Long before India’s Green Revolution made headlines, the foundations of organized agricultural management were being laid – not by independent policymakers, but under colonial rule. The British administration’s approach to farming in India was primarily revenue-driven, yet the institutions, departments, and commissions established during this period created a framework that would shape Indian agriculture for generations. Understanding how agricultural management evolved as a state concern under British rule helps explain why India’s farming sector looks the way it does today.

Agriculture before colonial administration

Before British rule took hold, Indian farming was largely subsistence-based. Village communities managed land collectively, and farmers grew primarily to feed themselves and their neighbors. Surplus grain was stored as a buffer against poor harvests – the only real insurance against famine. This system, while modest, was self-sustaining. The arrival of British colonial authority dismantled it systematically.

Under British colonial rule, agriculture was the main livelihood for more than two-thirds of the economically active population in South Asia, yet growth rates remained stagnant and rural inequality deepened throughout the colonial period. The shift from subsistence to commercial farming – driven by British demand for cotton, jute, indigo, and other cash crops – reduced the area under food grain cultivation and left rural communities increasingly vulnerable to harvest failures.

Establishment of agricultural departments

The British administration’s first formal step toward managing agriculture as a state concern came in the 1870s. The earliest event related to agricultural research in India was the establishment of Departments of Agriculture in each Indian province in 1880, based on the recommendations of the Famine Commissions. The first such department was set up in Bengal in 1871, with other provinces following suit over the next decade.

These departments were tasked with improving crop yields, introducing new seed varieties, and providing technical guidance to farmers. However, their effectiveness was constrained by a fundamental conflict of priorities: the primary aim of colonial agricultural policy was to maximize revenue for the British government, not to improve farmer welfare. Agricultural improvements were pursued only where they could demonstrably increase tax collection. This tension – between genuine development and revenue extraction – ran through every colonial agricultural initiative.

The role of famines in shaping policy

Nothing accelerated the formalization of agricultural management more than the catastrophic famines that struck India in the latter half of the 19th century. The large-scale loss of life during the series of famines between 1860 and 1877 was the direct cause of political controversy and discussion that led to the formation of the Indian Famine Commission.

The devastating famine of 1876-78 alone killed an estimated 5.6 to 10.3 million people across Bombay and Madras Presidencies. The British government established a series of drought relief committees and commissions, including the Strachey Commission in 1880, the Lyall Commission in 1896, and the MacDonnell Commission in 1900, each tasked with diagnosing causes and recommending preventive action.

The Famine Commission of 1880

The 1880 Famine Commission, led by Sir Richard Strachey, was particularly significant. The Commission identified that the loss of wages from lack of employment among agricultural laborers and artisans was the root cause of famines – not simply a shortage of food. It observed that food surpluses actually existed across provinces, but distribution and economic access remained broken. The Commission’s report led to the Famine Code of 1883 – a set of administrative guidelines for relief operations that became the basis for provincial famine response policies for nearly a century.

Critically, the 1880 Commission also recommended concrete agricultural improvements: better irrigation infrastructure, improved transportation networks, and storage facilities. The subsequent MacDonnell Commission in 1901 went further, urging the introduction of improved agricultural techniques, better seeds, and diversification of crops to enhance resilience, along with the opening of agricultural banks and improved irrigation. These recommendations directly shaped the next phase of institutional development in Indian agriculture.

The Imperial Agricultural Research Institute at Pusa

The single most important institutional development in colonial agricultural management was the founding of a dedicated research institute. The journey of what is today the Indian Agricultural Research Institute (IARI) began in 1905 at Pusa, Bihar, with a generous grant of ยฃ30,000 from an American philanthropist, Mr. Henry Phipps. Lord Curzon, then Viceroy of India, directed this donation toward building an agricultural research laboratory – a decision influenced by both famine prevention goals and the crisis facing indigo planters after German chemists synthesized aniline dye in 1899.

The institute, originally known as the Agricultural Research Institute (ARI), launched with five departments: Agriculture, Cattle Breeding, Chemistry, Economic Botany, and Mycology. A Bacteriology unit was added in 1907. Since Voelcker’s landmark report on the improvement of Indian agriculture in 1893, it had been recognized that agricultural progress in India must be based firmly on research – and the Pusa institute was the first serious attempt to institutionalize that principle.

From ARI to the Imperial Agricultural Research Institute

The institute’s name changed to the Imperial Institute of Agricultural Research in 1911 and again to the Imperial Agricultural Research Institute in 1919. Work at Pusa focused on developing rust-resistant wheat varieties, studying plant diseases, and improving cattle breeding – all directly relevant to the productivity challenges Indian farmers faced. Research on fungus pests and selective breeding of cattle was also carried out at the Pusa experimental farm.

A major earthquake struck Bihar in January 1934, severely damaging the institute’s main buildings. The earthquake forced a relocation: the institute was shifted to Delhi in July 1936, where it was formally inaugurated as the new Imperial Agricultural Research Institute. After independence, it was renamed the Indian Agricultural Research Institute (IARI) – the same institution that would later spearhead India’s Green Revolution through the development of high-yielding wheat varieties.

The Royal Commission on Agriculture, 1926-28

The most comprehensive review of Indian agriculture during the colonial period came toward the end of British rule. The Royal Commission on Agriculture was established in 1926 under the chairmanship of Lord Linlithgow to examine and report on the conditions of agriculture and rural economy in British India, submitting its final report in 1928.

The Commission examined every dimension of Indian farming – land revenue systems, irrigation, credit access, cooperative societies, agricultural education, and marketing facilities. Its recommendations included reducing land revenue rates, improving agricultural education, establishing cooperative credit societies, and expanding irrigation infrastructure. While implementation of these recommendations was slow and incomplete under colonial rule, the report served as a detailed blueprint that influenced Indian agricultural policy well into the post-independence era.

Legacy of colonial agricultural management

The institutions created during British rule – provincial agricultural departments, the Imperial Agricultural Research Institute, the Famine Code framework, and the Royal Commission’s policy recommendations – collectively represent the first systematic attempt to manage agriculture as a state responsibility in India. Between 1893-94 and 1945-46, the production of commercial crops increased by 85 percent while food crop output fell by 7 percent – a stark indicator that colonial management served extraction more than farmer welfare.

Yet the research infrastructure, the administrative templates, and even the policy debates generated during this period provided the institutional memory that newly independent India inherited in 1947. The IARI’s wheat research underpinned the Green Revolution. The provincial agricultural departments became the state agriculture ministries. The famine codes evolved into modern scarcity manuals. India’s post-independence agricultural policy was, in many ways, built on the foundations – and in conscious reaction to the failures – of the colonial system that preceded it.
