India’s beekeeping industry as it stands today – commercially productive, geographically widespread, and increasingly export-oriented – owes a great deal to a single scientific experiment carried out in the early 1960s. Before that turning point, Indian apiculture relied almost entirely on native bee species that, while ecologically well-adapted, were unable to deliver honey yields suitable for commercial farming. The introduction of Apis mellifera, the European or Italian honeybee, changed that equation permanently.

What Indian beekeeping looked like before Apis mellifera

India is home to six bee species of commercial significanceApis dorsata (rock bee), Apis florea (dwarf bee), Apis cerana indica (Indian hive bee), Apis mellifera (European bee), Apis laboriosa (Himalayan bee), and Tetragonula iridipennis (stingless bee). Of these, only Apis cerana and the introduced Apis mellifera are suited to cultivation in managed hive boxes.

Before Apis mellifera arrived, Apis cerana was the workhorse of Indian beekeeping. It had been kept in log hives, clay pots, and wall cavities for centuries. The problem was not the bee’s temperament – it was its output. Apis cerana colonies are relatively small, carrying only a few thousand workers compared to the 50,000 typical of European honeybee colonies. Honey yields reflected that difference. The native bee also showed a higher tendency to abscond and swarm, susceptibility to wax moths, and low propolis production – all of which made it unsuitable for scaling into a commercial enterprise.

There had been repeated attempts to bring Apis mellifera into India dating all the way back to the 1880s, but none had succeeded in establishing a stable, self-sustaining population.

Prof. A.S. Atwal and the 1962 breakthrough

Prof. Avtar Singh Atwal was an entomologist at Punjab Agricultural University (PAU), Ludhiana, who had developed deep expertise in ecological principles through doctoral and postdoctoral research in Australia and Canada. In 1962, working alongside colleagues O.P. Sharma and N.P. Goyal, he made what would prove to be one of the most consequential interventions in the history of Indian agriculture.

The successful establishment of Apis mellifera was achieved in the erstwhile Punjab in 1962 through the “Interspecific Queen Introduction Technique,” and later expanded through the import of disease-free nuclei colonies.

The interspecific queen introduction technique explained

The core challenge with any species introduction is acceptance. Simply placing a foreign queen inside a hive of native bees would have resulted in the queen being rejected or killed. Prof. Atwal’s method worked around this by using the existing social structure of Apis cerana colonies as the entry point. The process involved three key steps.

First, an existing Apis cerana colony was rendered queenless – a state that makes worker bees biologically primed to accept a new queen. Second, an Apis mellifera queen was introduced using a protective cage that allowed workers to gradually become familiar with her pheromones before she was fully released. Third, the transition was closely monitored, with beekeepers intervening as needed to ensure successful egg-laying. Over time, as the Apis mellifera queen produced new offspring, the colony naturally transitioned to a full European honeybee colony. This was not a single event but a carefully managed biological handover.

Prof. Atwal was the first scientist in India to successfully introduce Apis mellifera in the early 1960s through this unique technique of interspecific queen introduction. The initial stock that entered India between 1962 and 1966 – imported queens and disease-free nuclei – became the genetic foundation for all A. mellifera colonies currently present in the country.

Why Apis mellifera was worth the effort

The ambition behind the introduction was straightforward: Apis mellifera simply produces far more honey. It yields four to five times more honey than Apis cerana, and its colonies are significantly larger and less prone to abandoning the hive. Current estimates place Apis mellifera hive yields at 25-35 kg annually under optimal conditions, compared to 12-18 kg for Apis cerana indica.

Beyond honey volume, Apis mellifera offered several practical advantages for farmers. It has a gentler temperament, making hive management safer. It adapts well to Langstroth-style moveable-frame hives, which allow beekeepers to inspect and manage colonies without destroying comb. It is also capable of producing additional high-value products – propolis, royal jelly, and bee venom – that Apis cerana produces at much lower levels. These characteristics collectively made it the preferred species for anyone serious about beekeeping as a livelihood rather than a subsistence activity.

Geographic spread and adoption across India

Beekeeping with Apis mellifera remained confined to Punjab and Himachal Pradesh up to the late 1970s. The initial expansion was limited by the availability of trained beekeepers and the logistics of colony multiplication. A significant next step came in 1982, when Dr. R.C. Sihag at Haryana Agricultural University introduced and established the species in Haryana, standardising management practices suited to semi-arid subtropical climates – making it possible to push the species into regions that had previously been considered unsuitable.

After 1975, Apis mellifera progressively replaced Apis cerana in several regions, particularly for commercial honey production. Today, A. mellifera is reared extensively across Punjab, Haryana, Himachal Pradesh, Uttar Pradesh, Bihar, Rajasthan, Jammu and Kashmir, and other north Indian states, and in central Indian states including Gujarat, Maharashtra, Madhya Pradesh, Chhattisgarh, and West Bengal.

One notable catalyst for southern expansion was the outbreak of Thai Sacbrood Disease, which devastated Apis cerana colonies in peninsular India. The threat of Thai Sacbrood disease in Apis cerana forced beekeepers to introduce Apis mellifera in south India as well.

Institutional support that scaled the introduction

Prof. Atwal’s technique unlocked the door, but scaling required organised institutional effort. Several bodies played key roles in distributing Apis mellifera colonies and training beekeepers.

The Central Bee Research and Training Institute (CBRTI), established at Pune in 1962 by KVIC in collaboration with the Maharashtra State Khadi and Village Industries Board, became the primary centre for honey bee research and scientific apiculture training. It contributed multiple management practices specifically tailored for Apis mellifera beekeeping, including protocols for queen production, comb management, and honey flow management.

Recognising the need for coordinated research and development, the Indian Council of Agricultural Research (ICAR) launched the All India Coordinated Research Project on Honey Bee Research and Training in 1981. With eight collaborating centres across India, this initiative aimed to strengthen honey bee research and promote modern beekeeping techniques. The original stock of queens and disease-free nuclei imported between 1962 and 1966 was multiplied and distributed to other states through this project, CBRTI, and the Khadi and Village Industries Commission.

More recently, the Government of India’s National Beekeeping and Honey Mission – part of the broader “Sweet Revolution” initiative – has further promoted scientific apiculture to boost honey production, generate rural employment, and support farmer income.

What the introduction achieved for Indian apiculture

The cumulative effect of these efforts is visible in the scale of India’s beekeeping industry today. India is the sixth largest natural honey exporting country, and during 2019-20, recorded honey exports of 59,536 MT worth over โ‚น633 crore. The country’s commercial beekeeping sector supports over 2 lakh farmers and beekeepers.

The economic logic of the introduction is also evident at the farm level. Though apiculture was prevalent since time immemorial in India, its commercialisation began only after the introduction of Apis mellifera. Cost-benefit analyses of beekeeping in Punjab and Haryana show output-input ratios of 2.46 and 2.06 respectively – meaning that every rupee invested in beekeeping generates nearly two and a half rupees in return in Punjab alone.

It is also worth noting that the value of honeybees extends well beyond honey jars. For every โ‚น1 earned from honey production, pollination services contribute โ‚น30-40 in increased agricultural output, making the true economic contribution of Apis mellifera to Indian farming far larger than the apiculture sector’s revenue figures suggest.

The limits of the success story

It would be incomplete to present the Apis mellifera introduction as an unqualified triumph without acknowledging the ecological considerations it raised. Because Apis mellifera evolved in temperate European and African climates, India’s tropical heat, monsoon cycles, and temperature fluctuations do create management challenges. High-density colonies can also compete with indigenous pollinators for floral resources. India’s beekeeping remains largely centred on honey production, with limited exploration of other high-value hive products and pollination services, and challenges such as disease outbreaks and fragmented floral resource planning continue to constrain the sector’s full potential.

In southern India in particular, Apis cerana remains more widely practised in many areas, being better adapted to local plant communities and climate. The coexistence of both species reflects the diversity of India’s agro-climatic zones and the different needs of smallholder versus commercial beekeepers.

A legacy built on one technique

What makes the 1962 introduction remarkable is not simply that it worked – it’s that the method Prof. Atwal devised was elegant enough to work at scale. The interspecific queen introduction technique did not require importing thousands of colonies. It leveraged the existing infrastructure of native beekeeping and let nature do the rest. The queens and disease-free nuclei brought into India between 1962 and 1966 formed the entire genetic basis of the country’s current Apis mellifera population – a biological legacy from a handful of hives six decades ago.

The story is also a reminder of what patient, institution-backed science can achieve in agriculture. Prof. Atwal’s work was individual in its insight but collective in its impact – it required PAU’s support, KVIC’s distribution network, ICAR’s research coordination, and eventually government policy to reach the millions of beekeeping households it transformed.
