India has one of the world’s largest agricultural economies, yet for decades, farmers were trapped in a fragmented marketing system – forced to sell their produce in local mandis at prices set by a handful of buyers. The e-National Agriculture Market (eNAM) was launched to change this reality. Introduced on April 14, 2016, eNAM is a pan-India electronic trading portal that networks existing Agricultural Produce Market Committee (APMC) mandis to create a single, unified national market for agricultural commodities. But launching a digital platform is one thing – making it work on the ground is another. The real story of eNAM lies in how it is implemented, and the best practices that determine whether a mandi thrives or stagnates on the platform.

What eNAM is and how it works

eNAM is managed by the Small Farmers Agribusiness Consortium (SFAC) under the Ministry of Agriculture and Farmers’ Welfare. The platform serves as a single window for all APMC-related services – commodity arrivals, quality and prices, buy-and-sell offers, and direct e-payment settlement into farmers’ bank accounts. As of early 2024, over 1.77 crore farmers and 2.53 lakh traders have registered on the platform, with 1,389 mandis from 23 states and 4 Union Territories integrated into eNAM.

The trading process on eNAM follows a clear sequence: a farmer brings produce to the mandi, the lot is registered at the gate and assigned a unique digital ID, the produce undergoes quality assaying, e-bidding takes place in real time among registered traders, and payment is made directly to the farmer’s bank account via NEFT, RTGS, or BHIM UPI. While eNAM functions as a virtual market, the physical flow of goods continues through the mandi – what changes is that all transactions, from lot entry to payment, are processed online.

Key focus areas for effective eNAM implementation

The revised operational guidelines of eNAM outline several focus areas that mandis must prioritize: notifying and trading the right commodities, increasing trader participation, growing the volume and value of trade, raising the number of bids per lot, promoting cashless transactions, and enabling inter-market and inter-state trading. Each of these areas requires specific on-ground actions – not just digital access, but real institutional effort.

Increasing trader participation

Trader participation is the backbone of competitive price discovery on eNAM. Without enough bidders, the platform cannot deliver better prices to farmers. For inter-state APMC trading, states can issue unified licenses allowing any eligible trader from across India to participate, irrespective of their domicile. This single-license system removes a major entry barrier. On top of this, states like Haryana have required commission agents to route a minimum share of total trade through the eNAM platform as a condition for license renewal, which directly boosts active participation. Awareness workshops, step-by-step registration support, and reduced transaction fees for early adopters have also been effective in bringing more traders onto the platform.

Building robust digital infrastructure

A digital marketplace is only as good as the physical infrastructure supporting it. Best-performing mandis have invested in setting up quality assaying labs, soil testing labs, digital weighing machines, high-speed broadband for traders and commission agents, LED display boards showing all-India commodity prices, and CCTV cameras for transaction transparency. These are not optional upgrades – they are the foundation for any mandi to function effectively on the eNAM platform. The central government provides financial assistance of up to ₹75 lakh per mandi for hardware, quality assaying equipment, and infrastructure like cleaning, grading, sorting, packaging, and compost units.

Promoting cashless transactions

One of the clearest indicators of eNAM maturity at a mandi is the degree of cashless adoption. APMC Rajkot in Gujarat stands as a benchmark – 100% of its transactions are conducted on the eNAM platform and are completely cashless, and its mandi revenue has grown by 10% as a result. Payments on eNAM are settled through RTGS, NEFT, and BHIM UPI, with funds transferred directly into the farmer’s bank account after a sale agreement is generated. To further support farmers, Rajkot also sends SMS alerts to each farmer with the highest bid price of their produce immediately after bidding, ensuring complete price transparency at the individual level.

Innovations that have strengthened eNAM

Over the years, eNAM has expanded beyond a simple bidding platform. Several new modules have made it significantly more farmer-friendly and accessible.

FPO trading module

The Farmer Producer Organisation (FPO) trading module was introduced during the COVID-19 pandemic to allow FPOs to upload their produce from collection centres or farm gates – with photographs and quality parameters – for online bidding, without physically bringing the produce to the mandi. This reduces logistics costs, decongests the mandi yard, and gives FPOs stronger bargaining power since more buyers can view their produce digitally. As of 2023, over 2,575 FPOs have been onboarded on the eNAM platform, and AI-based assaying equipment has been integrated to further enhance quality verification.

Warehouse-based trading and the logistics module

eNAM also launched warehouse-based trading through Electronic Negotiable Warehouse Receipts (e-NWR) from WDRA-approved warehouses, along with a dedicated logistics module, both introduced in April 2020. Farmers can now store their produce, receive an e-NWR, and trade against that receipt – allowing them to time their sale instead of being forced to sell at harvest when prices are lowest. The logistics module connects registered transport providers to the platform, helping coordinate the physical movement of goods after a trade is completed.

Platform of Platforms (PoP)

In July 2022, the government launched the Platform of Platforms (PoP) under eNAM, integrating multiple service providers – including trading platforms, transportation, sorting and grading, fintech services, and warehousing – into a single digital ecosystem. This means farmers, FPOs, and traders can access a wide range of market services through one interface, dramatically reducing fragmentation across the agricultural value chain.

Ensuring transparency in trade

Transparency is one of eNAM’s most important promises, and it is achieved through a combination of technology and process design. Every lot arriving at the mandi is assigned a unique digital ID that can be tracked until sale. Assaying labs provide standardized quality reports that form the basis of price bids, reducing disputes between buyers and sellers. Produce is graded, assayed, and weighed before electronic bidding begins in real time, ensuring that quality-linked pricing is enforced rather than left to negotiation. The auto sale agreement feature generates a sale record automatically after weighment, and all invoices are digitally stored.

To further strengthen this, mandis that perform well have also established dedicated helpdesks and grievance cells to address farmer and trader complaints – a practical transparency measure that builds trust in the system. Additionally, the convergence of other government schemes such as the Soil Health Card Scheme, National Food Security Mission, and Solar Photo Voltaic Pump programmes with eNAM has created a multi-service mandi experience, encouraging more farmers to visit and engage with the platform.

Success story: Sirsa, Haryana

Among the many mandis that have implemented eNAM, Sirsa in Haryana is frequently cited as a notable example of how a district can make the platform work effectively. A dedicated study examined the market profile and status of eNAM at APMC Sirsa, analysing the arrival and price patterns of major agricultural commodities before and after implementation.

Sirsa obtained a unified license for inter-state APMC trading, and the mandis charge only 1-2% as mandi tax from traders, with farmers fully exempted from any additional levy on their produce. This policy decision – keeping transaction costs low – is central to why traders and farmers found it worthwhile to participate. Haryana has 54 APMCs connected to eNAM out of 113 regulated mandis in the state, and Sirsa’s proactive approach to inter-state licensing and fee reduction has made it a reference point for other districts seeking to replicate similar outcomes.

Research on eNAM’s impact across states consistently shows that farmers from north India, including Haryana, have benefited in terms of price differences, receiving higher prices for their crops following eNAM implementation. In Haryana, a relatively high proportion of farmers – around 75% – use the eNAM mobile app, indicating stronger digital adoption compared to many other states.

The Nizamabad model: another benchmark

Equally instructive is the APMC Nizamabad in Telangana, which has become a comprehensive case study in eNAM best practices. Nizamabad successfully shifted from manual auction to e-tendering for price discovery, introduced a Direct Purchase Centre platform where farmers can sell without a commission agent, optimised mandi facilities by creating additional gate entry points, and digitised the weighment process entirely. The mandi also integrated storage and financing services, effectively converting the market from a simple trading point into a full-service agricultural hub.

Telangana as a whole has captured more than 10% of all India’s registered eNAM users – farmers, traders, and commission agents – despite having proportionately fewer markets, which points to the quality of implementation rather than mere numbers.

Remaining challenges and the way forward

Despite significant progress, eNAM implementation continues to face real-world barriers. Studies in Haryana found that around 82% of farmers reported a lack of information distribution, 62% faced difficulties with the selling process, and nearly all respondents cited challenges with online payment procedures and payment delays. These are not technical failures alone – they reflect gaps in training, connectivity, and institutional support at the mandi level.

Experts point to the need for improving internet connectivity in remote areas, modernising mandi hardware and software systems, and developing scientific sensitization campaigns tailored to different farmer profiles. Policy uniformity across states also remains a challenge, as agriculture is a state subject and APMC Act amendments vary in pace and depth. The overall eNAM vision of “One Nation, One Market” requires sustained commitment from state governments, mandi committees, and farmers alike.

What eNAM has demonstrated, through mandis like Sirsa and Nizamabad, is that the platform works when implementation is taken seriously – when infrastructure is in place, when farmers are trained, when traders are incentivized, and when the state actively supports reform. With a cumulative traded value exceeding ₹2.50 lakh crore recorded on the platform, the foundation is clearly there. The task now is to bring the remaining mandis and farmers into a system that has already proven its potential.
