Despite these staggering contributions, less than one in five landholders worldwide are women, even though they comprise nearly half of the world’s agricultural workforce. This disconnect between participation and recognition creates what economists call the “feminization of agriculture”-a phenomenon where women’s agricultural responsibilities increase while their formal recognition and access to resources lag behind.

Consider the coffee farms of East Africa or the rice paddies of Southeast Asia. Women perform the majority of labor-intensive tasks like weeding, harvesting, and post-harvest processing. Yet when it comes to selling the harvest, accessing credit for better seeds, or negotiating with exporters, they often find themselves sidelined. The land they work belongs to male relatives, the extension services visit their husbands, and the bank loans require collateral they cannot provide. This systematic exclusion doesn’t just affect individual women-it fundamentally undermines the productivity and competitiveness of entire agricultural sectors.

How gender gaps strangle trade performance

The connection between gender inequality and trade performance might seem indirect, but the economic evidence is compelling. Research by FAO shows that closing the gender gap in farm productivity and agrifood employment would increase global GDP by nearly USD 1 trillion and reduce food insecurity for 45 million people. When half of your agricultural workforce operates with one hand tied behind their backs, the entire economy suffers.

The credit conundrum

Access to credit sits at the heart of agricultural productivity and trade competitiveness. Farmers need loans to purchase quality seeds, invest in irrigation systems, buy fertilizers, and adopt new technologies that meet international quality standards. Yet women farmers face formidable barriers in accessing financial services. Globally, the share of female agricultural holders is just 12.8%, and without land titles, women cannot offer collateral for loans. Banks often view them as high-risk borrowers, even though studies consistently show that women are actually better credit risks in microfinance programs.

The numbers tell a sobering story. In Rwanda, for instance, over 10,000 farmers received agricultural credits in 2016, but only a quarter were women-despite nearly 80% of Rwandan women working in agriculture. This credit gap directly impacts export quality and quantity. Without access to improved seeds, modern equipment, or training in international standards, women-managed farms produce lower yields and struggle to meet the quality requirements of global markets. The result is fewer exportable surpluses and missed opportunities in international trade.

Land rights and market access

Land ownership represents more than just a title deed-it’s a passport to economic participation. Women’s limited land rights create cascading disadvantages throughout agricultural value chains. Without documented land ownership, women are excluded from government agricultural programs, cannot access competitive loan rates, and lack voting rights in farmer cooperatives. In India, women represent only 13.9% of all recorded landholders despite making up 65% of the agricultural workforce, effectively rendering them invisible in official agricultural systems.

This invisibility has profound implications for trade. When export-focused agricultural projects identify beneficiaries through land records, they systematically exclude women farmers. Training programs on export quality standards, market information systems, and trade networks all flow through formal channels that require recognized farmer status. Women working the same fields, growing the same crops, end up disconnected from the very initiatives designed to boost agricultural exports.

The productivity penalty of inequality

Gender inequality doesn’t just limit women-it actively reduces agricultural productivity for entire nations. Studies across multiple countries reveal that the gender productivity gap ranges from 20% to 30%, but this gap isn’t about capability. Research consistently shows that when women have equal access to productive resources, they’re just as efficient as male farmers. The difference lies entirely in access to inputs, technology, and services.

Imagine what closing this gap could mean for trade. If women farmers had the same access to seeds, fertilizers, training, and equipment as their male counterparts, agricultural output could increase by 20-30% in developing countries. For export-oriented economies, this isn’t just about feeding local populations-it represents billions in potential export earnings. Ghana’s cocoa sector, Bangladesh’s vegetable exports, and Kenya’s floriculture industry all rely heavily on women’s labor, yet systematically underinvest in supporting these women farmers to reach their full productive potential.

Building gender-sensitive trade policies

Recognizing the problem is the first step; crafting solutions requires integrating gender perspectives into trade policy design and implementation. This means moving beyond gender-blind policies that assume all farmers face the same barriers and opportunities. Gender-sensitive trade policies must account for the different economic roles, constraints, and opportunities that men and women experience in agricultural value chains.

Awareness and data collection

Effective policy starts with accurate information. Currently, comprehensive data on women’s participation in agricultural trade remains scarce. Many countries don’t collect sex-disaggregated data on agricultural production, export participation, or access to trade-related services. Without this baseline information, policymakers fly blind, unable to identify where interventions are most needed or measure whether policies are actually reaching women farmers.

The WTO’s 2017 Joint Declaration on Trade and Women’s Economic Empowerment represents progress, encouraging members to share gender-related information in trade policy reviews. However, translation from declaration to action requires sustained commitment. Countries need to invest in sex-disaggregated data collection systems, train extension workers to document women’s contributions, and develop indicators that capture women’s participation across different nodes of agricultural value chains.

Inclusive policy design

Gender-sensitive policies must address the specific barriers women face throughout agricultural trade chains. This includes reforming land tenure systems to ensure women can own and inherit land, designing credit programs that don’t rely solely on land collateral, and creating extension services that actively reach women farmers rather than defaulting to male household heads.

Several promising approaches have emerged. Some countries have established women-specific quotas in agricultural cooperatives and farmer organizations, ensuring women’s voices influence export strategies and quality standards. Mobile banking and digital payment systems help women receive direct payments for their produce, increasing their control over income. Training programs that include childcare support and flexible scheduling recognize women’s dual productive and reproductive responsibilities, making it possible for them to participate in capacity-building initiatives on export standards and market requirements.

Equitable treatment in trade promotion

Trade promotion initiatives-from export subsidies to market access programs-must be examined through a gender lens. Who benefits from trade missions to international buyers? Which farmers receive training in organic certification or fair-trade standards? Are trade finance facilities accessible to women entrepreneurs? Too often, the answer reveals a systematic bias toward larger, male-headed operations that are perceived as “market-ready.”

Equitable treatment doesn’t mean identical treatment. It requires acknowledging that women farmers may need targeted support to overcome historical disadvantages and structural barriers. This might include preferential access to export training programs, women-focused trade credit lines, or mentorship networks connecting women farmers with international buyers. Some bilateral trade agreements now include specific chapters on trade and gender, committing signatories to remove discriminatory barriers and promote women’s economic empowerment through trade.

The path forward

Addressing gender inequality in agricultural trade isn’t just a matter of fairness-it’s an economic imperative and a prerequisite for sustainable development. The potential gains are enormous: higher productivity, improved food security, stronger export performance, and more resilient rural economies. But realizing these gains requires moving beyond rhetoric to concrete policy action.

Governments must reform legal frameworks that restrict women’s land ownership and inheritance rights. Financial institutions need to develop credit assessment tools that look beyond land collateral to evaluate creditworthiness. Trade negotiators should ensure that bilateral and regional trade agreements include binding commitments on gender equality, not just aspirational language. Development partners must design agricultural export programs that explicitly target and monitor women’s participation.

Perhaps most fundamentally, we need to shift how we see and value women’s agricultural work. The woman farmer tending her fields at dawn isn’t an auxiliary laborer or a helper-she’s a producer, an entrepreneur, and a key driver of agricultural trade. Until our policies, programs, and trade agreements reflect this reality, we’ll continue leaving enormous potential untapped. Gender equality in agricultural trade isn’t a women’s issue-it’s everyone’s opportunity.
