India’s agricultural sector supports nearly half the population, yet for decades, the farmer stood at the weakest end of the supply chain. Selling paddy or onions meant heading to the nearest Agricultural Produce Market Committee (APMC) mandi, dealing with local traders who set prices arbitrarily, and waiting days – sometimes weeks – for payment. Market information rarely travelled beyond district borders. The National Agriculture Market (eNAM), launched in April 2016, was the government’s answer to this structural problem: a pan-India digital trading platform designed to turn India’s fragmented mandi system into a unified, transparent, and competitive marketplace.

What eNAM is and how it works
eNAM is a pan-India electronic trading portal that networks existing APMC mandis to create a unified national market for agricultural commodities. It is implemented by the Small Farmers Agribusiness Consortium (SFAC) under the Ministry of Agriculture and Farmers’ Welfare and is fully funded by the Central Government. The platform does not replace the physical mandi – it digitises it. When a farmer brings produce to an eNAM-linked mandi, the commodity details and quality parameters are uploaded online, enabling buyers from across India to participate in a transparent electronic auction.
The system is built on three functional layers. The first is a unified online portal where farmers, traders, and buyers register once and access multiple mandis. The second layer consists of digital tools inside the mandi – electronic bidding, quality assaying equipment, digital weighing, and payment settlement. The third is a national dashboard that links markets across states, shows real-time arrivals and prices, and enables buyers to source produce beyond their local geography. Together, these components shift the mandi network from isolated yards to a connected marketplace.
The registration and trading process
Farmers register on the eNAM portal through the official website or via Common Service Centers (CSCs). Once registered, they bring their produce to the nearest eNAM-linked mandi, where it is graded, weighed, and uploaded to the platform with quality details. Registered buyers – traders, processors, or bulk purchasers – then bid online in real time. The highest bid is accepted, and the payment is transferred directly into the farmer’s bank account. This end-to-end digital process is intended to eliminate arbitrary pricing, reduce paperwork, and cut settlement delays.
Scale and reach: where eNAM stands today
Since its launch, the platform has grown considerably. According to the Press Information Bureau, 1,389 mandis across 23 states and 4 Union Territories had been integrated into eNAM as of early 2024, with more than 1.77 crore farmers and 2.53 lakh traders registered on the platform. Trade volumes had crossed 8.9 crore tonnes, with transactions worth over โน3.19 lakh crore.
The commodity coverage has also expanded significantly. The platform now facilitates trading in 247 agricultural commodities, covering cereals, pulses, oilseeds, spices, fibres, and select fruits and vegetables. State-wise, Rajasthan has the highest number of integrated APMCs (165), followed by Tamil Nadu (157) and Gujarat (144). States such as Karnataka, Uttar Pradesh, and Rajasthan have been ahead because their market boards built digital systems years before eNAM expanded nationally.
Key benefits of eNAM for farmers and the market
Better price discovery through transparent bidding
The most direct benefit of eNAM is improved price discovery. In the traditional mandi system, prices were often determined by a small group of local traders in informal negotiations. eNAM replaces this with an open electronic auction where multiple buyers compete simultaneously. Econometric research shows that the introduction of e-auctions has led to an increase in prices received by farmers, with more markets linking to eNAM as a direct result. A study on Karnataka’s digital mandi platform – a predecessor model to eNAM – found average price increases of 5.1% for paddy, 3.6% for groundnut, and 3.5% for maize following digitisation of the auction process.
Wider market access and inter-state trade
Before eNAM, farmers could only sell in their local designated mandi, which severely limited their buyer base. eNAM breaks this geographical constraint by enabling buyers from across the country to participate in any linked mandi’s auction. A single unified trading licence allows buyers to purchase from multiple mandis nationwide, which promotes inter-state trade and reduces information asymmetry between buyers and sellers. A pilot study conducted across Pune, Nashik, and Nagpur found a notable increase in average price realization per quintal and greater participation in inter-state trading after eNAM adoption.
Direct and timely payments
One of the most tangible changes eNAM brings is in how and when farmers get paid. Under the old system, payment would often pass through commission agents and could take several days or even weeks. eNAM ensures that sale proceeds are transferred directly to the farmer’s bank account, removing the commission agent as a financial intermediary and dramatically shortening settlement cycles. This also reduces the risk of disputes and deductions that farmers had little power to challenge in the traditional system.
Quality-based pricing through assaying
A major reason farmers received inconsistent prices in traditional mandis was the absence of standardised quality assessment. eNAM introduces quality assaying – scientific testing of moisture content, foreign matter, and other parameters – before the bidding process begins. This allows buyers to bid based on actual produce quality rather than guesswork or trust in the trader’s word. Studies found that 97% of surveyed farmers agreed that assaying is necessary for credible price discovery, as it gives both buyers and sellers confidence in fixing prices transparently.
eNAM and the “One Nation, One Market” vision
eNAM is one of the clearest expressions of the government’s “One Nation, One Market” agenda for agriculture. The initiative aims to connect markets at both the state and national levels through a unified online platform, enabling pan-India trade while standardising marketing and transaction procedures across mandis. For this to work, states are required to enact specific APMC Act reforms: a single trading licence valid across the state, a single-point levy of market fees, and provision for electronic auction as the mandated trading method.
This is significant because agricultural marketing is constitutionally a state subject – meaning the Central Government cannot directly regulate how mandis operate. eNAM functions as an incentive-based framework: states that adopt the required reforms unlock access to the platform’s infrastructure funding and national buyer network. Research shows that in participating states, eNAM has increased market competitiveness, decreased price volatility, and improved price transparency, though the degree of improvement varies based on how thoroughly each state has implemented the underlying reforms.
Challenges holding eNAM back
Despite its scale, eNAM faces real and persistent obstacles that limit its impact – particularly for small and marginal farmers who have the most to gain.
Digital literacy and infrastructure gaps
Many rural mandis still lack reliable internet connectivity, functional computers, and trained personnel to operate the digital platform effectively. Not every mandi has reliable quality-control units, and connectivity continues to be patchy in several rural locations. For farmers unfamiliar with smartphones or online portals, the platform remains effectively inaccessible without active support from mandi staff or Common Service Centers. Many small farmers end up relying on commission agents even inside eNAM-linked markets, which partially defeats the purpose of the platform.
Uneven state-level adoption
Because APMC laws vary by state, eNAM’s integration is inherently uneven. Some states have been proactive in amending their APMC Acts to enable seamless online trading, while others have been resistant – particularly where local market committees fear losing revenue or influence. The platform’s success depends on comprehensive reforms in market operations, digital infrastructure, and stakeholder engagement, all of which require sustained state-level political will.
Limitations for perishable commodities
eNAM works most effectively for storable commodities like grains, pulses, and oilseeds. For perishables such as tomatoes, leafy vegetables, or flowers, the platform has seen limited online trade. The reason is structural: perishables require rapid logistics and cold-chain infrastructure that has not expanded at the same pace as eNAM’s digital reach. Until transport and storage infrastructure catches up, the benefits of eNAM will remain concentrated in non-perishable commodity segments.
Distant buyer participation remains low
Due to the lack of quick assaying facilities, participation of distant traders has not picked up significantly in many mandis, which means competition in the auction process has not increased as much as anticipated. Without a larger pool of competing buyers, the price improvement from eNAM’s auction system remains limited in practice.
The road ahead for eNAM
The government has continued to invest in eNAM’s expansion, integrating new mandis, adding commodities, and onboarding Farmer Producer Organizations (FPOs) as registered participants so that small farmers can aggregate their produce and negotiate collectively. AI-based quality assaying equipment is being introduced in select mandis to speed up and standardise the grading process. The usefulness of eNAM going forward will depend on how consistently states strengthen infrastructure, simplify mandi processes, and increase participation from farmers and traders.
Complementary initiatives – such as the Agri Market Infrastructure Fund (AMIF) for upgrading physical mandi infrastructure and Krishi UDAN 2.0 for improving agricultural logistics – are expected to address some of the supply-side gaps that eNAM alone cannot fix. The long-term goal is a trading ecosystem where a farmer in a remote village can access the best buyer in the country for their produce, without depending on a local middleman for either the price or the payment.
eNAM is not a finished product – it is an evolving infrastructure for agricultural trade modernisation. Its early years have shown that digital integration of mandis is technically feasible and that transparent price discovery does benefit farmers where the system functions well. The gap between what eNAM promises and what it currently delivers is largely a function of implementation quality – how well the physical and digital systems are maintained, how broadly farmers are trained to use the platform, and how firmly states commit to the market reforms that make inter-state trading legally possible.
